7777 WHEREAS, over the last 5 decades we have seen the impeachment
7878 power of Congress over the Pres idency of the United States u sed
7979 three times;
8080 WHEREAS, no one will argue with the legitimacy of the first one
8181 when the President was found using his office to potentially
8282 undermine his political opposition ; and
8383 WHEREAS, there will be debate for deca des more of the legitimacy
8484 of the ensuing two impeachments; and
8585 WHEREAS, it is of great concern that the power of impeachment by
8686 Congress has become more of a political weapon than a responsibility
8787 to remove a treasonous or treacherous Commander in Chief; and

139139 WHEREAS, the recent two impeachments seemed more a disagreement
140140 in moral conduct on one hand and policy and posture positions on the
141141 other versus a President that had betrayed his country; and
142142 WHEREAS, certainly many in the nation disagreed with the sexual
143143 misconduct of one president, and many disagreed wi th the
144144 methodologies, attitude s and policies of the other; and
145145 WHEREAS, many Americans believed neither rose to the level of
146146 betrayal or high crimes; and
147147 WHEREAS, if the power of impeach ment is going to be used for
148148 political purposes then there must be a political cost if the
149149 support isn't there; and
150150 WHEREAS, like the prosecutor does every day, Congress needs to
151151 feel fairly confident of a conviction before they start moving down
152152 the road of impeachment; and
153153 WHEREAS, it is the solemn duty of the states to protect the
154154 liberty of our people, part icularly for the genera tions to come, by
155155 proposing amendments to the Constitution of the United States
156156 through a convention of the states under Article V of the United
157157 States Constitution to place clear restraints on these and related
158158 abuses of power.
159159 NOW, THEREFORE, BE IT RESOLVED BY THE SENAT E AND THE HOUSE OF
160160 REPRESENTATIVES OF THE 1ST SESSION OF THE 58TH OKLAHOMA LEGISLATURE:
161161 THAT the Oklahoma Legislature here by applies to Congress, under
162162 the provisions of Article V of the Constitution of the United

214214 States, for the calling of a convention of the states limited to
215215 proposing an amendment to the Constitution of the United States
216216 requiring that if Congress moves or has moved to i mpeach a sitting
217217 President, gains the majority vote in the House of Representati ves
218218 to impeach the President and that President does not vacate the
219219 office for any reason other than the expiration of their current
220220 term, but the Senate fails to convict that same Pres ident, the
221221 individual serving as President shall be allowed an addition al
222222 single term as President over the two-term limit laid out previously
223223 in the Constitution; and
224224 THAT this application shall be deemed an application for a
225225 convention to address each or all of the subjects herein stated.
226226 For the purposes of determining wh ether two-thirds of the states
227227 have applied for a convention addressing any of the subjects stated
228228 herein, this application is to be aggregated with the applications
229229 of any other state legislatures for the single subjects of balancing
230230 the federal budget, l imiting the power and jurisdiction of th e
231231 federal government, or limiting the terms of federal officials; and
232232 THAT the Secretary of the Senate is hereby directed to transmit
233233 copies of this application to the President and Secretary of the
234234 United States Senate and to the Speaker and Clerk of the United
235235 States House of Representatives, to transmit copies to the members
236236 of the United States Senate and United States House of
237237 Representatives from this state and to transmit copies hereof to the
