52	45		higher score is necessary; requiring institutions to
53	46		post certain policy on campus websites; providing an

59	52		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
60	53		SECTION 1. AMENDATORY 70 O.S. 2021, Section 3207.1, is
61	54		amended to read as follows:
62	55		Section 3207.1. A. It is the intent of the Legislature that
63	56		credits earned by students in any institution of higher education
64	57		within The Oklahoma State System of Higher E ducation be fully
65	58		accepted at any other institution of higher education within The
66	59		Oklahoma State System of Higher Education and that the Oklahoma
67	60		State Regents for Higher Education assume leadership i n working with
	61	+	institutional faculty and administrators to ensure that students
	62	+	move smoothly from one level of education to a nother. Objectives

99	91		B. It is the intent of the Legislature that institutions of
100	92		higher education within The Oklahoma State System of Higher
101	93		Education, private institutions accredited by the Oklahoma State
102	94		Regents for Higher Education, technology center schoo l districts,
103	95		schools or training programs licensed, accr edited, approved, or
104	96		regulated by any state agency, and private schools licensed by the
105	97		Oklahoma Board of Private Vocational Schools be prohibited from
106	98		placing statements in documents or brochures give n to students or
107	99		advertising in publications that credi ts earned at the ins titution,
108	100		training program, or school are fully acc epted at another
109	101		institution or school without having a written agreement with the
110	102		other institution or school stating that the cr edits will be fully
111	103		accepted.
112	104		C. It is the intent of t he Legislature that in establishing the
113	105		minimum required score on an Ad vanced Placement Examination for
114	106		granting course credit for a particular lower division course,
115	107		institutions of higher education within The Oklahoma State System of
116	108		Higher Education shall not require an Ad vanced Placement Exam score
117	109		of more than three, except the requirement of an Advanced Placement
118	110		Exam score of more than three shall be permitted for granting
	111	+	additional course cred it for a lower division course or courses
	112	+	sequenced with the initial lower division course. Credit policy

148	139		regarding all Advanced Placement Exams shall be posted on campus
149	140		websites effective for the 2021 -22 fall academic term and for each
150	141		academic term thereafter. The institutions of higher education
151	142		within The Oklahoma State Sys tem of Higher Education shall conduct
152	143		biennial reviews of their Advanced Placement credit policy . The
153	144		Oklahoma State System of Higher Education shall report noncompliance
154	145		to the House Common Education Committee, House Higher Education and
155	146		Career Tech Committee, and Senate Education Committee, or similarly
156	147		named House Committee if the named Committees no longer exist, by
157	148		December 1 each year beginning December 1, 2021.
158	149		D. It is the intent of the Leg islature that in establishing the
159	150		minimum required score on a College Level Examin ation Program (CLEP)
160	151		examination for granting course credit for a particular lower
161	152		division course, institutions of higher education within The
162	153		Oklahoma State System of Highe r Education shall not require a score
163	154		higher than the minimum score re commended by a nonprofit higher
164	155		education association that makes recommendations on college-level
165	156		equivalencies. Provided, however, the president of the institution
166	157		may determine, based on evidence, that a higher score on t he
167	158		examination is necessary to indicate that a student is sufficiently
168	159		prepared to be successful in a related, more advanced course for
169	160		which the lower division course is a prerequisite. Institutions

200	190		SECTION 2. This act shall become effective July 1, 2022.
201	191		SECTION 3. It being immediately necessary for the preservation
202	192		of the public peace, health or safety, an emergency is hereby
203	193		declared to exist, by reason whereof this act shall take effect and
204	194		be in full force from and after its passage and approval.
