77	77	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
78	78	SECTION 1. AMENDATORY 70 O.S. 2011, Section 5 -141, is
79	79	amended to read as follows:
80	80	Section 5-141. A. Each school district of this state shall
81	81	adopt a minimum salary schedule, as provided for in subsection B of
82	82	this section, and shall transmit a copy of it to the State Board of
83	83	Education within thirty (30) days after adoption. A school district
84	84	shall not calculate salaries of teachers solely as a proportion of
85	85	the salaries of the administrators of the district.
86	86	B. The minimum salary schedule adopted and transmitted to the
87	87	State Board of Education pursuant to this section shall include:

139	139	1. The base salary amount s including the minimum state salary
140	140	amounts provided for in Section 18 -114.14 of this title and district
141	141	increments in excess of t he minimums; and
142	142	2. District-paid benefits, such as life, dental, disability,
143	143	salary protection, vision, cancer and health supplemental insurance .
144	144	C. Districts shall be encouraged to provide compensation
145	145	schedules to reflect district policies and circums tances, including
146	146	differential pay for different subject areas and special incentives
147	147	for teachers in districts with specific geographical attributes.
148	148	Districts may also adopt a salary schedule that provi des additional
149	149	compensation for achieving certain r atings under the Oklahoma
150	150	Teacher and Leader Effectiveness Evaluation System (TLE) as set
151	151	forth in Section 6 of this act 6-101.16 of this title . Any salary
152	152	schedule adopted by a district pursuant to this section shall not
153	153	set salaries at amounts less than those set pursuant to Section 18-
154	154	114.12 18-114.14 of this title.
155	155	C. D. The State Department of Education shall compile a report
156	156	of the minimum salary schedules for every school dist rict in the
157	157	state and shall submit the report to the Governor, Speaker of the
158	158	House of Representatives , and President Pro Tempore of the Senate no
159	159	later than December 15 of each year.
160	160	D. E. Each school district shall file within fifteen (15) days
161	161	of signing the contract, the employment contract of t he
162	162	superintendent of the sch ool district with the State Department of

214	214	Education. The Department shall keep all contracts available for
215	215	inspection by the public. The school district shall not be
216	216	authorized to pay any salary, benefits or other compensation to a
217	217	superintendent which a re not specified in the contract on file and
218	218	shall not pay administrators any amounts for accumulated sick leave
219	219	that are not calculated on the same formula used for determining
220	220	payment for accumulated sick leave benefits for ot her full-time
221	221	employees of that school district and shall not pay administrators
222	222	any amounts for accumulated vacation leave benefits that are not
223	223	calculated on the same formula used for determining payment for
224	224	accumulated vacation leave benefits for other twelve-month full-time
225	225	employees of that school district.
226	226	E. F. By October 1 of each year each district board of
227	227	education shall prepare a schedule of salaries and fringe benefits
228	228	paid administrators employed b y the district, including a
229	229	description of the fringe benefits. The sche dule shall be a public
230	230	record and shall be disclosed as required by the Oklahoma Open
231	231	Records Act. The board shall file a copy of the schedule with the
232	232	State Department of Education within one week of completion.
233	233	F. G. For purposes of this section the te rm “administrator”
234	234	shall include employees who are employed and certified as
235	235	superintendents, assistant superintendents, principals , and
236	236	assistant principals and who have responsibili ties for supervising
237	237	classroom teachers.

289	289	SECTION 2. This act shall become effective July 1, 2021.
290	290	SECTION 3. It being immediately necessary for the preservation
291	291	of the public peace, health or safety, an emergency is hereby
292	292	declared to exist, by reason whereof this act shall take effect and
293	293	be in full force from and after its passage and approval.
