5454 BE IT ENACTED BY THE PE OPLE OF THE STATE OF OKLAHOM A:
5555 SECTION 1. NEW LAW A new section of law to be codified
5656 in the Oklahoma Statutes as Section 2-170 of Title 43A, unless there
5757 is created a duplication in numbering, reads as follows:
5858 A. The Oklahoma Department o f Mental Health and Substance Abuse
5959 Services shall design and implement a pilot program to provide
6060 greater access to an underserved, lower-income community with the
6161 funds appropriated speci fically for a county in Oklahoma with a
6262 population at no more than seven hundred thousand (700,000) people
6363 and also shall conduct a surve y to determine the need between mental
6464 health patients and the availability of me ntal health beds to better

9191 align resources and ensure mental health services are efficiently
9292 provided to improve the mental heal th of the population mo st in
9393 need.
9494 B. The purpose of the program is to provide a facility that is
9595 available twenty-four (24) hours a day and seven (7) days a week to
9696 provide treatment for those individuals exp eriencing symptoms of
9797 mental illness. The pilot program's purpose is to provid e
9898 assessments, psychiatric evaluations, therapy medication m onitoring,
9999 individual and group counseling, and case management. The goal for
100100 the pilot program is to provide immediate support for individuals
101101 with symptoms of mental health illness and to avoid psychiatric
102102 hospitalization. The pilot program shall include a support team,
103103 including, but not limited to, a psychiatric nurse practitioner,
104104 registered nurse, licensed therapist, substan ce abuse counselor, and
105105 a case manager. The pilot program shall be in partnership with a
106106 psychiatrist to provide supervision. The facility the program
107107 establishes for its us e is to be furnished as a therapeut ic living
108108 room environment, and shall accept Medicaid insurance and provide
109109 walk-in services. The pilot program will provide wraparound
110110 services including, but not limited to, substance abuse counseling,
111111 twenty-five (25) beds on-site, and transportation a s appropriate and
112112 needed. The facility will be designed structurally to provide
113113 separate, dual, and safe accommodations, for both adolescent and
114114 adult populations. There shall be soundproofing for more private

141141 conversations, flexible walls, and portable beds may be utilized.
142142 Individuals experiencing symptoms of mental health illness shall be
143143 provided with care including, but not limited to, an assess ment with
144144 a psychiatric nurse practitioner under psychiatric supervisio n and a
145145 plan for recovery. The pilot program will offer e ducation related
146146 to brain function, a healthy diet, effects of light, exercise,
147147 vitamins, nutrition, mediation, yoga, and positive thinking. The
148148 pilot program will establish partnerships with famil y, faith-based
149149 organizations, and schools to foster education , outreach, advocacy
150150 and the de-stigmatization of emotional and mental disorders in the
151151 larger community.
152152 1. The Oklahoma Department of Mental Health and Substance Abuse
153153 Services shall be author ized to construct, lease, renovate, or
154154 repurpose such real property and acquire personal property as may be
155155 necessary to create, implement, and operate a program to reduce the
156156 number of individuals who are experiencing exacerbated symptoms of
157157 mental illness and to provide support and treatment; or
158158 2. The Oklahoma Department of Mental Health and Substance Abuse
159159 may enter into contract with any lawfully recognized business entity
160160 for the construction, lease, renovation, or repurpose of required
161161 facilities and for the acquisition of personal property as may be
162162 necessary to create, implement, and operate a pro gram to reduce the
163163 number of individuals who are experiencing exacerbated symptoms of
164164 mental illness and to provide support and treatment .

191191 SECTION 2. There is hereby appropriated to the Oklahoma
192192 Department of Mental H ealth and Substance Abuse Services from any
193193 monies not otherwise appropriated from the General Revenue Fund of
194194 the State Treasury for the fiscal year ending June 30, 2024, the sum
195195 of Twenty-five Million Dollars ($25,000,000.00) or so much thereof
196196 as may be necessary to perform the duties imposed upon the Oklahoma
197197 Department of Mental Health and Substance Abuse Services by law.
198198 SECTION 3. This act shall become effective July 1, 2023.
199199 SECTION 4. It being immediately necessary for the preservation
200200 of the public peace, health or safety, an emergency is hereby
201201 declared to exist, by reason whereof thi s act shall take effect and
202202 be in full force from and after its passage and approval.
