26 | 52 | SECTION 1. AMENDATORY 62 O. S. 2021, Section 34.70, is | |
27 | 53 | amended to read as follows: | |

29 | 54 | Section 34.70 A. 1. Upon the request of a state employee, a | |
30 | 55 | state agency shall make voluntary payroll deductions for the | |
31 | 56 | employee to any credit union, bank, or savings association having an | |
32 | 57 | office in this state. | |

34 | 58 | 2. If the governing body of any county, municipality, or school | |
35 | 59 | district provides for voluntary payroll deductions to a credit union | |
36 | 60 | serving the employees of the county, municipality, or school | |

52 | 100 | 2. The payment of any insurance premiums, other than the | |
53 | 101 | premiums due pursuant to paragraph 1 of this subsecti on, due a | |
54 | 102 | private insurance organization or service company with a minim um | |
55 | 103 | participation of five hundred (500) state employees for legal | |
56 | 104 | services; | |

58 | 105 | 3. Premiums or payments for retirement plans with a minimum | |
59 | 106 | participation of five hundred (500) state employ ees for retirement | |

75 | 147 | include the use of electronic signature technology or other process | |
76 | 148 | as determined appropriate . In addition, the Office of Management | |
77 | 149 | and Enterprise Services shall provide an association representing | |
78 | 150 | state employees with a reconciliation report once a month containing | |
79 | 151 | information related to the name, warrant number and warrant date of | |
80 | 152 | those employees that have opt ed into the association 's membership; | |

82 | 153 | 6. Contributions to any fou ndation organized pursuant to 26 | |
83 | 154 | U.S.C., Section 501(c)(3) of the Oklaho ma Public Employees | |
84 | 155 | Association or any other statewide association limited to state | |

86 | 157 | (2,000) dues-paying members; | |

106 | 200 | The administrative costs of processing payroll deductions or | |
107 | 201 | administering salary adjustment agreements for payments for | |
108 | 202 | retirement plans as provided for in subsection B of this section | |
109 | 203 | shall be one percent (1%) of the gross annual payments for | |
110 | 204 | retirement plans. These charges shall be collected monthly from the | |
111 | 205 | private insurance or retirement plan organization by the Office of | |
112 | 206 | Management and Enterprise Services and shall be deposited to the | |
113 | 207 | credit of the General Revenue Fund. Provided that these costs shall | |
114 | 208 | not be collected from state employees or state agencies unless | |
115 | 209 | otherwise directed in the Oklahoma State Finance Act. | |

117 | 210 | D. Any statewide association granted a payroll deduction prior | |
118 | 211 | to January 1, 2008, shall be exempt from the minimum state employee | |
