32	59		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

34	60		SECTION 1. NEW LAW A new section of law to be codifie d
35	61		in the Oklahoma Statutes as Section 4 -121 of Title 26, unless there
36	62		is created a duplication in numbering, reads as follows:

38	63		A. The Secretary of the State Election Board may join the State
39	64		of Oklahoma as a member in one or more multistate voter list
40	65		maintenance organizations including, but not limited to, the
41	66		Electronic Registration Information Center (ERIC) or its successor.

42	94		The Secretary is authorized to expend funds as available for
43	95		membership fees, dues and other expenses related to such membership.

45	96		B. Upon membership in an organization as provided in subsection
46	97		A of this section, the Secretary of the State Election Board may

49	98		provide voter registration data to the organization and the
50	99		Department of Public Safety may provide motor vehicle license dat a
51	100		to the organization if such data is required to be provided as a
52	101		condition of membership. The voter registration data and motor
53	102		vehicle license data described in this subsection may include a
54	103		person’s name, address, date of birth, driver license or stat e
55	104		identification number, last four digits of a social security number
56	105		or any other data required by the organization. The transmission
57	106		and storage of such data shall be done in a secure manner.

59	107		C. If a multistate voter list maintenance organization of wh ich
60	108		this state is a member identifies Oklahoma residents who are
61	109		citizens of the United States eligible to vote but not yet
62	110		registered, the Secretary of the State Election Board may notify
63	111		such citizens about the procedure for becoming a registered voter i n
64	112		this state. The Secretary may delegate the contacting of such
65	113		citizens to the secretary of the appropriate county election board.

67	114		D. If a multistate voter list maintenance organization of which
68	115		this state is a member provides United States Postal Servi ce
69	116		National Change of Address data regarding registered voters who have
70	117		changed their address of residence within the state, the Secretary

72	146		provisions of Section 4 -118.1, 4-120.2 or 7-115.1 of Title 26 of the
73	147		Oklahoma Statutes or the federal National Voter Registration Act .

75	148		SECTION 2. This act shall become effective July 1, 2021.

77	149		SECTION 3. It being immediately necessary for the preservation
78	150		of the public peace, he alth or safety, an emergency is hereby
79	151		declared to exist, by reason whereof this act shall take effect and
80	152		be in full force from and after its passage and approval.
