5350 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5451 SECTION 1. AMENDATORY 70 O.S. 2021, Section 6 -194.3, is
5552 amended to read as follows:
5653 A. The State Department of Education and the Department of
5754 Mental Health and Substanc e Abuse Services, in consultation with
5855 school district superintendents and school district bo ards of
5956 education, shall develop and make available to school districts
6057 information, training , and resources to help school employees
6158 recognize and address the men tal health needs of students. A local
6259 district board of education shall require a training p rogram for
6360 teachers which shall emphasize the importance of recognizing and
6461 addressing the mental health needs of students. The program shall

9490 B. The information made available to school districts shall
9591 include but not be limited to:
9692 1. Information about the services provided by community -based
9793 organizations related to mental health, substance abu se, and trauma;
9894 2. Information about the impact trauma and adverse childhood
9995 experiences can have on a student 's ability to learn;
10096 3. The availability of mental health evaluation and treatment
10197 available by telemedicine; and
10298 4. Information about evidence -based strategies for prevention
10399 of at-risk behaviors; and
104100 5. Information about violence de -escalation including but not
105101 limited to:
106102 a. training in evidence -based, trauma-informed teaching
107103 involving brain research including trauma's impact on
108104 development and triggers,
109105 b. procedures for settin g up and maintaining a safe
110106 environment through self -regulation practices for both
111107 students and staff, and
112108 c. establishing and reviewing trauma -informed response
113109 protocol for the classroom and school to address
114110 behavior with positiv e and compassionate appr oaches.
