81	81	BE IT RESOLVED BY THE SENAT E AND THE HOUSE OF REPRESENTATIVES OF THE
82	82	2ND SESSION OF THE 58TH OKLAHOMA LEGISLATURE:
83	83	SECTION 1. The Secretary of State shal l refer to the people for
84	84	their approval or rejection, as and in the manner provided by law,
85	85	the following propos ed amendment to the Oklahoma Constitut ion by
86	86	adding a new Section 4 of Article XXIV to read as follows:
87	87	Section 4. A. No amendment to the Oklahoma Constitution or
88	88	other state question that removes a right of the residents of this
89	89	state shall take effect statewide unless:

148	148	subsection A of this section, but does not receive a majority of
149	149	electors pursuant to paragraph 2 of subsection A of this section
150	150	shall take effect only in such countie s where a majority of electors
151	151	voted in favor of the proposed amendment or state question.
152	152	SECTION 2. The Ballot Title for the propo sed Constitutional
153	153	amendment as set forth in SECTION 1 of this resolution shall be in

157	157	THE GIST OF THE PROPOSITIO N IS AS FOLLOWS:
158	158	This measure would create a new Section 4 of Article 24 of the
159	159	Oklahoma Constitution. The measure would require a propose d
160	160	constitutional amendm ent or state question that removes a right
161	161	of residents of this state to receive a majority vote of
162	162	electors statewide and a majority vote of electors in t wo-thirds
163	163	of the counties to take effect statewide. The measure would
164	164	require a proposed amendment o r state question that received a
