46	53		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
47	54		SECTION 1. AMENDATORY 70 O.S. 2021, Section 1 -116, is
48	55		amended to read as follows:
49	56		Section 1-116. As used in this title:
50	57		1. "Teacher" means any person who is e mployed to serve as
51	58		district superintendent, principal, s upervisor, a counselor,
52	59		librarian, school nurse, athletic trainer, or classroom teacher or
53	60		in any other instructional, supervisor y or administrative capacity.
54	61		The person shall not be deemed qualified unless the person holds a
55	62		valid certificate issued by and in accordance wi th the rules of the
56	63		State Board of Education or the rules of the State Board of Ca reer
57		-	and Technology Educatio n, to perform the particular services for
58		-	which the person is employed;

	92	+	which the person is employed;
85	93		2. "Superintendent" or "superintendent of schools " means the
86	94		executive officer of the board of education and the administrative
87	95		head of the school system o f a district maintaining an accredited
88	96		school, provided the person ho lds an administrator's certificate
89	97		recognized by the State Board of Education;
90	98		3. "Principal" means any person other than a district
91	99		superintendent of schools having supervisory or admin istrative
92	100		authority over any school or school building having two or more
93	101		teachers. A teaching principal s hall be a principal who devotes at
94	102		least one-half (1/2) the time school is in session to classroom
95	103		teaching. Teaching principals shall be required t o hold
96	104		administrative certif icates;
97	105		4. "Teachers" means, for purposes of complying with the State
98	106		Aid Law and other statutes, but not any other provision of law,
99	107		which apportion money on the basis of teaching units or the number
100	108		of teachers employed or qu alified, all persons holding proper
101	109		certificates and connected in any capacity with the instruction of
102	110		pupils;
103	111		5. "Inductee" means any certified teacher who is employed in a
104	112		local school to serve as a classroom teacher under the guidance and
105	113		assistance of a mentor teacher or teacher s;
106		-	6. "Student teacher" means any student who is enrolled in an
107		-	institution of higher learning approved by the State Board of
108		-	Education for teacher training and who is jointly assigned by the

	141	+	6. "Student teacher" means any student who is enrolled in an
	142	+	institution of higher learning approved by the State Board of
	143	+	Education for teacher training and who is jointly assigned by the
135	144		institution of higher learning and a board of education of a sc hool
136	145		district to perform practice teachin g under the direction of a
137	146		regularly employed and certified teacher. A student teacher, while
138	147		serving an internship under the supervision of a certified teacher,
139	148		shall be accorded the sa me protection of the laws as that accorded
140	149		the certified teacher and shall be eligible to receive compensat ion
141	150		beginning on the first day of the intern ship for up to one full
142	151		school year; provided, however, that such compensation shall not be
143	152		considered compensation for purposes of teacher retirement or the
144	153		minimum salary schedule;
145	154		7. "School nurse" means a person employed full time by a board
146	155		of education who is a regi stered nurse license d by the Oklahoma
147	156		State Board of Nurse Registration and Nursing Educ ation and is
148	157		certified the same as a teacher by the State Board of Ed ucation.
149	158		Provided, that any person wh o is employed as a full-time school
150	159		nurse in any school distr ict in Oklahoma who is not registered on
151	160		July 2, 1971, may continue to serve in the same capacity; however,
152	161		such person shall, under rules adopt ed by the State Board of
153	162		Education, attend classes in nursing and prepare to beco me
154	163		registered. A school nurse employed by a board of education shall
155		-	be accorded the same protection of laws and a ll other benefits
156		-	accorded as a certified teacher; and
157		-	8. "Athletic trainer" means a person employed full time by a
158		-	board of education who is a Certified Athletic Trainer with current

	193	+	8. "Athletic trainer" means a person employed full time by a
	194	+	board of education who is a Certified Athletic Trainer with current
185	195		certification from the Board of Certification of the National
186	196		Athletic Trainers' Association and is also currently licensed to
187	197		practice in the state in accordance with the Oklahoma B oard of
188	198		Medical Licensure and Supervision. An athletic trainer employed by
189	199		a board of education shall be accorded the same protection of laws
190	200		and all other benefits as a certif ied teacher; and
191	201		9. "Support employee" means an employee who provides those
192	202		services which are not perfo rmed by certified teac hers, principals,
193	203		superintendents or administrators and which are necessary for the
194	204		efficient and satisfactory functioning of a s chool district.
195	205		SECTION 2. This act shall become effective November 1, 2023.
