5252 BE IT ENACTED BY THE PEOPLE OF THE ST ATE OF OKLAHOMA:
5353 SECTION 1. AMENDATORY 70 O.S. 2021, Section 698.1, as
5454 amended by Section 1, Chapter 344, O.S.L. 2022 (70 O.S. Supp. 2022,
5555 Section 698.1), is amended to read as follows:
5656 Section 698.1 A. The Oklahoma State Regents for Higher
5757 Education shall establish and maintain an incentive scholars hip
5858 program and teacher employment incentive program, as f unding is
5959 available, to encourage the pre paration of public school teachers
6060 for prekindergarten throu gh twelfth grade, including minority
6161 teachers, at all state public higher education institutions or
6262 private higher education institutions accredited pursuant to Section
6363 4103 of this title and incentivize employment as public teachers for

9090 prekindergarten thro ugh twelfth grade in the state for at least five
9191 (5) years, to be known as the Oklahoma Future Teacher Scholarship
9292 and Employment Incentive Program. Prospective teachers planning to
9393 pursue an undergraduat e teacher education program at an accredited
9494 Oklahoma teacher preparation program shall be considered if they
9595 graduated received a diploma from an Oklahoma high school or
9696 completed high-school level instruction at home , meet the higher
9797 education admission standards, and declare a major in an approved
9898 Oklahoma teacher preparation degree program leading to a standard
9999 teaching certificate. To the extent that funds are avail able,
100100 scholarships, renewable for up to three (3) additional years for
101101 qualified students meeting satisfactory academic progress standards
102102 in completing a teacher preparation degree program leading to a
103103 standard teaching certificate, shall be awarded to cover costs of
104104 tuition, general enrollment fees , other fees, books, materials, and
105105 services provided by the institution, including ro om and board, in
106106 the following manner:
107107 1. One Thousand Dollars ($1,000.00) per academic year for up to
108108 three (3) academic yea rs for full-time students who have earned less
109109 than ninety (90) credit hours; and
110110 2. Two Thousand Five Hundred Dollars ($2,500.00) for the final
111111 academic year for full-time students who have earned ninety (90) or
112112 more credit hours.

139139 The maximum amount of scholarship funds awarded as provided in this
140140 subsection to any qualified student shall not exceed Five Thousand
141141 Five Hundred Dollars ($ 5,500.00).
142142 B. It is the intent of the Oklahoma Legislature that the
143143 Oklahoma State Regents for Higher Education create a committee
144144 composed of educators, teac her educators from the participating
145145 institutions, and representatives of the public schools and the
146146 State Department of Education to provide recommendations to the
147147 State Regents to improve effectiveness of the program .
148148 The committee shall prepare and deliver a report on the program
149149 to the Legislature on or before July 1 of each year.
150150 C. Each scholarship participant, prior to entry into the
151151 program, shall have agreed to teach in an Oklahoma public
152152 prekindergarten through twelfth grade school for a minimum of five
153153 (5) consecutive years up on graduation and licensure as a teacher.
154154 Any scholarship participant failing to maintain a 2.5 grade point
155155 average, changing to an ineligible area of study, failing to meet
156156 satisfactory academic progr ess standards, withdrawing or otherwise
157157 leaving school, or failing to meet requirements for licensure and
158158 certification to teach as established by law shall be subject to
159159 disqualification from the program.
160160 D. The Oklahoma State Regents for Higher Educati on are
161161 authorized to make employment incen tive payments pursuant to the
162162 provisions of this section to program participants who are employed

189189 as traditionally certified teachers in Oklahoma public
190190 prekindergarten through twelfth grade schools following graduation.
191191 Incentive payments may be awarded fo llowing each consecutive year of
192192 satisfactory service as documented by the employing school di strict,
193193 up to five (5) years of service for scholarship recipients as
194194 provided in subsection A of this section, upon graduation from an
195195 accredited Oklahoma teacher preparation degree program. The maximum
196196 amount of employment incentive payments for any qualified
197197 participant shall be Four Thousand Dollars ( $4,000.00) per year for
198198 up to five (5) years, not to exceed a total of Twenty Thousand
199199 Dollars ($20,000.00) per participant.
200200 E. The Oklahoma State Regents for Higher Edu cation shall
201201 require the execution of appropriate contracts with eligible program
202202 participants. Participants failing to comply with the requirements
203203 of this section or failing to provide current c ontact information
204204 shall not be eligible for the employment incentive payments provided
205205 for in this section. The Chancellor of the Oklahoma State Regent s
206206 for Higher Education, with the approval of the State Reg ents, may
207207 contract with any other appropriate organization or unit of
208208 government for the administration of the provisions of this section.
209209 F. If sufficient funds are not available for employment
210210 incentive payments to qualified participants during any fiscal year,
211211 the Chancellor may make reductions in the payments made to qualified
212212 participants.

239239 G. The Oklahoma State Regents for Higher Education may, at the
240240 time an award is mad e on behalf of the Oklahoma Future Teacher
241241 Scholarship and Employment Incentive Program, set aside funds for
242242 the full commitment made to an eligible student.
243243 H. The Oklahoma State Regents for Higher Education may utilize
244244 Oklahoma Future Teacher Scholarship and Employment Incen tive Program
245245 designated funds for administration of the program.
246246 SECTION 2. This act shall become ef fective November 1, 2023.
