79	79	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
80	80	SECTION 1. NEW LAW A new sec tion of law to be codified
81	81	in the Oklahoma Statutes as Section 3-130.1 of Title 26, unless
82	82	there is created a duplication in numb ering, reads as follows:
83	83	A. This act shall be known and may be cite d as the “Post-
84	84	Election Forensic Audit Act of 2022”.
85	85	B. The Governor, the President Pro Tempore of the Senate, and
86	86	the Speaker of the House of Representatives shall appoint an
87	87	independent third party to conduct a forensic audit of the general
88	88	election that took place on Novemb er 3, 2020. Such independent

140	140	third party shall be appointed no later than thirty (30) days after
141	141	the effective date of this act.
142	142	C. The independent third party appointed under subsection B of
143	143	this section shall complete an audit for every precinct in:
144	144	1. The three most populous counties as determined by the 2020
145	145	federal decennial census ;
146	146	2. The three least populous counties as de termined by the 2020
147	147	federal decennial census; and
148	148	3. Three counties randomly selected by the independent third
149	149	party.
150	150	D. Audits required by this section shall be completed no later
151	151	than ninety (90) days after the date of the appointment of the
152	152	independent third party. Upon completion, the independent third
153	153	party shall submit a report to the Governor, the President Pro
154	154	Tempore of the Senate, and the Speaker of the House of
155	155	Representatives that identifies and details any anomaly or
156	156	discrepancy in voter data, ballot data, or tabulation.
157	157	E. Funding required to complete the require ments of this
158	158	section shall be app ropriated by the Legislature from funds
159	159	available from the Coronavirus Aid, Relief, and Economic Secu rity
160	160	Act (CARES) or the American Rescue Plan Act of 2021 (ARPA).
161	161	SECTION 2. It being immediately necessary for the preservation
162	162	of the public peace, healt h or safety, an emergency is hereby
