7373 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7474 SECTION 1. AMENDATORY 11 O.S. 2011, Section 43 -103, is
7575 amended to read as follows:
7676 Section 43-103. Municipal regulations as to buildings,
7777 structures and land shall be made in accordance with a comprehensive
7878 plan and be designed to accomplish any of the following objectives:
7979 1. To lessen congest ion in the streets;
8080 2. To secure safety from fire, panic and other dange rs;
8181 3. To promote health and the general welfare, including the
8282 peace and quality of life of the d istrict;
8383 4. To provide adequate light and air;
8484 5. To prevent the overcrowding of l and;
8585 6. To promote historical preservation;
8686 7. To avoid undue concentra tion of population; or

138138 8. To facilitate the adequate provision of transportation,
139139 water, sewerage, schools, parks and other public requirements.
140140 The regulations shall be made with re asonable consideration ,
141141 among other things, as to the character of the di strict and its
142142 peculiar suitability for particular uses, and with a view to
143143 conserving the value of buildings and encouraging the most
144144 appropriate use of land throughout the municipal ity. The governing
145145 body shall not implement minimum parking requirements while
146146 implementing the provisions of this section .
147147 The governing body shall provide the manner in which
148148 regulations, restrictions and district boundaries shall be
149149 determined, established and enforced, and amended, supplemented or
150150 changed.
151151 SECTION 2. This act shall become effective November 1, 2021.
