An Act relating to education; amending 70 O.S. 2021,
Section 10-105.4, which relates to the early
childhood pilot program for at-risk children;
modifying the required matching ratio; providing an
effective date; and declaring an emergency .
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. AMENDATORY 70 O.S. 2021, Section 10-105.4, is
amended to read as follows:
Section 10-105.4. The State Board of Education shall establ ish
a pilot early childhood program to c onsist of private donations and
state funds that will serve at -risk children in at least one urban
area and one rural area of this state to be selected by t he Board.
The Board shall solicit applications from the pri vate sector for the
program and require applicants to match state funds on a two-to-one
one and one half-to-one basis and commit a minimum investment of Ten
Million Dollars ($10,000,000.00) in the program.
SECTION 2. This act shall become effective July 1, 2023.
SECTION 3. It being immediately necessary for the preservation
of the public peace, health or safety, an emergency is hereby

declared to exist, by reason whereof thi s act shall take effect and
be in full force from and after its passage and approval.
