7777 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7878 SECTION 1. AMENDATORY 70 O.S. 2011, Section 5 -141, is
7979 amended to read as follows:
8080 Section 5-141. A. Each school district of this state shall
8181 adopt a minimum salary schedule, as provided for in subsection B of
8282 this section, and shall transmit a copy of it to the State Board of
8383 Education within thirty (30) days after adoption. A school district
8484 shall not calculate salaries of teachers solely as a proportion of
8585 the salaries of the administrators of the district.
8686 B. The minimum salary schedule adopted and transmitted to the
8787 State Board of Education pursuant to this section shall include:

139139 1. The base salary amount s including the minimum state salary
140140 amounts provided for in Section 18 -114.14 of this title and district
141141 increments in excess of t he minimums; and
142142 2. District-paid benefits, such as life, dental, disability,
143143 salary protection, vision, cancer and health supplemental insurance .
144144 C. Districts shall be encouraged to provide compensation
145145 schedules to reflect district policies and circums tances, including
146146 differential pay for different subject areas and special incentives
147147 for teachers in districts with specific geographical attributes.
148148 Districts may also adopt a salary schedule that provi des additional
149149 compensation for achieving certain r atings under the Oklahoma
150150 Teacher and Leader Effectiveness Evaluation System (TLE) as set
151151 forth in Section 6 of this act 6-101.16 of this title . Any salary
152152 schedule adopted by a district pursuant to this section shall not
153153 set salaries at amounts less than those set pursuant to Section 18-
154154 114.12 18-114.14 of this title.
155155 C. D. The State Department of Education shall compile a report
156156 of the minimum salary schedules for every school dist rict in the
157157 state and shall submit the report to the Governor, Speaker of the
158158 House of Representatives , and President Pro Tempore of the Senate no
159159 later than December 15 of each year.
160160 D. E. Each school district shall file within fifteen (15) days
161161 of signing the contract, the employment contract of t he
162162 superintendent of the sch ool district with the State Department of

214214 Education. The Department shall keep all contracts available for
215215 inspection by the public. The school district shall not be
216216 authorized to pay any salary, benefits or other compensation to a
217217 superintendent which a re not specified in the contract on file and
218218 shall not pay administrators any amounts for accumulated sick leave
219219 that are not calculated on the same formula used for determining
220220 payment for accumulated sick leave benefits for ot her full-time
221221 employees of that school district and shall not pay administrators
222222 any amounts for accumulated vacation leave benefits that are not
223223 calculated on the same formula used for determining payment for
224224 accumulated vacation leave benefits for other twelve-month full-time
225225 employees of that school district.
226226 E. F. By October 1 of each year each district board of
227227 education shall prepare a schedule of salaries and fringe benefits
228228 paid administrators employed b y the district, including a
229229 description of the fringe benefits. The sche dule shall be a public
230230 record and shall be disclosed as required by the Oklahoma Open
231231 Records Act. The board shall file a copy of the schedule with the
232232 State Department of Education within one week of completion.
233233 F. G. For purposes of this section the te rm “administrator”
234234 shall include employees who are employed and certified as
235235 superintendents, assistant superintendents, principals , and
236236 assistant principals and who have responsibili ties for supervising
237237 classroom teachers.

289289 SECTION 2. This act shall become effective July 1, 2021.
290290 SECTION 3. It being immediately necessary for the preservation
291291 of the public peace, health or safety, an emergency is hereby
292292 declared to exist, by reason whereof this act shall take effect and
293293 be in full force from and after its passage and approval.
