5454 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5555 SECTION 1. NEW LAW A n ew section of law to be codified
5656 in the Oklahoma Statutes as Section 230.74 of Title 56, unless there
5757 is created a duplication in numbering, reads as follows:
5858 A. The Department of Human Services may utilize an enrollment -
5959 based child care subsidy payments program that complies with all
6060 applicable federal funding requirements and legal authority and that
6161 seeks to provide adequate, stable payments to child care providers
6262 under this section by establishing effective payment practices based
6363 on accurate time and attendance systems.

9090 B. The Department shall consider pro gram standards, including,
9191 but not limited to:
9292 1. The child's developmental and educational goals when
9393 authorizing care periods eligible for reimbursement;
9494 2. Accommodation of variable parent sche dules;
9595 3. Authorizing pay based upon enrollment rather th an
9696 attendance;
9797 4. Using a range of hours to determine authorized care amounts;
9898 and
9999 5. Simplifying and streamlining payment processes with
100100 providers.
101101 C. The Department shall publish on the Department's publicly
102102 accessible website an overview of child care services and the
103103 methodology used to issue payments to providers of child care
104104 services, including any changes to the methodology during the
105105 previous year, if applicable.
106106 SECTION 2. This act shall become effective November 1, 2023.
