73	73	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
74	74	SECTION 1. AMENDATORY 11 O.S. 2011, Section 43 -103, is
75	75	amended to read as follows:
76	76	Section 43-103. Municipal regulations as to buildings,
77	77	structures and land shall be made in accordance with a comprehensive
78	78	plan and be designed to accomplish any of the following objectives:
79	79	1. To lessen congest ion in the streets;
80	80	2. To secure safety from fire, panic and other dange rs;
81	81	3. To promote health and the general welfare, including the
82	82	peace and quality of life of the d istrict;
83	83	4. To provide adequate light and air;
84	84	5. To prevent the overcrowding of l and;
85	85	6. To promote historical preservation;
86	86	7. To avoid undue concentra tion of population; or

138	138	8. To facilitate the adequate provision of transportation,
139	139	water, sewerage, schools, parks and other public requirements.
140	140	The regulations shall be made with re asonable consideration ,
141	141	among other things, as to the character of the di strict and its
142	142	peculiar suitability for particular uses, and with a view to
143	143	conserving the value of buildings and encouraging the most
144	144	appropriate use of land throughout the municipal ity. The governing
145	145	body shall not implement minimum parking requirements while
146	146	implementing the provisions of this section .
147	147	The governing body shall provide the manner in which
148	148	regulations, restrictions and district boundaries shall be
149	149	determined, established and enforced, and amended, supplemented or
150	150	changed.
151	151	SECTION 2. This act shall become effective November 1, 2021.
