An Act relating to higher education; authorizing the
Oklahoma State Regents for Higher Education to expend
certain funds for certain purposes in certain fiscal
year; and prohibiting supplantation of funds .
SUBJECT: Oklahoma State Regents for Higher Education
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. From the funds appropriated to the Oklahoma State
Regents for Higher Ed ucation in Enrolled House Bill No. 1004 of the
1st Extraordinary Session of the 59th Oklahoma Legislature, the
Oklahoma State Regents for Higher Education are authorized to expend
during the fiscal year ending June 30, 2024, the sum of Seventeen
Million Four Hundred Thousand Dollars ($17,400,000.00) for the
incentive scholarship program and teacher employment incentive
program, pursuant to Section 698.3 of Title 70 of the Oklahoma
Statutes. Such funds shall be used to supplement rather than
replace existing resources and programs.
SECTION 2. From the funds appropriated to the Oklahoma State
Regents for Higher Education in Enrolled House Bill No. 1004 of the
1st Extraordinary Session of the 59th Oklahoma Legislature, the
Oklahoma State Regents for Higher Education are authorized to expend
during the fiscal year ending June 30, 2024, the sum of Twelve
Million Five Hundred Thousand Doll ars ($12,500,000.00) for the

purpose of establishing the National Gua rd Educational Assistance
Fund.
SECTION 3. From the funds appropriated to the Oklahoma State
Regents for Higher Education in Enrolled House Bill No. 1004 of the
1st Extraordinary Session of the 59th Oklahoma Legislature, the
Oklahoma State Regents for Higher Education are aut horized to expend
during the fiscal year ending June 30, 2024, the sum of Forty -eight
Million Nine Hundred Eight Thousand Two Hundred Sixteen Dollar s
($48,908,216.00) for the purpose of faculty pay raises.
SECTION 4. From the funds appropriated to the Oklahoma State
Regents for Higher Education in Enrolled House Bill No. 1004 of the
1st Extraordinary Session of the 59th Oklahoma Leg islature, the
Oklahoma State Regents for Hig her Education are authorized to expend
during the fiscal year en ding June 30, 2024, the sum of Twenty
Million Dollars ($20,000,000.00) for the purpose of expanding
engineering programs. Such funds shall be used to supplement rather
than replace existing r esources and programs.
SECTION 5. From the funds appropriated to the Oklahoma State
Regents for Higher Education in Enrolled House Bill No. 1004 of the
1st Extraordinary Session of the 59th Oklahoma Legislature, the
Oklahoma State Regents for Higher Educatio n are authorized to expend
during the fiscal year ending June 30, 2024, the sum of Five Million
Dollars ($5,000,000.00) for the purpose of application -based health
care.
SECTION 6. From the funds appropriated to the Oklahoma State
Regents for Higher Education in Enrolled House Bill No. 1004 of the
1st Extraordinary Session of the 59th Oklahoma Legislature , the
Oklahoma State Regents for Higher Education are authorized to exp end
during the fiscal year ending June 30, 2024, the sum of Twelv e
Million Five Hundred Thousand Dollars ($12,500,000.00) for the
purpose of developing critical workforce development initiatives.
SECTION 7. From the funds appropriated to the Oklahoma State
Regents for Higher Education in Enrolled House Bill No. 1004 of the
1st Extraordinary Session of the 59th Oklahoma Legislature, the
Oklahoma State Regents for Higher Education are authorized to expend
during the fiscal year ending June 30, 2024, the sum of Twelve

Million Five Hundred Thousand Dollar s ($12,500,000.00) for the
purpose of ensuring student success and institutional excellence.
SECTION 8. From the funds appropriated to the Oklahoma State
Regents for Higher Education in Enrolled House Bill No. 1004 of the
1st Extraordinary Session of the 59th Oklahoma Legislatur e, the
Oklahoma State Regents for Higher Education are authorized to expend
during the fiscal year ending June 30, 2024, the sum of Two Hundred
Thousand Dollars ($200,000.00) for the purpose of establishing a
food pantry.
