40	40	An Act relating to poor persons; authorizing the
41	41	Department of Human Services to utilize certain
42	42	program; providing standards Department shall
43	43	consider; directing De partment to publish certain
44	44	information on website; providing for codification;

54	54	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
55	55	SECTION 1. NEW LAW A n ew section of law to be codified
56	56	in the Oklahoma Statutes as Section 230.74 of Title 56, unless there
57	57	is created a duplication in numbering, reads as follows:
58	58	A. The Department of Human Services may utilize an enrollment -
59	59	based child care subsidy payments program that complies with all
60	60	applicable federal funding requirements and legal authority and that
61	61	seeks to provide adequate, stable payments to child care providers
62	62	under this section by establishing effective payment practices based
63	63	on accurate time and attendance systems.

90	90	B. The Department shall consider pro gram standards, including,
91	91	but not limited to:
92	92	1. The child's developmental and educational goals when
93	93	authorizing care periods eligible for reimbursement;
94	94	2. Accommodation of variable parent sche dules;
95	95	3. Authorizing pay based upon enrollment rather th an
96	96	attendance;
97	97	4. Using a range of hours to determine authorized care amounts;
98	98	and
99	99	5. Simplifying and streamlining payment processes with
100	100	providers.
101	101	C. The Department shall publish on the Department's publicly
102	102	accessible website an overview of child care services and the
103	103	methodology used to issue payments to providers of child care
104	104	services, including any changes to the methodology during the
105	105	previous year, if applicable.
106	106	SECTION 2. This act shall become effective November 1, 2023.
