31	56		BE IT ENACTED BY THE PEO PLE OF THE STATE OF OKLAHOMA:

33	57		SECTION 1. NEW LAW A new section of law to be codified
34	58		in the Oklahoma Statutes as Section 5060.45 of Title 74, unless
35	59		there is created a duplication in numbering, reads as follows:

37	60		A. There is hereby established the Oklahoma Accelerator Prog ram
38	61		at the Oklahoma Center for the Advancement of Science and
39	62		Technology, to be administered by the Center as a continuation of
40	63		the accelerator program previously administered by the Oklahoma
41	64		Department of Commerce. The program shall utilize appropriated
42	65		funding to leverage private capital for the purpose of stimulating

43	92		growth of early-stage startup companies throughout the state by
44	93		connecting such companies with the global entrepreneurial ecosystems
45	94		required to enhance business talent and investment oppor tunities.

47	95		B. There is hereby created in the State Treasury a revolving
48	96		fund for the Oklahoma Center for the Advancement of Science and
49	97		Technology to be designated the "Oklahoma Accelerator Revolving
50	98		Fund". The fund shall be a continuing fund, not subject to fiscal
51	99		year limitations. The fund shall consist of all monies authorized
52	100		by law for deposit in such fund including, but not limited to,
53	101		gifts, grants, private donat ions, private equity contributions, and
54	102		fee revenues and funds by government entities a uthorized to provide
55	103		funding for the purposes authorized for the use of the fund. All
56	104		monies accruing to the credit of said fund are hereby approp riated
57	105		and may be budgeted and expended by t he Oklahoma Center for t he
58	106		Advancement of Science and Technology for purposes authorized by law
59	107		to implement the Oklahoma Accelerator Program. Expenditures from
60	108		said fund shall be made upon warrants issued by the State Treasurer
61	109		against claims filed as pre scribed by law with the Director of the
62	110		Office of Management and Enterprise Services for approval and
63	111		payment.

65	112		SECTION 2. This act shall become effecti ve July 1, 2023.

67	113		SECTION 3. It being immediately necessary for the pre servation
68	114		of the public peace, health or safety, an emergency is hereby
