79	79	WHEREAS, the founders of the Constitution of the United States,
80	80	through the enactment o f Article V, empowered state legislators to
81	81	be guardians of liberty against future abuses of power by the
82	82	federal government; and
83	83	WHEREAS, the federal government has ceased to live under a
84	84	proper interpretation of the Constitution of the United States; and
85	85	WHEREAS, it is the solemn duty of the states to pro tect the
86	86	liberty of our people, particularly for the generations to come, by
87	87	proposing amendments to the Constitution of the United States

141	141	abuses of power; and
142	142	WHEREAS, the citizens of the State of Oklahoma believe that it
143	143	is in the best interest of the people of the United States to amend
144	144	the United States Constitu tion in order to adopt an amendment to
145	145	specify voting requireme nts for all eligible voters in conducting
146	146	elections; and
147	147	WHEREAS, pursuant to the provisions of Article V of the
148	148	Constitution of the United States, each state may request Congress
149	149	to provide for a convention to propose an amendment.
150	150	NOW, THEREFORE, BE IT R ESOLVED BY THE SENATE AND THE HOUSE OF
151	151	REPRESENTATIVES OF THE 1ST SESSION OF THE 58TH OKLAHOMA LEGISLATURE:
152	152	THAT the Legislature of the State of Oklahoma hereby applies to
153	153	Congress, under the p rovisions of Article V of the Constitution of
154	154	the United States, for the calling of a convention of the states
155	155	limited to proposing an amendment to the United States Constitution
156	156	that impose requirements for voting procedures for all states.
157	157	THAT the requirements for voting procedures for all states shall
158	158	include: proof of identification for each person casting a vote in
159	159	any federal election in the United States; ballots be restricted for
160	160	use by United States citizens and only that citizen can obtain a nd
161	161	use the issued ballot; an absentee ballot can only be delivered to
162	162	an eligible voter when a request is notarized or witnessed by two
163	163	other eligible voters that are unrelated to the requestor ;

215	215	prohibiting another person from handling or marking a ballot of an
216	216	eligible voter unless the eligible voter made a lawful reques t to
217	217	authorize a caregiver because of incapacity or disability of the
218	218	eligible voter.
219	219	THAT penalties will be imposed for violations of the
220	220	requirements for voting procedures of the states by makin g it
221	221	unlawful for any person, association, corporation, poli tical party
222	222	or any other kind of entity to violate any of the provision s or
223	223	portion of a provision of the amendment and such person ,
224	224	association, corporation, political party or any other kind of
225	225	entity shall be guilty of a felony punishable by imprisonmen t for a
226	226	minimum of five (5) years and will be prohibited from voting or
227	227	participating in any election in the United States for life.
228	228	THAT this application shall be deemed an application for a
229	229	convention to address each or all of the subjects herein stated.
230	230	For the purposes of determining whether two -thirds of the states
231	231	have applied for a convention addressing any of the subjects stated
232	232	herein, this application is to be aggregated with the applica tions
233	233	of any other state legislatures for the single subject s of providing
234	234	requirements for voting procedures.
235	235	THAT the Secretary of the Sen ate is hereby directed to transmit
236	236	copies of this application to the President and Secretary of the
237	237	United States Senate and to the Speaker and Clerk of the United
238	238	States House of Representatives, to transmit copies to the members
