31155 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

33156 SECTION 1. AMENDATORY Section 1, Chapter 332, O.S.L.
34157 2019 (70 O.S. Supp. 2020, Section 11 -103.6m), is amended to read as
35158 follows:

37159 Section 11-103.6m. A. The State Department of Education shall
38160 develop by December 31, 2019, a rubric for compu ter science programs
39161 in elementary, middle and high schools to serve as a guide to
40162 schools for implementing quality computer science programs.

42163 B. The rubric shall include but not be limited to the following
43164 recommendations:

45165 1. No less than one computer s cience course taught by a teacher
46166 with a computer science certification at each school site, which may

49193 include core content courses where computer science concepts are
50194 integrated; and

52195 2. Allowing all students to have access to career exploration
53196 activities that address how computer science skills are utilized.

55197 C. 1. Beginning in the 2024 -2025 school year, all public high
56198 schools and public charter high schools in this state shall offer a
57199 minimum of one computer science course to students.

59200 2. Beginning in the 2024-2025 school year, all public middle
60201 and elementary schools and public charter middle and elementary
61202 schools in this state shall offer instruction aligned to the
62203 Oklahoma Academic Standards for Computer Science. Instruction may
63204 be offered through stand-alone computer science courses or through
64205 integration in other courses.

66206 D. Each course or offering required by subsection C of this
67207 section shall be:

69208 1. Be aligned to the Oklahoma Academic Standards for Computer
70209 Science and current research -based instructional practices ;

72210 2. Be of high quality, as defined by the State Board of
73211 Education; and

75212 3. Be offered in an in -person setting or as a virtual or
76213 distance course option only when a traditional classroom setting is
77214 not feasible.

79241 D. The provisions of this section shall not be construed to
80242 mean that courses may not be taught in a virtual, distance,
81243 integrated or other innovative setting.

83244 E. By June 30, 2025, and by June 30 each year thereafter, the
84245 State Department of Education shall publish on its website a report
85246 regarding computer science courses or content offered at each school
86247 and district during the previous school year. The report shall
87-include the names and course codes of computer science cou rses

249+1. The names and course codes of computer science courses
88250 offered in each school including a co urse description, to the extent
89-such information is avail able.
251+such information is available;
252+2. The number and percentage of students who enrolled in each
253+computer science course disaggregated by:
254+a. gender,
255+b. race and ethnicity,
256+c. special education status including whether a studen t
257+is on an individualized education program pursuant to
258+the Individuals with Disabilities Education Act (IDEA)
259+or a Section 504 Plan as defined by the Rehabilitation
260+Act of 1973, P.L. No. 93 -112,
261+d. eligibility for free or reduced -price meals under the
262+National School Lunch Act, and
263+e. grade level; and
