AS INTRODUCED 
 
A Joint Resolution directing the Se cretary of State 
to refer to the people for their approval or 
rejection a proposed amen dment to Article X of the 
Oklahoma Constitution; exempting retirement benefits 
received by an individual from any component of the 
Armed Forces of the United States from tax able 
income; providing ballot title; directing filing; and 
ordering a special elect ion. 
 
 
 
 
 
 
BE IT RESOLVED BY THE SENATE AND THE HOUSE OF RE PRESENTATIVES OF THE 
2ND SESSION OF THE 58TH OKLAHOMA LEGISLATURE: 
SECTION 1.  The Secretary of State shall refer to the people for 
their approval or rejec tion, as and in the manner provided by law, 
the following proposed amendment to the Oklahoma Constitution by 
adding a new Section 12b to Article X thereof, to read as follows: 
Section 12b.  For tax year 2022 and subse quent tax years, 
retirement benefits re ceived by an individual from any component of

the Armed Forces of the United States shall be exempt from state 
taxable income. 
SECTION 2.  The Ballot Title for t he proposed Constitutional 
amendment as set forth in SECTION 1 of this resolution shall be in 
the following form:

Legislative Referendu m No. ____ State Question No. ____ 
THE GIST OF THE PROPOSITION IS AS FOLLOWS: 
This measure amends Article 10 of the Oklahoma Constitution by 
adding a new Section 12b.  It exempts from the state income tax 
the retirement benefits of an individual from an y component of 
the Armed Forces of the United States . 
SHALL THE PROPOSAL BE APPROVED? 
FOR THE PROPOSAL — YES _____________ 
AGAINST THE PROPOSAL — NO  _____________ 
SECTION 3. The President Pro Tempore of the Senate shall, 
immediately after the passage of this resolution, prepare and f ile 
one copy thereof, including the Ballot Title se t forth in SECTION 2 
hereof, with the Secretary of State an d one copy with the Attorney 
General. 
SECTION 4.  A special election is hereby ordered to be held 
throughout the State of Oklahoma on June 28, 2022, at which time the 
proposed amendment to the Constitution of the State of Oklahoma, as 
set forth in Section 1 of this resolution shall be submit ted to the
