38	39		An Act relating to viticulture; amending 37A O.S.

42	43		be used for other programs; updating statutory

48	49		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
49	50		SECTION 1. AMENDATORY 37A O.S. 2021, Section 5-129, is
50	51		amended to read as follows:
51	52		Section 5-129. A. There is hereby created in the State
52	53		Treasury a revolving fund for the Oklahoma Department of
53	54		Agriculture, Food, and Forestry to be desig nated the "Oklahoma
54	55		Viticulture and Enology Center De velopment Revolving Fund".
55	56		B. The fund shall be a continuing fund, not sub ject to fiscal
56	57		year limitations, and shall consist of all monies distributed to the
57	58		fund:
58	59		1. From the apportionment provided in paragraph 1 of Section
59	60		107 of this act 5-104 of this title; and
60	61		2. From any other source in accordance with state and federal
61	62		law.

88	90		C. All monies accruing to the credit of the fund are hereby
89	91		appropriated and may be budgeted and expended by the Departmen t for
90	92		the purpose of:
91	93		1. Establishing a Viticulture and Enology Center on the campus
92	94		of Redlands Community College Supporting viticulture programs and
93	95		research at universities and colleges within The Oklahoma State
94	96		System of Higher Education ;
95	97		2. Developing viticulture-related and enology-related education
96	98		programs;
97	99		3. Developing technologies, strategies or practices that aid in
98	100		the production of grapes and wine in Oklahoma; and
99	101		4. Increasing the positive economic impact of the Oklahoma wine
100	102		industry on this state.
101	103		D. Expenditures from the fund shall be m ade upon warrants
102	104		issued by the State Treasurer against claims filed as prescribed by
103	105		law with the Director of the Office of Ma nagement and Enterprise
104	106		Services for approval and payment.
105	107		SECTION 2. This act shall become effective November 1 , 2022.
