19	19	Council; prescribing duties of Council; providing for
20	20	membership of Council; establishing deadlines for
21	21	initial appointment and meeting of Council;
22	22	prescribing frequency of meetings; set ting meeting
23	23	quorum requirement; providing staffing and sup port
24	24	for Council; prohibiting compensation for members of
25	25	Council; subjecting Council to the Oklahoma Open
26	26	Meeting Act and Oklahoma Open Records Act; providing
27	27	exemption from dual office-holding prohibitions;

29	29	effective date.

34	34	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
35	35	SECTION 1. NEW LAW A new section of law to be codified
36	36	in the Oklahoma Statutes as Section 6 -188.1 of Title 70, unless
37	37	there is created a duplication in numberi ng, reads as follows:
38	38	The State Department of Education shall develop a syst em to code
39	39	initial teacher certificatio n in order to report data on the
40	40	pathways for initial teacher certification, inclu ding emergency
41	41	certification and full-time adjunct certification. Req. No. 6652 Page 2
42	42	SECTION 2. NEW LAW A new section of law to be codified
43	43	in the Oklahoma Statutes a s Section 6-188.2 of Title 70, unless
44	44	there is created a duplication in numbering, reads as follows:
45	45	A. There is hereby created the Data Governance Council.
46	46	B. The Council shall:
47	47	1. Monitor and evaluate the impact of each teacher
48	48	certification pathway, including emergency certification and full-
49	49	time adjunct certification, as reported by the State Department of
50	50	Education pursuant to Section 1 of this act, on education outcomes
51	51	in the state;
52	52	2. Identify essential data e lements indicative of teache r
53	53	workforce quality and ensure these element s are appropriately
54	54	defined and standardized for acceptable uses across certification
55	55	pathways; and
56	56	3. Establish best practices in data management and storage
57	57	processes to ensure security, privacy, and appropriate integration.
58	58	C. The Council shall be c omprised of thirteen (13) members as
59	59	follows:
60	60	1. The Chancellor of the Oklahoma State Regents for Higher
61	61	Education, or designee;
62	62	2. The State Superintendent of Public Instruction, or d esignee;
63	63	3. The Secretary of Education, or designee;
64	64	4. The Executive Director of the Office of Educational Quality
65	65	and Accountability, or designee; Req. No. 6652 Page 3
66	66	5. One member who is an empl oyee of the State Department of
67	67	Education, designated by the State Superinte ndent of Public
68	68	Instruction;
69	69	6. One member who is part of an organiza tion or association
70	70	representing school district boards of education in the state,
71	71	appointed by the Speaker of the Oklahoma House of Representatives;
72	72	7. One member who is part of an org anization or association
73	73	representing school administrators in the sta te, appointed by the
74	74	President Pro Tempore of the Oklahoma State Senate;
75	75	8. One member who is an elementary o r secondary public school
76	76	teacher in the state, appointed by the Governor; a nd
77	77	9. Five members representing deans, directors, or coordinators
78	78	from accredited, university-based educator preparation programs in
79	79	the state, appointed as follows:
80	80	a. two members appointed by the Speaker of the Oklahoma
81	81	House of Representatives,
82	82	b. two members appointed by the P resident Pro Tempore of
83	83	the Oklahoma State S enate, and
84	84	c. one member appointed by the Governor.
85	85	D. Appointments to the Council shall be made by no later than
86	86	December 1, 2023. The first meeting of the Council shall be called
87	87	by the State Superintendent of Public Instruction no later than
88	88	February 1, 2024. At the first meeting, the mem bers of the Council
89	89	shall elect a chair and vice -chair from among the m embers. Meetings Req. No. 6652 Page 4
90	90	of the Council shall be held at least quarterly at the cal l of the
91	91	chair. Members shall serve at the pleasure of their appointi ng
92	92	authorities. A majority of the memb ers of the Council shall
93	93	constitute a quorum to transact business, but no vacancy shall
94	94	impair the right of the remaining members to exercise all o f the
95	95	powers of the Counci l. A vacancy on the Council shall be filled by
96	96	the original appointing authority. The State Department of
97	97	Education, Office of Educational Quality and A ccountability, and the
98	98	Oklahoma State Regents for Higher Education shall pro vide staff,
99	99	support, and information as requested by the Council.
100	100	E. Members of the Council shall receive no compensation for
101	101	serving on the Council.
102	102	F. The Council shall act in accordance with the provisions of
103	103	the Oklahoma Open Meeting Act and the Okla homa Open Records Act.
104	104	G. Members who serve on the Council shall be e xempt from the
105	105	dual office-holding prohibitions of Section 6 of Title 51 of the
106	106	Oklahoma Statutes.
107	107	SECTION 3. This act shall become effective November 1, 202 3.
