8181 BE IT ENACTED BY THE PEOPLE OF THE STATE OF O KLAHOMA:
8282 SECTION 1. NEW LAW A new section of law to be codified
8383 in the Oklahoma Statutes as Section 13-117 of Title 70, unless there
8484 is created a duplication in numb ering, reads as follows:
8585 A. For the purpose of increasing involvem ent of parents and
8686 legal guardians of students with disabilities in school district
8787 board of education policy making and decision making, each school
8888 district shall create a special educ ation advisory council. The
8989 council shall consist of at least three ( 3) but no more than eleven

142142 least one-half (1/2) of whom shall be parents or legal guardian s of
143143 students with disabilities . Members shall be appointed no later
144144 than September 15 of each sc hool year for two-year terms. At the
145145 first meeting, the council shall elect a chair and vice chair.
146146 B. A meeting of the special educati on advisory council shall be
147147 called by the school district superintendent no later than October 1
148148 of each year for the purpose of addressing special educ ation issues.
149149 The council may meet at other times as necessary in a meeting space
150150 furnished by the distr ict. The district shall provide staff support
151151 for the council. All council meetings shall be subject to the
152152 Oklahoma Open Meeting Act.
153153 C. The duties of the speci al education advisory council shall
154154 be to assist in the formulation of district goals for st udents with
155155 disabilities, to advise the school district on matters relating to
156156 continuous program improvement efforts as they pertain to special
157157 education and to provide community-wide support to families with
158158 students in the district’s special education p rograms.
159159 SECTION 2. This act shall become effective July 1, 2021.
160160 SECTION 3. It being immediately necessary for the preservation
161161 of the public peace, health or safety, an emergency is hereby
162162 declared to exist, by reason wh ereof this act shall take effect and
163163 be in full force from and after its passage and approval.
