41	66		BE IT ENACTED BY THE PEOPLE OF THE STA TE OF OKLAHOMA:

43	67		SECTION 1. NEW LAW A new section of law to be codified
44	68		in the Oklahoma Statutes as Section 2903 of Title 74, unless there
45	69		is created a duplication in numbering, reads as follows:

47	96		This act shall be known and may be cited as the "Oklahoma
48	97		Housing Stability Pr ogram".

50	98		SECTION 2. NEW LAW A new section of law to be codified
51	99		in the Oklahoma Statutes as Sectio n 2903.1 of Title 74, unless there
52	100		is created a duplication in numbering, reads as follows:

54	101		The Oklahoma Homebuilder Program shall be a dministered by the
55	102		Oklahoma Housing Finance Agency (OHFA). The program shall create
56	103		more affordable single family housing units across the State of
57	104		Oklahoma. The program shall be a loan program for homebuilders at
58	105		interest rates as low as zero percent (0 %), providing loans to build
59	106		single family housing units. The program shall fund both urb an and
60	107		rural housing developments across the state. The program shall give
61	108		preference to applicants seeking to build homes in communities that
62	109		have been under a fede rally declared natural disaster within the
63	110		last twelve (12) months. A dditionally, participants in this program
64		-	shall not be eligible for the Oklahoma Affordable Housing Tax ~~Credit~~
65		-	as found in Section 2357.403 of Title 68 of the Oklahoma ~~Statutes.~~
66		-	OHFA may promulgate rules to administer the Oklahoma ~~Homebuilder~~

75	147		SECTION 3. NEW LAW A new section of law to be codified
76	148		in the Oklahoma Statutes as Section 2903.2 of Title 74, unless there
77	149		is created a duplication in numbering, reads as follows:

79	150		There is hereby created in the State Treasury a revolving fund
80	151		for the Oklahoma Housing Finance Agency (OHFA) to be designated the
81	152		"Homebuilder Revolving Fund ". The fund shall be a continuing fund,
82	153		not subject to fiscal year limitations, and shall consist of all
83	154		monies received by the OHFA from appropriations, donations, grants,
84	155		or other sources of funding specifically designated for deposit to
85	156		the Homebuilder Revolving Fund. All monies accruing to the credit
86	157		of said fund are hereby appropriated and may be budgeted and
87	158		expended by the OHFA for the purpose of the Oklahoma Homebuilder
88	159		Program as described in Section 2 of this act. Of the funds
89	160		available, the OHFA may use up to five percent (5%) of the funds to
90	161		cover additional administrative costs to OHFA in administering th e

97	166		The Oklahoma Increased Housing Program shall be administered by
98	167		the Oklahoma Housing Finance Agency (OHFA). The goal of the program

102	197		family and multi-family homes across the state. Homebuyers may
103	198		apply for a grant assisting in making their dow n payments in
104	199		purchasing a home. The program shall fund both urban and rura l
105	200		housing developments across the state. The program shall give
106	201		preference to applicants who are looking to develop or buy housing
107	202		in communities that have been under a federa lly declared disaster

144	261		A. For the Oklahoma Housing Finance Agency 's programs, the
145	262		Oklahoma Homebuilder Program, funded by t he Homebuilder Revolving
146	263		Fund, and the Oklahoma Increased Housin g Program, funded by the
147	264		Oklahoma Increased Housing Revolving Fund, the Oklahoma Housi ng
148	265		Finance Agency (OHFA) shall be exempt from the Oklahoma Stat e
149	266		Finance Act, the Oklahoma Central Purchas ing Act, and the Public
150	267		Competitive Bidding Act of 1974. OHFA shall be subject to all

154	296		B. All funds in the Homebuilder Revolving Fund and in the
155	297		Oklahoma Increased Housing Fund shall be exempt from any present or
156	298		future claims by bondholders or other debt holde rs of OHFA related
157	299		to any claim against OHFA for other housing programs administered by
158	300		OHFA.

160	301		SECTION 7. This act shall become effective Ju ly 1, 2023.

162	302		SECTION 8. It being immediately necessary for the preservation
163	303		of the public peace, health or safety, an emergency is hereby
164	304		declared to exist, by reason whereof this act shall take effect and
165	305		be in full force from and after its passage and a pproval.
