81	81	BE IT ENACTED BY THE PEOPLE OF THE STATE OF O KLAHOMA:
82	82	SECTION 1. NEW LAW A new section of law to be codified
83	83	in the Oklahoma Statutes as Section 13-117 of Title 70, unless there
84	84	is created a duplication in numb ering, reads as follows:
85	85	A. For the purpose of increasing involvem ent of parents and
86	86	legal guardians of students with disabilities in school district
87	87	board of education policy making and decision making, each school
88	88	district shall create a special educ ation advisory council. The
89	89	council shall consist of at least three ( 3) but no more than eleven
90	90	(11) members. The board of education shall appoint all members , at

142	142	least one-half (1/2) of whom shall be parents or legal guardian s of
143	143	students with disabilities . Members shall be appointed no later
144	144	than September 15 of each sc hool year for two-year terms. At the
145	145	first meeting, the council shall elect a chair and vice chair.
146	146	B. A meeting of the special educati on advisory council shall be
147	147	called by the school district superintendent no later than October 1
148	148	of each year for the purpose of addressing special educ ation issues.
149	149	The council may meet at other times as necessary in a meeting space
150	150	furnished by the distr ict. The district shall provide staff support
151	151	for the council. All council meetings shall be subject to the
152	152	Oklahoma Open Meeting Act.
153	153	C. The duties of the speci al education advisory council shall
154	154	be to assist in the formulation of district goals for st udents with
155	155	disabilities, to advise the school district on matters relating to
156	156	continuous program improvement efforts as they pertain to special
157	157	education and to provide community-wide support to families with
158	158	students in the district’s special education p rograms.
159	159	SECTION 2. This act shall become effective July 1, 2021.
160	160	SECTION 3. It being immediately necessary for the preservation
161	161	of the public peace, health or safety, an emergency is hereby
162	162	declared to exist, by reason wh ereof this act shall take effect and
163	163	be in full force from and after its passage and approval.
