53	46		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
54	47		SECTION 1. NEW LAW A new section of law to be codified
55	48		in the Oklahoma Statutes as Section 3210.1 of Title 70, unless there
56	49		is created a duplication in numb ering, reads as follows:
57	50		A. There is hereby created in the State Treasury a revolving
58	51		fund for the Oklahoma State Regents for Higher Education to be
59	52		designated the "Workforce Development Revolving Fund". The fund
60	53		shall be a continuing fund, not subject to fiscal year limita tions,
61	54		and shall consist of all monies received by the State Regents from
62	55		state appropriations . All monies accruing to the credit of the fund
63	56		are hereby appropriated and may be budgeted and expended by the
64	57		State Regents for the purpose of implementing the provisions of
	58	+	subsection C of this section. Expenditures from the fund shall be
	59	+	made upon warrants issued by the State Treasurer against claims

92		-	subsection C of this section. Expenditures from the fund shall be
93		-	made upon warrants issued by the State Treasurer against claims
94	86		filed as prescribed by law with the Director of the Office of
95	87		Management and Enterprise Services for approval and payment.
96	88		B. For the fiscal year beginning July 1, 2022, the Legislature
97	89		shall appropriate Fifty Million Dollars ($50,000,000.00) to the
98	90		Workforce Development Revolving Fund created pursuant to subsection
99	91		A of this section.
100	92		C. The Oklahoma State Regents for Higher Educati on shall award
101	93		funds from the Workforce Development Revolving Fund created pursuant
102	94		to subsection A of this section to institutions within The O klahoma
103	95		State System of Higher Education that increase the number of degrees
104	96		granted to fulfill workforce needs in critical occupation areas.
105	97		For the purposes of this section "critical occupation areas" are
106	98		those areas identified by the Executive Director of the O klahoma
107	99		Department of Commerce that are in high demand and are projected to
108	100		have positive future growth.
109	101		D. 1. One-third of the funds appropriated pursuant to
110	102		subsection B of this section shall be allocated to institutions
111	103		within The Oklahoma State System of H igher Education that increase
112	104		the number of degrees granted in the area of nursing . The increase
113	105		in the number of degrees shall be calculated based on the number of
114	106		degrees granted in the area of nursing during the 2019-2020, 2020-
115	107		2021, and 2021-2022 academic years.

145	136		Oklahoma State System of H igher Education that increase the number
146	137		of degrees granted in the area of engineering. The increase in the
147	138		number of degrees shall be calculated based on the number of degrees
148	139		granted in the area of engineering during the 2019-2020, 2020-2021,
149	140		and 2021-2022 academic years.
150	141		3. One-third of the funds appropriated pursuant to subs ection B
151	142		of this section shall be allocated to institutions within The
152	143		Oklahoma State System of Higher Education that increase the number
153	144		of degrees granted in the area of teaching. The increase in the
154	145		number of degrees shall be calculated based on the number of degrees
155	146		granted in the area of teaching during the 2019-2020, 2020-2021, and
156	147		2021-2022 academic years.
157	148		E. 1. Beginning in the 2022-2023 academic year, the Oklahoma
158	149		State Regents for Higher Educatio n shall award from the Wo rkforce
159	150		Development Revolving Fund created pursuant to subsection A of th is
160	151		section an amount equal to Ten Thousand Dollars ( $10,000.00) for
161	152		each degree in the areas of nursing, engineering, and teaching
162	153		granted by an institution within The Oklahoma State System of Higher
163	154		Education above the average number of degrees granted by each
164	155		institution in the 2019-2020, 2020-2021, and 2021-2022 academic
165	156		years.
	157	+	2. Beginning in the 2024-2025 academic year and b iennially
	158	+	thereafter, the Oklahoma State Regents for Higher Education shall

193		-	2. Beginning in the 2024-2025 academic year and b iennially
194		-	thereafter, the Oklahoma State Regents for Higher Education shall
195		-	recalculate the average number of degrees granted by each
196	186		institution in the areas of nursing, engineerin g, and teaching for
197	187		the previous three academic years , which shall be used as the basis
198	188		for the granting of awards.
199	189		SECTION 2. This act shall become effective July 1, 2022.
200	190		SECTION 3. It being immediately necessary for the preservati on
201	191		of the public peace, health or safety, an emergency is hereby
202	192		declared to exist, by reason whereof t his act shall take effect and
203	193		be in full force from and after its passage and approval.
