5952 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6053 SECTION 1. AMENDATORY 70 O.S. 2021, Section 3207.1, is
6154 amended to read as follows:
6255 Section 3207.1. A. It is the intent of the Legislature that
6356 credits earned by students in any institution of higher education
6457 within The Oklahoma State System of Higher E ducation be fully
6558 accepted at any other institution of higher education within The
6659 Oklahoma State System of Higher Education and that the Oklahoma
6760 State Regents for Higher Education assume leadership i n working with
61+institutional faculty and administrators to ensure that students

9991 B. It is the intent of the Legislature that institutions of
10092 higher education within The Oklahoma State System of Higher
10193 Education, private institutions accredited by the Oklahoma State
10294 Regents for Higher Education, technology center schoo l districts,
10395 schools or training programs licensed, accr edited, approved, or
10496 regulated by any state agency, and private schools licensed by the
10597 Oklahoma Board of Private Vocational Schools be prohibited from
10698 placing statements in documents or brochures give n to students or
10799 advertising in publications that credi ts earned at the ins titution,
108100 training program, or school are fully acc epted at another
109101 institution or school without having a written agreement with the
110102 other institution or school stating that the cr edits will be fully
111103 accepted.
112104 C. It is the intent of t he Legislature that in establishing the
113105 minimum required score on an Ad vanced Placement Examination for
114106 granting course credit for a particular lower division course,
115107 institutions of higher education within The Oklahoma State System of
116108 Higher Education shall not require an Ad vanced Placement Exam score
117109 of more than three, except the requirement of an Advanced Placement
118110 Exam score of more than three shall be permitted for granting
111+additional course cred it for a lower division course or courses
112+sequenced with the initial lower division course. Credit policy

147-sequenced with the initial lower division course. Credit policy
148139 regarding all Advanced Placement Exams shall be posted on campus
149140 websites effective for the 2021 -22 fall academic term and for each
150141 academic term thereafter. The institutions of higher education
151142 within The Oklahoma State Sys tem of Higher Education shall conduct
152143 biennial reviews of their Advanced Placement credit policy . The
153144 Oklahoma State System of Higher Education shall report noncompliance
154145 to the House Common Education Committee, House Higher Education and
155146 Career Tech Committee, and Senate Education Committee, or similarly
156147 named House Committee if the named Committees no longer exist, by
157148 December 1 each year beginning December 1, 2021.
158149 D. It is the intent of the Leg islature that in establishing the
159150 minimum required score on a College Level Examin ation Program (CLEP)
160151 examination for granting course credit for a particular lower
161152 division course, institutions of higher education within The
162153 Oklahoma State System of Highe r Education shall not require a score
163154 higher than the minimum score re commended by a nonprofit higher
164155 education association that makes recommendations on college-level
165156 equivalencies. Provided, however, the president of the institution
166157 may determine, based on evidence, that a higher score on t he
167158 examination is necessary to indicate that a student is sufficiently
168159 prepared to be successful in a related, more advanced course for
169160 which the lower division course is a prerequisite. Institutions

200190 SECTION 2. This act shall become effective July 1, 2022.
201191 SECTION 3. It being immediately necessary for the preservation

203193 declared to exist, by reason whereof this act shall take effect and
204194 be in full force from and after its passage and approval.
