4849 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
4950 SECTION 1. AMENDATORY 37A O.S. 2021, Section 5-129, is
5051 amended to read as follows:
5152 Section 5-129. A. There is hereby created in the State
5253 Treasury a revolving fund for the Oklahoma Department of
5354 Agriculture, Food, and Forestry to be desig nated the "Oklahoma
5455 Viticulture and Enology Center De velopment Revolving Fund".
5556 B. The fund shall be a continuing fund, not sub ject to fiscal
5657 year limitations, and shall consist of all monies distributed to the
5758 fund:
5859 1. From the apportionment provided in paragraph 1 of Section
5960 107 of this act 5-104 of this title; and
6061 2. From any other source in accordance with state and federal
6162 law.

8890 C. All monies accruing to the credit of the fund are hereby
8991 appropriated and may be budgeted and expended by the Departmen t for
9092 the purpose of:
9193 1. Establishing a Viticulture and Enology Center on the campus
9294 of Redlands Community College Supporting viticulture programs and
9395 research at universities and colleges within The Oklahoma State
9496 System of Higher Education ;
9597 2. Developing viticulture-related and enology-related education
9698 programs;
9799 3. Developing technologies, strategies or practices that aid in
98100 the production of grapes and wine in Oklahoma; and
99101 4. Increasing the positive economic impact of the Oklahoma wine
100102 industry on this state.
101103 D. Expenditures from the fund shall be m ade upon warrants
102104 issued by the State Treasurer against claims filed as prescribed by
103105 law with the Director of the Office of Ma nagement and Enterprise
104106 Services for approval and payment.
105107 SECTION 2. This act shall become effective November 1 , 2022.
