53 | 53 | | SECTION 1. AMENDATORY 70 O.S. 2021, Section 698.1, as |

54 | 54 | | amended by Section 1, Chapter 344, O.S.L. 2022 (70 O.S. Supp. 2022, |

55 | 55 | | Section 698.1), is amended to read as follows: |

56 | 56 | | Section 698.1 A. The Oklahoma State Regents for Higher |

57 | 57 | | Education shall establish and maintain an incentive scholars hip |
---|
58 | 58 | | program and teacher employment incentive program, as f unding is |
---|
59 | 59 | | available, to encourage the pre paration of public school teachers |
---|
60 | 60 | | for prekindergarten throu gh twelfth grade, including minority |
---|
61 | 61 | | teachers, at all state public higher education institutions or |

62 | 62 | | private higher education institutions accredited pursuant to Section |

94 | 94 | | Oklahoma teacher preparation program shall be considered if they |

95 | 95 | | graduated received a diploma from an Oklahoma high school or |
---|
96 | 96 | | completed high-school level instruction at home , meet the higher |
---|
97 | 97 | | education admission standards, and declare a major in an approved |
---|
98 | 98 | | Oklahoma teacher preparation degree program leading to a standard |
---|
99 | 99 | | teaching certificate. To the extent that funds are avail able, |
---|
100 | 100 | | scholarships, renewable for up to three (3) additional years for |
---|
101 | 101 | | qualified students meeting satisfactory academic progress standards |
---|
102 | 102 | | in completing a teacher preparation degree program leading to a |
---|
103 | 103 | | standard teaching certificate, shall be awarded to cover costs of |
---|
104 | 104 | | tuition, general enrollment fees , other fees, books, materials, and |
---|
105 | 105 | | services provided by the institution, including ro om and board, in |
---|
106 | 106 | | the following manner: |
---|
107 | 107 | | 1. One Thousand Dollars ($1,000.00) per academic year for up to |
---|
108 | 108 | | three (3) academic yea rs for full-time students who have earned less |
---|
109 | 109 | | than ninety (90) credit hours; and |
---|
110 | 110 | | 2. Two Thousand Five Hundred Dollars ($2,500.00) for the final |
---|
111 | 111 | | academic year for full-time students who have earned ninety (90) or |
---|
112 | 112 | | more credit hours. |

142 | 142 | | B. It is the intent of the Oklahoma Legislature that the |

145 | 145 | | institutions, and representatives of the public schools and the |
---|
146 | 146 | | State Department of Education to provide recommendations to the |

147 | 147 | | State Regents to improve effectiveness of the program . |
---|
148 | 148 | | The committee shall prepare and deliver a report on the program |
---|
149 | 149 | | to the Legislature on or before July 1 of each year. |
---|
150 | 150 | | C. Each scholarship participant, prior to entry into the |
---|
151 | 151 | | program, shall have agreed to teach in an Oklahoma public |
---|
152 | 152 | | prekindergarten through twelfth grade school for a minimum of five |
---|
153 | 153 | | (5) consecutive years up on graduation and licensure as a teacher. |
---|
154 | 154 | | Any scholarship participant failing to maintain a 2.5 grade point |
---|
155 | 155 | | average, changing to an ineligible area of study, failing to meet |
---|
156 | 156 | | satisfactory academic progr ess standards, withdrawing or otherwise |
---|
157 | 157 | | leaving school, or failing to meet requirements for licensure and |
---|
158 | 158 | | certification to teach as established by law shall be subject to |
---|
159 | 159 | | disqualification from the program. |
---|
160 | 160 | | D. The Oklahoma State Regents for Higher Educati on are |
---|
161 | 161 | | authorized to make employment incen tive payments pursuant to the |
---|
162 | 162 | | provisions of this section to program participants who are employed |

196 | 196 | | amount of employment incentive payments for any qualified |

197 | 197 | | participant shall be Four Thousand Dollars ( $4,000.00) per year for |
---|
198 | 198 | | up to five (5) years, not to exceed a total of Twenty Thousand |
---|
199 | 199 | | Dollars ($20,000.00) per participant. |
---|
200 | 200 | | E. The Oklahoma State Regents for Higher Edu cation shall |
---|
201 | 201 | | require the execution of appropriate contracts with eligible program |
---|
202 | 202 | | participants. Participants failing to comply with the requirements |
---|
203 | 203 | | of this section or failing to provide current c ontact information |
---|
204 | 204 | | shall not be eligible for the employment incentive payments provided |
---|
205 | 205 | | for in this section. The Chancellor of the Oklahoma State Regent s |
---|
206 | 206 | | for Higher Education, with the approval of the State Reg ents, may |
---|
207 | 207 | | contract with any other appropriate organization or unit of |
---|
208 | 208 | | government for the administration of the provisions of this section. |
---|
209 | 209 | | F. If sufficient funds are not available for employment |
---|
210 | 210 | | incentive payments to qualified participants during any fiscal year, |
---|
211 | 211 | | the Chancellor may make reductions in the payments made to qualified |
---|
212 | 212 | | participants. |
