AS INTRODUCED 
 
An Act relating to the Teaching Certification 
Scholarship Program; a mending Section 1, Chapter 17, 
O.S.L. 2016 (70 O.S. Supp. 202 0, Section 6-187B), 
which relates to establishment of the program; 
updating statutory language; directing priority 
status be given to teacher candidates who seek to 
complete certain test; providing an effe ctive date; 
and declaring an emergency . 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     AMENDATORY     Section 1, Chapter 17, O.S.L. 2016 
(70 O.S. Supp. 2020, Section 6 -187B), is amended to read as follows : 
Section 6-187B. A.  The Commission for Education al Quality and 
Accountability shall establish the Teaching Certification 
Scholarship Program.  The purpose of the program shall be to provide 
qualifying teacher candid ates who are seeking certification wit h a 
scholarship toward the cost of competency exami nations required by 
Section 6-187 of Title 70 of the Oklahoma Statutes this title, 
subject to the availability of funds. 
B.  The Commission shall establish eligibility cri teria for the 
Teaching Certificati on Scholarship Program.  Priority status shall

be given to teacher candidates who seek to complete the subject area 
test for English as a second language. 
C.  Scholarships granted pursuant to this section shall be 
limited to one per teacher candidate. 
D.  A teacher candidate who accepts a scholarship shall be 
required to submit to the Commission a declaratio n to teach for a 
minimum of one (1) year in an accredited school district in Oklahoma 
this state.  If the teacher candidate does not teach at a school 
district in Oklahoma this state upon achieving certi fication, he or 
she shall be required to reimburse the Commission for the f ull 
amount awarded. 
SECTION 2.  This act shall become effective July 1, 2021. 
SECTION 3.  It being immediately necessary for the preservation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason whereof thi s act shall take effect and 
be in full force from and after its passage and approval.
