40	45		An Act relating to pediatric cancer; creating the
41	46		Pediatric Cancer Research and R esources Revolving
42	47		Fund; assigning Fund to State Department of Health;
43	48		establishing revolving fund characteristics;
44	49		authorizing certain u tilization of funds for grants;
45	50		limiting grant awards; limiting expenditures of
46	51		funds; providing budgetary and expenditure
47	52		procedures; requiring the promulgation of rules for
48	53		the administration of the acts provisions; providing
49	54		for codification; providing an effective date; and

56	61		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
57	62		SECTION 1. NEW LAW A new section of law to be codified
58	63		in the Oklahoma Statutes as Section 1-580 of Title 63, unless there
59	64		is created a duplication in numbering, reads as f ollows:
60	65		A. 1. There is hereby created in the State Treasury a
61	66		revolving fund for the State Department of Health to be designated
62	67		the "Pediatric Cancer Research and Resources Revolving Fund". The
63	68		fund shall be a continuing fund, not subject to fiscal ye ar
64		-	limitations, and shall consist of all monies designated for depos it
65		-	to the fund by law and any public donations otherwise eligible for

	96	+	limitations, and shall consist of all monies designated for depos it
	97	+	to the fund by law and any public donations otherwise eli gible for
92	98		deposit in such fund . All monies accruing to the credit of said
93	99		fund are hereby appropriated and may be budgeted and e xpended by the
94	100		State Department of Health for the purposes of:
95	101		a. providing grants to entities engaging in re search
96	102		related to pediatric cancer, and
97	103		b. providing grants to entities assisting families
98	104		confronted with financial cha llenges associated with
99	105		pediatric cancer treatment.
100	106		2. Expenditures from said fund shall b e made upon warrants
101	107		issued by the State Treasurer against claims filed as prescribed by
102	108		law with the Director of the Office of Management and Enterprise
103	109		Services for approval and payment .
104	110		B. The State Department of Health shall establish eligibility
105	111		and application requirements for the award of grants authorized
106	112		under the provisions of this section. In no event shall the
107	113		Department award grants in excess of the unencumbered balance of the
108	114		Pediatric Cancer Research and Resources Revolving Fund.
109	115		C. The State Department of Health shall promulgate rules for
110	116		the proper administration of the Pediatric Cancer Research and
111	117		Resources Revolving Fund in accordance with the requirements of this
112	118		section.
113	119		SECTION 2. This act shall become effective July 1, 2023.
114		-	SECTION 3. It being immediately necessary for the preservation
115		-	of the public peace, health or safety, an emergency is hereby

	148	+	of the public peace, health or safety, an emergency is hereby
142	149		declared to exist, by reason whereof th is act shall take effect and
143	150		be in full force from and after its passage and approval.
