7777 BE IT RESOLVED BY THE SENATE AND THE HOUSE OF R EPRESENTATIVES OF THE
7878 1ST SESSION OF THE 58TH OKLAHOMA LEGISLATURE:
7979 SECTION 1. The Secretary of State shall refer to the people for
8080 their approval or rejection, as and in the manner prov ided by law,
8181 the following proposed amendment to Sect ion 3 of Article V of the
8282 Oklahoma Constitution to read as follows:
8383 Section 3. Referendum petitions shall be filed with the
8484 Secretary of State not more than ninety (90) days after the final
8585 adjournment of the session of the Legislature which passed the bi ll
8686 on which the referendum is demanded. The veto power of the Governor
8787 shall not extend to measures voted on by the people. All elections
8888 on measures referred to the people of the sta te shall be had at the

140140 next election held throughout the state, except when the Legislature
141141 or the Governor shall order a special election for the express
142142 purpose of making such reference. Any measure referred to the
143143 people by the initiative or referendum shall take effect and be in
144144 force when it shall have been approved by a majority not less than
145145 sixty percent (60%) of the votes cast thereon and not otherwise.
146146 The style of all bills shall be: “Be it Enacted By the People
147147 of the State of Oklahoma.”
148148 Petitions and orders for the initiative and for the referendum
149149 shall be filed with the Secretary of State and addressed to the
150150 Governor of the state, who shall submit the same to the people. The
151151 Legislature shall make suitable provisions f or carrying into effe ct
152152 the provisions of this article.
153153 SECTION 2. The Secretary of State shall refer to the people for
154154 their approval or rejection, as and in the manner provided by law,
155155 the following proposed amendment to Sect ion 1 of Article XXIV of the
156156 Oklahoma Constitution to read as follows:
157157 Section 1. Any amendment or amen dments to this Constitution may
158158 be proposed in either branch of the Legislature, and if the same
159159 shall be agreed to by a majori ty of all the members elected to ea ch
160160 of the two (2) houses, such proposed a mendment or amendments shall,
161161 with the yeas and nays thereon, be entered in their journals and
162162 referred by the Secretary of State to the people for their approval

215215 Legislature, by a two -thirds (2/3) vote of each house, shall order a
216216 special election for that purpose. If a majority not less than
217217 sixty percent (60%) of all the electors voting on any proposed
218218 amendment at such election shall vote in favor thereof, it shall
219219 thereby become a part of this Constitution.
220220 No proposal for the amendment or alteration of this Constitution
221221 which is submitted to the voters shall embrace more than one general
222222 subject and the voters shall vote separately for or against each
223223 proposal submitted; provid ed, however, that in the submission of
224224 proposals for the ame ndment of this Constitution by articles, which
225225 embrace one general subject, each proposed article shall be deemed a
226226 single proposal or proposition.
227227 SECTION 3. The Ballot Title for the proposed Constitutional
228228 amendment as set forth in SECTI ONS 1 and 2 of this resolution shall
229229 be in the following form:

232232 THE GIST OF THE PROPOSITION IS AS FOLLOWS:
233233 This measure would amend Sec tion 3 of Article 5 of the Oklahoma
234234 Constitution. It would increase the vote required to pass an
235235 initiative or referendum petition from a simple majority to a
236236 60% vote of the electors voting on the petition. This measure
237237 would also amend Section 1 of Article 24 of the Oklahoma
238238 Constitution. It would increase the vote required to pass a
