4653 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
4754 SECTION 1. AMENDATORY 70 O.S. 2021, Section 1 -116, is
4855 amended to read as follows:
4956 Section 1-116. As used in this title:
5057 1. "Teacher" means any person who is e mployed to serve as
5158 district superintendent, principal, s upervisor, a counselor,
5259 librarian, school nurse, athletic trainer, or classroom teacher or
5360 in any other instructional, supervisor y or administrative capacity.
5461 The person shall not be deemed qualified unless the person holds a
5562 valid certificate issued by and in accordance wi th the rules of the
5663 State Board of Education or the rules of the State Board of Ca reer
57-and Technology Educatio n, to perform the particular services for
58-which the person is employed;

8593 2. "Superintendent" or "superintendent of schools " means the
8694 executive officer of the board of education and the administrative
8795 head of the school system o f a district maintaining an accredited
8896 school, provided the person ho lds an administrator's certificate
8997 recognized by the State Board of Education;
9098 3. "Principal" means any person other than a district
9199 superintendent of schools having supervisory or admin istrative
92100 authority over any school or school building having two or more
93101 teachers. A teaching principal s hall be a principal who devotes at
94102 least one-half (1/2) the time school is in session to classroom
95103 teaching. Teaching principals shall be required t o hold
96104 administrative certif icates;
97105 4. "Teachers" means, for purposes of complying with the State
98106 Aid Law and other statutes, but not any other provision of law,
99107 which apportion money on the basis of teaching units or the number
100108 of teachers employed or qu alified, all persons holding proper
101109 certificates and connected in any capacity with the instruction of
102110 pupils;
103111 5. "Inductee" means any certified teacher who is employed in a
104112 local school to serve as a classroom teacher under the guidance and
105113 assistance of a mentor teacher or teacher s;
106-6. "Student teacher" means any student who is enrolled in an

141+6. "Student teacher" means any student who is enrolled in an
142+institution of higher learning approved by the State Board of
143+Education for teacher training and who is jointly assigned by the
135144 institution of higher learning and a board of education of a sc hool
136145 district to perform practice teachin g under the direction of a
137146 regularly employed and certified teacher. A student teacher, while
138147 serving an internship under the supervision of a certified teacher,
139148 shall be accorded the sa me protection of the laws as that accorded
140149 the certified teacher and shall be eligible to receive compensat ion
141150 beginning on the first day of the intern ship for up to one full
142151 school year; provided, however, that such compensation shall not be
143152 considered compensation for purposes of teacher retirement or the
144153 minimum salary schedule;
145154 7. "School nurse" means a person employed full time by a board
146155 of education who is a regi stered nurse license d by the Oklahoma
147156 State Board of Nurse Registration and Nursing Educ ation and is
148157 certified the same as a teacher by the State Board of Ed ucation.
149158 Provided, that any person wh o is employed as a full-time school
150159 nurse in any school distr ict in Oklahoma who is not registered on
151160 July 2, 1971, may continue to serve in the same capacity; however,
152161 such person shall, under rules adopt ed by the State Board of
153162 Education, attend classes in nursing and prepare to beco me
154163 registered. A school nurse employed by a board of education shall
155-be accorded the same protection of laws and a ll other benefits
156-accorded as a certified teacher; and
157-8. "Athletic trainer" means a person employed full time by a
158-board of education who is a Certified Athletic Trainer with current

193+8. "Athletic trainer" means a person employed full time by a
194+board of education who is a Certified Athletic Trainer with current
185195 certification from the Board of Certification of the National
186196 Athletic Trainers' Association and is also currently licensed to
187197 practice in the state in accordance with the Oklahoma B oard of
188198 Medical Licensure and Supervision. An athletic trainer employed by
189199 a board of education shall be accorded the same protection of laws
190200 and all other benefits as a certif ied teacher; and
191201 9. "Support employee" means an employee who provides those
192202 services which are not perfo rmed by certified teac hers, principals,
193203 superintendents or administrators and which are necessary for the
194204 efficient and satisfactory functioning of a s chool district.
195205 SECTION 2. This act shall become effective November 1, 2023.
