66	66	amending 34 O.S. 2021, Section 23, which relates to
67	67	who may sign petitions and vote; authorizing certain
68	68	persons or business entities to donate mon ey for
69	69	certain purposes; prohibiting certain persons or
70	70	business entities from donating money for certain
71	71	purposes; and providing an effective date.

77	77	BE IT ENACTED BY THE PEOPLE OF THE S TATE OF OKLAHOMA:
78	78	SECTION 1. AMENDATORY 34 O.S. 2021, Section 23, is
79	79	amended to read as follows:
80	80	Section 23. Every person who is a qualified elector of the
81	81	State of Oklahoma may sign a petition for the referendum or for the
82	82	initiative for any measure upon which he is legally entitled to
83	83	vote. Any person who is a resident of this state or any business
84	84	entity with a principal place of business or other location in this
85	85	state may donate money to a group or entity promoting a referendum
86	86	or initiative. No person who is not a resident of this s tate or a
87	87	business entity with no presence in this state may don ate money to a
88	88	group or entity promoting a re ferendum or initiative. Any person

140	140	signing any name other than his own to any petitio n, or knowingly
141	141	signing his name more than once for the same measure at one
142	142	election, or who is not at the time of signing the same a legal
143	143	voter of this state, or whoever falsely makes or willfully destr oys
144	144	a petition or any part thereof, or who signs or files any
145	145	certificate or petition knowing the same or any part thereof to be
146	146	falsely made, or suppresses any certificate or petition or any part
147	147	thereof which has been duly filed or who shall violate any provision
148	148	of this statute, or who shall aid or abet any other person in doing
149	149	any of said acts; and any person violating any provision of this
150	150	chapter, shall upon conviction thereof be guilty of a felony and
151	151	shall be punished by a fine of not exceeding Fiv e Hundred Dollars
152	152	($500.00) or by imprisonment in th e State Penitentiary not exceeding
153	153	two (2) years, or by both such fine and imprisonment in the
154	154	discretion of the court before which such co nviction shall be had.
155	155	SECTION 2. This act shall become effective November 1, 2022.
