52	52	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
53	53	SECTION 1. AMENDATORY 70 O.S. 2021, Section 698.1, as
54	54	amended by Section 1, Chapter 344, O.S.L. 2022 (70 O.S. Supp. 2022,
55	55	Section 698.1), is amended to read as follows:
56	56	Section 698.1 A. The Oklahoma State Regents for Higher
57	57	Education shall establish and maintain an incentive scholars hip
58	58	program and teacher employment incentive program, as f unding is
59	59	available, to encourage the pre paration of public school teachers
60	60	for prekindergarten throu gh twelfth grade, including minority
61	61	teachers, at all state public higher education institutions or
62	62	private higher education institutions accredited pursuant to Section
63	63	4103 of this title and incentivize employment as public teachers for

90	90	prekindergarten thro ugh twelfth grade in the state for at least five
91	91	(5) years, to be known as the Oklahoma Future Teacher Scholarship
92	92	and Employment Incentive Program. Prospective teachers planning to
93	93	pursue an undergraduat e teacher education program at an accredited
94	94	Oklahoma teacher preparation program shall be considered if they
95	95	graduated received a diploma from an Oklahoma high school, completed
96	96	high-school level instruction at home, or completed General
97	97	Educational Development (GED) test requirements, meet the higher
98	98	education admission standards, and declare a major in an approved
99	99	Oklahoma teacher preparation degree program leading to a standard
100	100	teaching certificate. To the extent that funds are avail able,
101	101	scholarships, renewable for up to three (3) additional years for
102	102	qualified students meeting satisfactory academic progress standards
103	103	in completing a teacher preparation degree program leading to a
104	104	standard teaching certificate, shall be awarded to cover costs of
105	105	tuition, general enrollment fees , other fees, books, materials, and
106	106	services provided by the institution, including room and board, in
107	107	the following manner:
108	108	1. One Thousand Dollars ($1,000.00) per academic year for up to
109	109	three (3) academic yea rs for full-time students who have earned less
110	110	than ninety (90) credit hours; and
111	111	2. Two Thousand Five Hundred Dollars ($2,500.00) for the final
112	112	academic year for full-time students who have earned ninety (90) or
113	113	more credit hours.

140	140	The maximum amount of scholarship funds awarded as provided in this
141	141	subsection to any qualified student shall not exceed Five Thousand
142	142	Five Hundred Dollars ($ 5,500.00).
143	143	B. It is the intent of the Oklahoma Legislature that the
144	144	Oklahoma State Regents for Higher Education create a committee
145	145	composed of educators, teac her educators from the participating
146	146	institutions, and representatives of the public schools and the
147	147	State Department of Education to provide recommendations to the
148	148	State Regents to improve effectiveness of the program .
149	149	The committee shall prepare and deliver a report on the program
150	150	to the Legislature on or before July 1 of each year.
151	151	C. Each scholarship participant, prior to entry into the
152	152	program, shall have agreed to teach in an Oklahoma public
153	153	prekindergarten through twelfth grade school for a minimum of five
154	154	(5) consecutive years up on graduation and licensure as a teacher.
155	155	Any scholarship participant failing to maintain a 2.5 grade point
156	156	average, changing to an ineligible area of study, failing to meet
157	157	satisfactory academic progr ess standards, withdrawing or otherwise
158	158	leaving school, or failing to meet requirements for licensure and
159	159	certification to teach as established by law shall be subject to
160	160	disqualification from the program.
161	161	D. The Oklahoma State Regents for Higher Educati on are
162	162	authorized to make employment incen tive payments pursuant to the
163	163	provisions of this section to program participants who are employed

190	190	as traditionally certified teachers in Oklahoma public
191	191	prekindergarten through twelfth grade schools following graduation.
192	192	Incentive payments may be awarded fo llowing each consecutive year of
193	193	satisfactory service as documented by the employing school di strict,
194	194	up to five (5) years of service for scholarship recipients as
195	195	provided in subsection A of this section, upon graduation from an
196	196	accredited Oklahoma teacher preparation degree program. The maximum
197	197	amount of employment incentive payments for any qualified
198	198	participant shall be Four Thousand Dollars ( $4,000.00) per year for
199	199	up to five (5) years, not to exceed a total of Twenty Thousand
200	200	Dollars ($20,000.00) per participant.
201	201	E. The Oklahoma State Regents for Higher Education shall
202	202	require the execution of appropriate contracts with eligible program
203	203	participants. Participants failing to comply with the requirements
204	204	of this section or failing to provide current c ontact information
205	205	shall not be eligible for the employment incentive payments provided
206	206	for in this section. The Chancellor of the Oklahoma State Regent s
207	207	for Higher Education, with the approval of the State Reg ents, may
208	208	contract with any other appropriate organization or unit of
209	209	government for the administration of the provisions of this section.
210	210	F. If sufficient funds are not available for employment
211	211	incentive payments to qualified participants during any fiscal year,
212	212	the Chancellor may make reductions in the payments made to qualified
213	213	participants.

240	240	G. The Oklahoma State Regents for Higher Education may, at the
241	241	time an award is mad e on behalf of the Oklahoma Future Teacher
242	242	Scholarship and Employment Incentive Program, set aside funds for
243	243	the full commitment made to an eligible student.
244	244	H. The Oklahoma State Regents for Higher Education may utilize
245	245	Oklahoma Future Teacher Scholarship and Employment Incen tive Program
246	246	designated funds for administration of the program.
247	247	SECTION 2. This act shall become ef fective November 1, 2023.
