AS INTRODUCED 
 
An Act relating to social credit scores; creating the 
Prohibition on Social Credit Scores in the State of 
Oklahoma Act; prohibiting use of social credit scores 
by governmental entities, poli tical subdivisions, 
businesses or persons; providing definition; 
providing certain exemption s; prohibiting certai n 
sharing; providing for codification; and declaring an 
emergency. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 12000 of Title 74, unless there 
is created a duplication in numbering, reads as follows: 
A.  This act shall be known and cited as the “Prohibition on 
Social Credit Scores in the State o f Oklahoma Act”. 
B.  The use of social credit sco res in this state shall be 
prohibited. No governmental entity including but not limited to the 
State of Oklahoma, any st ate agency, political subdivision, any 
trust, committee or commission of any poli tical subdivision of this 
state, and business operating in this state, or any citizen of this 
state or individual within the boundaries of this sta te, shall use,

enforce, provide data for use in, or otherwise participate in the 
creation or use of a social credit score system 
C.  For the purposes of this section, “social credit score” 
shall mean: 
1. The assigning of a numeric, alphanumeric, alphabetic, or 
other code or designat ion to an individual or business ba sed on 
their behaviors or actions ; 
2. The purpose for those designations would include but not be 
limited to promptness of paying taxes, fines, debts, fees or other 
financial obligations, compliance with government or bu reaucratic 
guidance, compliance with regulatory standards, or the use of other 
factors; and 
3.  The purpose of which is to limit access by the individual or 
business to government, public or private service s including but not 
limited to public transit, library systems, hotel accommodations, 
travel options, food services, entertainment facilities, or 
healthcare options. 
D.  This section shall not app ly those who are incarcerated 
while awaiting trial or who ha ve been found guilty of violating the 
laws of this state and therefore have been assigned a designation or 
have had their access limited to services as listed in subsection C 
of this section during their time of inca rceration or release as a 
condition of their release or parole.

E.  Nothing in this sectio n shall prohibit the use of financial 
credit scores by businesses or financial institutions for the 
purpose of determining the financial credit worthiness of current or 
potential customers. 
F.  Should any entity of the federal government institute a 
social credit score or similar concept, the State of Oklahoma, all 
political subdivisions of this state, all state agencies and any 
other governmental entity shall be prohibited from sharing any dat a 
pertaining to the citizens of Oklahoma fo r use in such a socia l 
credit score either d irectly or indirectly and shall be prohibi ted 
from participating in such a system in any other way. 
SECTION 2.  It being immediately necessary for the preservation 
of the public peace, health or safety, an emergency i s hereby 
declared to exist, by reason whereof this act shall take effect and 
be in full force from and after its passage an d approval.
