NO. 642 Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 ENGROSSED SENATE BILL NO. 642 By: Pugh of the Senate and Roberts (Dustin) of the House An Act relating to schools; requiring each public school district and public charter school to provide students in certain grades certain opportunit y to take certain assessment and consult with certain recruiter; requiring test to be administered during certain hours; requiring certain information to be provided to students in certain grades and their parents or legal guardians; allowing certain alternative test to be administered; providing for codification; providing an effective date; and declaring an emergency. BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. NEW LAW A new section of law to be co dified in the Oklahoma Statutes as Section 1210.508-5 of Title 70, unless there is created a duplication in numb ering, reads as follo ws: A. Beginning in the 202 1-2022 school year, each public school district and public charter school shall provide student s in grades ten through twelve an opportunity to take the Armed Services Vocational Aptitude Battery (ASVAB) test and consult with a military recruiter. The ASVAB test s hall be scheduled during normal school day hours at a time that l imits conflicts with extracurricular activities. C. Each public school district and public charter school shall provide each student in grades ten thr ough twelve and his or her parent or legal guardian with the date, time and lo cation of the scheduled administration of the ASVAB test. D. A public school district and public charter school may elect not to provide the ASVAB test if the district or charte r school provides an alternative test th at: 1. Assesses a student’s aptitude for success in a care er field other than a career field that requires postsecondary education ; 2. Is free to administer; 3. Requires minimal training and support of district or charter school faculty and staff to adm inister the test; and 4. Provides the student with a professional interpretation o f the test results that allows the student to explore occupations that are consistent with his or her interests and skills and to dev elop strategies to attain career goals. SECTION 2. This act shall become effective July 1, 2021. SECTION 3. It being immediately necessary for the preservation of the public peace, health or safety, an emergency is hereby declared to exist, by reason whereof th is act shall take effect and be in full force from and after its passage and approva l.
