43	40		An Act relating to schools; amending 70 O.S. 2021,
44	41		Section 6-194.3, which relates to mental health needs
45	42		of students; including informati on about violence de-
46	43		escalation in certain information made a vailable to
47	44		school districts; specifying topics to be included;

53	50		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
54	51		SECTION 1. AMENDATORY 70 O.S. 2021, Section 6 -194.3, is
55	52		amended to read as follows:
56	53		A. The State Department of Education and the Department of
57	54		Mental Health and Substanc e Abuse Services, in consultation with
58	55		school district superintendents and school district bo ards of
59	56		education, shall develop and make available to school districts
60	57		information, training , and resources to help school employees
61	58		recognize and address the men tal health needs of students. A local
62	59		district board of education shall require a training p rogram for
63	60		teachers which shall emphasize the importance of recognizing and
64	61		addressing the mental health needs of students. The program shall

93	89		school district, and then once every third acade mic year.
94	90		B. The information made available to school districts shall
95	91		include but not be limited to:
96	92		1. Information about the services provided by community -based
97	93		organizations related to mental health, substance abu se, and trauma;
98	94		2. Information about the impact trauma and adverse childhood
99	95		experiences can have on a student 's ability to learn;
100	96		3. The availability of mental health evaluation and treatment
101	97		available by telemedicine; and
102	98		4. Information about evidence -based strategies for prevention
103	99		of at-risk behaviors; and
104	100		5. Information about violence de -escalation including but not
105	101		limited to:
106	102		a. training in evidence -based, trauma-informed teaching
107	103		involving brain research including trauma's impact on
108	104		development and triggers,
109	105		b. procedures for settin g up and maintaining a safe
110	106		environment through self -regulation practices for both
111	107		students and staff, and
112	108		c. establishing and reviewing trauma -informed response
113	109		protocol for the classroom and school to address
114	110		behavior with positiv e and compassionate appr oaches.
