5346 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5447 SECTION 1. NEW LAW A new section of law to be codified
5548 in the Oklahoma Statutes as Section 3210.1 of Title 70, unless there
5649 is created a duplication in numb ering, reads as follows:
5750 A. There is hereby created in the State Treasury a revolving
5851 fund for the Oklahoma State Regents for Higher Education to be
5952 designated the "Workforce Development Revolving Fund". The fund
6053 shall be a continuing fund, not subject to fiscal year limita tions,
6154 and shall consist of all monies received by the State Regents from
6255 state appropriations . All monies accruing to the credit of the fund
6356 are hereby appropriated and may be budgeted and expended by the
6457 State Regents for the purpose of implementing the provisions of
58+subsection C of this section. Expenditures from the fund shall be
59+made upon warrants issued by the State Treasurer against claims

92-subsection C of this section. Expenditures from the fund shall be
93-made upon warrants issued by the State Treasurer against claims
9486 filed as prescribed by law with the Director of the Office of
9587 Management and Enterprise Services for approval and payment.
9688 B. For the fiscal year beginning July 1, 2022, the Legislature
9789 shall appropriate Fifty Million Dollars ($50,000,000.00) to the
9890 Workforce Development Revolving Fund created pursuant to subsection
9991 A of this section.
10092 C. The Oklahoma State Regents for Higher Educati on shall award
10193 funds from the Workforce Development Revolving Fund created pursuant
10294 to subsection A of this section to institutions within The O klahoma
10395 State System of Higher Education that increase the number of degrees
10496 granted to fulfill workforce needs in critical occupation areas.
10597 For the purposes of this section "critical occupation areas" are
10698 those areas identified by the Executive Director of the O klahoma
10799 Department of Commerce that are in high demand and are projected to
108100 have positive future growth.
109101 D. 1. One-third of the funds appropriated pursuant to
110102 subsection B of this section shall be allocated to institutions
111103 within The Oklahoma State System of H igher Education that increase
112104 the number of degrees granted in the area of nursing . The increase
113105 in the number of degrees shall be calculated based on the number of
114106 degrees granted in the area of nursing during the 2019-2020, 2020-
115107 2021, and 2021-2022 academic years.

143-2. One-third of the funds appropriated pursuant to subs ection B
144-of this section shall be allocated to institutions within The
145136 Oklahoma State System of H igher Education that increase the number
146137 of degrees granted in the area of engineering. The increase in the
147138 number of degrees shall be calculated based on the number of degrees
148139 granted in the area of engineering during the 2019-2020, 2020-2021,
149140 and 2021-2022 academic years.
150141 3. One-third of the funds appropriated pursuant to subs ection B
151142 of this section shall be allocated to institutions within The
152143 Oklahoma State System of Higher Education that increase the number
153144 of degrees granted in the area of teaching. The increase in the
154145 number of degrees shall be calculated based on the number of degrees
155146 granted in the area of teaching during the 2019-2020, 2020-2021, and
156147 2021-2022 academic years.
157148 E. 1. Beginning in the 2022-2023 academic year, the Oklahoma
158149 State Regents for Higher Educatio n shall award from the Wo rkforce
159150 Development Revolving Fund created pursuant to subsection A of th is
160151 section an amount equal to Ten Thousand Dollars ( $10,000.00) for
161152 each degree in the areas of nursing, engineering, and teaching
162153 granted by an institution within The Oklahoma State System of Higher
163154 Education above the average number of degrees granted by each
164155 institution in the 2019-2020, 2020-2021, and 2021-2022 academic
165156 years.
157+2. Beginning in the 2024-2025 academic year and b iennially
158+thereafter, the Oklahoma State Regents for Higher Education shall

193-2. Beginning in the 2024-2025 academic year and b iennially
194-thereafter, the Oklahoma State Regents for Higher Education shall
195-recalculate the average number of degrees granted by each
196186 institution in the areas of nursing, engineerin g, and teaching for
197187 the previous three academic years , which shall be used as the basis
198188 for the granting of awards.
199189 SECTION 2. This act shall become effective July 1, 2022.
200190 SECTION 3. It being immediately necessary for the preservati on
201191 of the public peace, health or safety, an emergency is hereby
202192 declared to exist, by reason whereof t his act shall take effect and
203193 be in full force from and after its passage and approval.
