5379 BE IT ENACTED BY THE PEOPLE OF THE STAT E OF OKLAHOMA:
5480 SECTION 1. AMENDATORY 47 O.S. 2021, Section 1135.1, as
5581 last amended by Section 3, Chapter 276, O.S.L. 2021, is amended to
5682 read as follows:
5783 Section 1135.1. A. The Oklahoma Tax Commission is hereby
5884 authorized to design and issue appropriate official special lic ense
5985 plates to persons as provid ed by this section.
6086 Special license plates shall not be transferred to any other
6187 person but shall be removed from the vehicle upon transfer of
6288 ownership and retained. The special license plate may then be used
63-on another vehicle but only after such other vehicle has been
64-registered for the current year.

92142 Except as provided in subsection B of this section, special
93143 license plates shall be renewed each year by the Tax Commission or a
94144 motor license agent. The Tax Commission shal l annually notify by
95145 mail all persons issued special license plates. The notice shall
96146 contain all necessary information and shall contain instructions for
97147 the renewal procedure upon presentation to a motor license agent or
98148 the Tax Commission. The license plates shall be issued on a
99149 staggered system. The motor license agent fees shall be paid out of
100150 the Oklahoma Tax Commission Reimbursement Fund.
101151 On and after January 1, 2022, if a special license plate is
102152 issued pursuant to this section, except for Legislative License
103-Plates issued pursuant to paragraph 30 of subsection B of Section
153+Plates issued pursuant to paragraph 30, subsection B of Section
104154 1135.2 of this title, any registration fee required for such plate
105155 pursuant to this section and the fee required pursuant to Section
106156 1132 of this title shall be remitted at the s ame time and subject to
107157 a single registration period. The Oklahoma Tax Commission shall
108158 determine, by rule, a method for making required fee and
109159 registration period adjustments if a special license plate is
110160 obtained during a twelve -month period for which a registration fee
111161 has already been remitted pursuant to Section 1132 of this title.
112162 The combination of fees in a single remittance shall not alter t he
113163 apportionment otherwise provided for in this section.

215+On and after January 1, 2022, if a physically dis abled license

153227 B. The special license plates provided by this section are as
154228 follows:
155229 1. Political Subdivision Plates - such plates shall be designed
156230 for any vehicle owned by any political subdivision of this s tate
157231 having obtained a proper Oklahoma certificate of title. Such
158232 political subdivisions shall file an ann ual report with the Tax
159233 Commission stating the agency where such vehicle is located. Such
160234 license plates shall be permanent in nature and designed i n such a
161235 manner as to remain with the vehicle for the duration of the life
162236 span of the vehicle or until the title is transferred to an own er
163237 who is not a political subdivision.
164-The registration fee shall be Eight Dollars ($8.00) and shall be
165-in addition to all other registration fees provided by law, except
166-the registration fees levied by Section 1132 of this t itle;

194-2. Tax-Exempt or Nonprofit License Plates - such plates shall
195-be designed for:
196-a. any motor bus, manufactured home, or mobile chapel and
197-power unit owned and operated by a religious
198-corporation or society of this state holding a valid
199-exemption from taxation issued pursuant to Se ction
200-501(a) of the Internal Revenue Code, 26 U.S.C .,
201-Section 501(a), and listed as an exempt organization
202-in Section 501(c)(3) of the Internal Revenue Code, as
203-amended, 26 U.S.C., Section 501(c)(3), and that is
204-used by the corporation or society solely fo r the
205-furtherance of its religious functions,
206-b. any vehicle owned and operated only by nonprofit
207-organizations devoted exclusively to youth programs
208-including, but not limited to, the Girl Scouts and Boy
209-Scouts of America,
210-c. any vehicle, except passenger automobiles, owned or
211-operated by nonprofit organi zations actually involved
212-in programs for the employment of th e handicapped and
213-used exclusively in the transportation of goods or
214-materials for such organization,
215-d. any vehicle owned and operated by a no nprofit
216-organization that provides older persons
217-transportation to and from medical, dental and

246-isolation,
247-e. any vehicle owned and operated by a private nonprofit
248-organization that:
249-(1) warehouses and distributes surplus foods to other
250-nonprofit agencies and organizations, and
251-(2) holds a valid exemption from ta xation issued
252-pursuant to Section 501(c) of the Internal
253-Revenue Code, as amended, 26 U.S.C., Section
254-501(c), and listed as an exempt organizat ion in
255-Section 501(c)(3) of the Internal Revenue Co de,
256-as amended, and
257-(3) uses such vehicle exclusively for the
258-transportation of such surplus foods,
259-f. any vehicle which:
260-(1) is owned and operated by a private, nonprofit
261-organization which is exempt from taxation
262-pursuant to the provisions of Section 501 (c)(3)
263-of the Internal Revenue Code, 26 U.S.C., Section
264-501(c)(3), and which is primarily funded by a
265-fraternal or civic service organization with at
266-least one hundred local chapters or clubs, and
267-(2) is designed and used to provide mobile health
268-screening services to the general public at no

296-cost to the recipient, a nd for which no
297-reimbursement of any kind is received from any
298-health insurance provider, health maintenance
299-organization or governmental progr am, or
300-g. any vehicle owned and operated by the Civ il Air
301-Patrol, a congressionally chartered corporation that
302-also serves an auxiliary of the United States Air
303-Force and which is exempt from taxation pursuant to
304-the provisions of Section 501(c)(3) of the Internal
305-Revenue Code, 26 U.S.C., Section 501(c)(3) , and is
306-used exclusively for its corporate missions of
307-aerospace education, cadet programs and emergency
308-services. Such license plates shall be permanent in
309-nature and designed in such a manner as to rem ain with
310-the vehicle for the duration of the life s pan of the
311-vehicle or until the title to such vehicle is
312-transferred to an owner who is not subject to this
313-exemption. Such vehicles shall be exempt from the
314-registration fees levied under Section 1132 of this
315-title, except that an initial registration fe e of
316-Twenty-five Dollars ($25.00) shall apply to each
317-vehicle.
318-Any person claiming to be eligible for a tax -exempt or nonprofit
319-license plate under the provisions of this par agraph must have the

347-name of the tax-exempt or nonprofit organization prominently
348-displayed upon the outside of the vehicle, except those vehicl es
349-registered pursuant to the provisions of subparagraph b of this
350-paragraph, unless such display is prohibited by federal or state law
351-or by state agency rules. No vehicle shall be licensed as a tax-
352-exempt or nonprofit vehicle unless the vehicle has affi xed on each
353-side thereof, in letters not less than two (2) inches high and two
354-(2) inches wide, the name of the tax-exempt or nonprofit
355-organization or the insignia or other symbol of such organ ization
356-which shall be of sufficient size, shape and color as to be readily
357-legible during daylight hours from a distance of fifty (50) feet
358-while the vehicle is not in motio n.
359-Except as provided in subpar agraph g of this paragraph, the
360-registration fee shall be Eight Dollars ($8.00) and shall be in
361-addition to all other registration fees provided by law, except the
362-registration fees levied by Section 1132 of this title;
363-3. Physically Disabled License Plat es - such plates shall be
364-designed for persons who are eligible for a physically disabled
365-placard under the provi sions of Section 15-112 of this title. It
366-shall prominently display the international accessibility symbol,
367-which is a stylized human figure i n a wheelchair. The Tax
368-Commission shall also desi gn physically disabled license plates for
369-motorcycles owned by persons who are eligible for a physically
370-disabled placard pursuant to the provisions of Section 15 -112 of
371-

398-this title. Upon the death of the physically disabled person, the
399-disabled license plate shall be returned to the Tax Commission.
400-There shall be no fee for such plate in addition to the rate
401-provided by the Oklahoma Vehicle License and Registration Act for
402-the registration of the vehicle. For an additional fee of Ten
403-Dollars ($10.00), a person eligible for a physically disabled
404-license plate shall have the option of purchasing a duplicate
405-physically disabled special license plate which shall be securely
406-attached to the front of the vehicl e. The original physically
407-disabled special licens e plate shall be securely attached to the
408-rear of the vehicle at all times.
409-Any person who is eligible for a physically disabled license
410-plate and whose vehicle has had modif ications because of the
411-physical disability of the owner or of a family member wit hin the
412-second degree of consanguinity of the owner, may regis ter the
413-vehicle for a flat fee of Twenty -five Dollars ($25.00). This fee
414-shall be in lieu of all other registra tion fees provided by the
415-Oklahoma Vehicle License and Registration Act;
416-4. Indian Tribal License Plates - such plates shall be designed
417-for any vehicle of a native American Indian Tribal Association
418-exempted in Sections 201 through 204 of Public Law 97 -473 and used
419-by the tribal association exclusively for the furtherance of its
420-tribal functions.

451-5. Hearing Impaired License Plates - such plates shall be
452-designed for persons who are hearing impaired. Such p ersons may
453-apply for a hearing-impaired license plate for each vehicle with a
454-rated carrying capacity of one (1) ton or less upon the presentme nt
455-of an application on a form furnished by the Tax Commission and
456-certified by a physician holding a valid licen se to practice
457-pursuant to the licensing provisions of Title 59 of the Oklahoma
458-Statutes, attesting that the per son is hearing impaired. The
459-license plate shall be designed so that such persons may be readily
460-identified as being hearing impaired. There s hall be no additional
461-fee for the plate, but all other registration fees provided by the
462-Oklahoma Vehicle Licens e and Registration Act shall ap ply;
463-6. Antique or Classic Vehicles License Plates – such plates
464-shall be designed and issued for any vehicle tw enty-five (25) years
465-of age or older, based upon the date of manufacture thereof and
466-which travels on the highwa ys of this state primarily inci dental to
467-historical or exhibition purposes only.
468-The registration fee shall be Eight Dollars ($8.00) and shall b e
469-in addition to all other registration fees provided by law, except
470-the registration fees levied by Section 113 2 of this title. Any
471-person registering an antique or classic vehicle may elect t o have

499-the vehicle registered for a ten -year period. The regi stration fee
500-for the elected ten-year registration shall be Seventy -five Dollars
501-($75.00). The motor license ag ent registering the antique or
502-classic vehicle for a ten -year period shall receive one hundred
503-percent (100%) of the fees the motor license agen t would have
504-otherwise received pursuant to subsection A of Section 1141.1 of
505-this title if the antique or class ic vehicle had been registered on
506-an annual basis; and
507-7. Honorary Consul License Plates – such plates shall be
508-designed to include the words “Honorary Consul” and issued to
509-persons who are honorary consuls authorized by the United States to
510-perform consular duties. Persons applying f or such license plates
511-must show proof of standing as an honorary consul. The fee for such
512-plate shall be Eight Dollars ($8.00) and shall be in addition to all
513-other registration fees required by the Oklahoma Vehicle License and
514-Registration Act. The own er of the vehicle that possesses such
515-license plates shall return the special license plates to the
516-Oklahoma Tax Commission if the owner disposes of the vehicle during
517-the registration year or ceases to be authorized to perfo rm consular
518-duties.
519-C. Special license plates provided by this section shall be
520-designed in such a manner as to identify the use or ownership o f the
521-vehicle. Use of any vehicle possessing a special license plate
522-provided by this section for any purpose n ot specified herein shall

598+license plate shall have the option of purchasing a duplicate
599+physically disabled special license plate which shall be securely
600+attached to the front of the vehicl e. The original physically
601+disabled special license plate shall be securely attached to the
602+rear of the vehicle at all times.
603+Any person who is eligible for a physically disabled license
604+plate and whose vehicle has had modif ications because of the
605+physical disability of the owner or of a family member within the
606+second degree of consanguinity of the owner, may regis ter the
607+vehicle for a flat fee of Twenty -five Dollars ($25.00). This fee
608+shall be in lieu of all other registra tion fees provided by the
609+Oklahoma Vehicle License and Registration Act;
610+4. Indian Tribal License Plates - such plates shall be designed
611+for any vehicle of a native American Indian Tribal Association

666+The registration fee shall be Eight Dollars ($8.0 0) and shall be
667+in addition to all other registration fees provided by law, except
668+the registration fees levied by Section 1132 of this title;
669+5. Hearing Impaired License Plates - such plates shall be
670+designed for persons who are hearing impaired. Such p ersons may
671+apply for a hearing-impaired license plate for each vehicle with a
672+rated carrying capacity of one (1) ton or less upon the presentme nt
673+of an application on a form furnished by the Tax Commission and
674+certified by a physician holding a valid licen se to practice
675+pursuant to the licensing provisions of Title 59 of the Oklahoma
676+Statutes, attesting that the per son is hearing impaired. The
677+license plate shall be designed so that such persons may be readily
678+identified as being hearing impaired. There s hall be no additional
679+fee for the plate, but all other registration fees provided by the
680+Oklahoma Vehicle Licens e and Registration Act shall ap ply;
681+6. Antique or Classic Vehicles License Plates – such plates
682+shall be designed and issued for any vehicle tw enty-five (25) years
683+of age or older, based upon the date of manufacture thereof and
684+which travels on the highwa ys of this state primarily inci dental to
685+historical or exhibition purposes only.

737+The registration fee shall be Eight Dollars ($8.00) and shall b e

739+the registration fees levied by Section 113 2 of this title. Any
740+person registering an antique or classic vehicle may elect to have
741+the vehicle registered for a ten -year period. The regi stration fee
742+for the elected ten-year registration shall be Seventy -five Dollars
743+($75.00). The motor license ag ent registering the antique or
744+classic vehicle for a ten-year period shall receive one hundred
745+percent (100%) of the fees the motor license agen t would have
746+otherwise received pursuant to subsection A of Section 1141.1 of
747+this title if the antique or class ic vehicle had been registered on
748+an annual basis; and
749+7. Honorary Consul License Plates – such plates shall be
750+designed to include the words “Honorary Consul” and issued to
751+persons who are honorary consuls authorized by the United States to
752+perform consular duties. Persons applying f or such license plates
753+must show proof of standing as an honorary consul. The fee for such
754+plate shall be Eight Dollars ($8.00) and shall be in addition to all
755+other registration fees required by the Oklahoma Vehicle License and
756+Registration Act. The own er of the vehicle that possesses such
757+license plates shall return the special license plates to the
758+Oklahoma Tax Commission if the owner disposes of the vehicle during
759+the registration year or ceases to be authorized to perfo rm consular
760+duties.

812+C. Special license plates provided by this section shall be
813+designed in such a manner as to identify the use or ownership o f the
814+vehicle. Use of any vehicle possessing a special license plate
815+provided by this section for any purpose n ot specified herein shall
550816 be grounds for revocation of the special license plate and
551817 registration certificate.
552818 D. The fees provided by this sec tion shall be deposited in the
553819 Oklahoma Tax Commission Reimbursement Fund.
554820 SECTION 2. This act shall become effective November 1, 2022.
