3156 BE IT ENACTED BY THE PEO PLE OF THE STATE OF OKLAHOMA:

3357 SECTION 1. NEW LAW A new section of law to be codified
3458 in the Oklahoma Statutes as Section 5060.45 of Title 74, unless
3559 there is created a duplication in numbering, reads as follows:

3760 A. There is hereby established the Oklahoma Accelerator Prog ram
3861 at the Oklahoma Center for the Advancement of Science and
3962 Technology, to be administered by the Center as a continuation of
4063 the accelerator program previously administered by the Oklahoma
4164 Department of Commerce. The program shall utilize appropriated
4265 funding to leverage private capital for the purpose of stimulating

4392 growth of early-stage startup companies throughout the state by
4493 connecting such companies with the global entrepreneurial ecosystems
4594 required to enhance business talent and investment oppor tunities.

4795 B. There is hereby created in the State Treasury a revolving
4896 fund for the Oklahoma Center for the Advancement of Science and
4997 Technology to be designated the "Oklahoma Accelerator Revolving
5098 Fund". The fund shall be a continuing fund, not subject to fiscal
5199 year limitations. The fund shall consist of all monies authorized
52100 by law for deposit in such fund including, but not limited to,
53101 gifts, grants, private donat ions, private equity contributions, and
54102 fee revenues and funds by government entities a uthorized to provide
55103 funding for the purposes authorized for the use of the fund. All
56104 monies accruing to the credit of said fund are hereby approp riated
57105 and may be budgeted and expended by t he Oklahoma Center for t he
58106 Advancement of Science and Technology for purposes authorized by law
59107 to implement the Oklahoma Accelerator Program. Expenditures from
60108 said fund shall be made upon warrants issued by the State Treasurer
61109 against claims filed as pre scribed by law with the Director of the
62110 Office of Management and Enterprise Services for approval and
63111 payment.

65112 SECTION 2. This act shall become effecti ve July 1, 2023.

67113 SECTION 3. It being immediately necessary for the pre servation
