AS INTRODUCED 
 
An Act relating to schools; directing board of 
education to adopt a policy for accepting coursework 
credits completed elsewhere; requiring specific and 
adequate notice of the policy; mandating board to 
accept certain credits and grades; permitting 
reasonable timelines and documentation for 
determination; providing meth ods for student to earn 
credit in certain cases; requiring n otification if 
credit is denied by the board; authorizing student to 
appeal denial to the State Board of Education; 
providing timing for notification and appeal ; 
prescribing process for appeal; directing Board to 
collect and publish information on its website about 
each board's policy; providing for codification; 
providing an effective date; and declaring an 
emergency. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF T HE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 11-100 of Title 70, unless there 
is created a duplication in numbering, reads as follows: 
A.  A school district board of education shall adopt a written 
policy, at a public meeting, establishing the process and standards 
for acceptance and reciprocity of credits for courses completed by a 
student at another school or educational provider .  The policy shall

include specific and adequate notice to a student and the student's 
parent of all policy requirements an d limitations. 
B.  The board shall accept credits and grades for courses 
completed by a student from a school or educational provider 
accredited by an accrediting entity.  The policy may set reasonable 
timelines and may require adequate and timely documentation of 
authenticity for credits and grades submitted by a student. 
C.  A policy established by the board shall provide various 
methods for a student to earn credit completed at a non-accredited 
source, coursework, or educational provider including: 
1.  Satisfaction of coursework by demonstrated competency; 
2.  Assessment; 
3.  Review of student work or projects; or 
4.  Satisfaction of correspondence coursework. 
D.  If a board denies a student credit or gra des from a non-
accredited source, the board shall n otify the student in w riting 
within ten (10) days of the decision. The student or the student's 
parent or legal guardian may appeal the denial to the State Board of 
Education in writing within ten (10) da ys of receiving the denial 
notice.  The student or the student's parent or legal guardian may 
present written or verbal evidence to the State Board of Education, 
and the Board shall decide to grant or deny the appeal at its next 
regularly scheduled Board meeting.

E.  The State Board of Education s hall collect and annually 
publish on its website each board’s policy adopted pursuant to this 
section. 
SECTION 2.  This act shall become effective July 1, 2023. 
SECTION 3.  It being immediately necessary for the preservatio n 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason whereof thi s act shall take effect and 
be in full force from and after its passage and approval.
