5462 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5563 SECTION 1. NEW LAW A new section of law to be codified
5664 in the Oklahoma Statutes as Section 11-103.15 of Title 70, unless
5765 there is created a duplicatio n in numbering, reads as follows:
5866 A. This act shall be known and may be cited as the “Learn
5967 Everywhere Act”.
60-B. Students attending a public school district or public
61-charter school in this state shall be eligible for extended learning
62-opportunities outside of the traditional classroom. For the

94+B. Students attending a public school district or public
95+charter school in this state shall be eligible for extended learning
96+opportunities outside of the traditional classroom. For the
9097 purposes of this section, “extended learning opportunity ” means an
9198 out-of-classroom learning experience that provides a student with:
9299 1. Enrichment opportunities outside of the classroom se tting;
93100 2. Career readiness or employability skills including
94101 internships, apprenticeships, and mentorships as provided for in the
95102 Apprenticeships, Internships and Mentorships (AIM) Act of 2016; or
96103 3. Any other type of out-of-classroom educational opportunity
97104 approved by the State Board of Education or the student ’s school
98105 district or public charter school.
99106 C. A student may request credit for an extended learning
100107 opportunity. If the extended learning opportunity is approved:
101108 1. By the student’s school district or public charte r school,
102109 then the student shall receive credit toward:
103110 a. district- or charter school-specific graduation
104111 requirements if the student is in grades six through
105112 twelve, or
106113 b. mastery toward required skills or district- or charter
107114 school-specific standards i f the student is in grade
108115 five or below; or
109116 2. By the State Board of Education, then the student shall
110117 receive credit toward:
111-a. the graduation requirements set forth in S ection 11-
112-103.6 of Title 70 of the Oklahoma Statutes if the
113-student is in grades six through twelve, or

144+a. the graduation requirements set forth in Section 11 -
145+103.6 of Title 70 of the Oklahoma Statutes if the
146+student is in grades six through twelve, or
141147 b. mastery toward required skills or state standards if
142148 the student is in grade five or below.
143149 D. Each school district boa rd of education and public charter
144150 school governing body shall adopt an extended learning opportunity
145151 policy, which shall:
146152 1. Provide a process through which entities may apply to offer
147153 extended learning opportunities that will qual ify for credit;
148154 2. Define which entities are eligible to submit appl ications to
149155 offer extended learning opportunities. The entities ma y include but
150156 are not limited to:
151157 a. nonprofit organizations,
152158 b. businesses with established locations in this state,
153159 c. trade associations, an d
154160 d. the United States Armed Forces for students in grades
155161 six through twelve;
156162 3. Provide a process through which a student may request credit
157163 for an extended learning opportunity; and
158164 4. Define criteria that the school district or public charter
159165 school will use to determine wh ether a proposed extended learning
160166 opportunity qualifies for credit toward:
161-a. district- or public charter school-specific graduation
162-requirements,
163-b. electives, or
164-c. required skills or standards.

192197 E. The State Board of Education s hall adopt a policy regarding
193198 extended learning opportunities that addresses the provisions of
194199 paragraph 2 of subsection C of this section.
195200 F. A school district or public charter school may award
196201 elective credit for an extended lear ning opportunity that d id not
197202 qualify for credit to ward school district- or public charter school-
198203 specific graduation requirements or the graduation requirements set
199204 forth in Section 11-103.6 of Title 70 of the Oklahoma Statutes .
200205 G. Beginning in the 2022 -2023 school year, a student in grades
201206 nine through twelve may request credit for a course by demonstrating
202207 understanding of subject are a content standards. Each school
203208 district board of education and public charter school govern ing body
204209 shall adopt a policy to:
205210 1. Provide a process through which a student may request cred it
206211 for prior knowledge;
207212 2. Establish methods by which a student c an demonstrate
208213 knowledge of the subject area content. Methods may include but are
209214 not limited to:
210215 a. assessments,
211216 b. performance-based assessments,
212-c. presentations, major projects, or papers,
213-d. performance or portfolios, or
214-e. other methods independent of instructional time and
215-credit hours; and

244+d. performance or portfolios, or
245+e. other methods independent of instructional time and
246+credit hours; and
243247 3. Determine the qualifying score or grade, the minimum of
244248 which shall not exceed eighty percent ( 80%), that a student shall
245249 earn in order to rec eive a pass and earn credit for a course.
246250 H. If a student earns c redit pursuant to the provisions of
247251 subsection G of this section, the student shall be deemed as having
248252 completed all required coursework for that course and, if
249253 applicable, the prerequisite requirements that the course satisfies.
250254 A course for which a stu dent is awarded credit pursuant to
251255 subsection G of this section shall also be counted toward the
252256 graduation requirements set forth in Section 11-103.6 of Title 70 of
253257 the Oklahoma Statutes. If a student earns credit pursuant to
254258 subsection G of this section, he or she shall not subsequently
255259 receive credit for a course earlier in the course sequence in the
256260 same subject area.
257261 I. The State Board of Education shall promulga te rules to
258262 implement the provisions of this section.
259263 SECTION 2. This act shall become effective July 1, 2022.
260264 SECTION 3. It being immediately necessary for the preservation
261265 of the public peace, health or safety, an emergency is hereby
