104 | 106 | | Section 11-103.6 A. 1. The State Board of Education shall |
---|
105 | 107 | | adopt subject matter standards for instruction o f students in the |
---|
106 | 108 | | public schools of this state that are necessary to ensure there is |
---|
107 | 109 | | attainment of desired le vels of competencies in a variety of areas |
---|
108 | 110 | | to include language, mathematics, science, social studies, |
---|
109 | 111 | | communication, and health and physical educat ion. |
---|
110 | 112 | | 2. School districts shall develop and implement curriculum, |
---|
111 | 113 | | courses and instruction in order to ensure that students meet the |
---|
112 | 114 | | skills and competencies as set forth in this section and in the |
---|
113 | 115 | | subject matter standards adopted by the State Board of Educa tion. |
---|
114 | 116 | | 3. All students sha ll gain literacy at the elementary and |
---|
115 | 117 | | secondary levels. Students shall develop sk ills in reading, |
---|
116 | 118 | | writing, speaking, computing and critical thinking. For purposes of |
---|
117 | 119 | | this section, critical thinking means a manner of analytical |
---|
118 | 120 | | thinking which is logical and uses linear factual analysis to reach |
---|
119 | 121 | | a conclusion. They shall learn about cul tures and environments - |
---|
120 | 122 | | their own and those of others with whom they share the earth. All |
---|
121 | 123 | | students shall receive the instruction needed to lead h ealthy and |
---|
122 | 124 | | physically active lifestyles. Students, therefore, shall study |
---|
123 | 125 | | social studies, literature, langua ges, the arts, health, mathematics |
---|
151 | 154 | | hands-on career exploration program in cooperat ion with technology |
---|
152 | 155 | | center schools. |
---|
153 | 156 | | 4. The subject matter standards shall be designed to teach the |
---|
154 | 157 | | competencies for which students shall be tested as provided in |
---|
155 | 158 | | Section 1210.508 of this title, and shall be designed to prepare all |
---|
156 | 159 | | students for active citi zenship, employment and/or successful |
---|
157 | 160 | | completion of postsecondary education without the need for remedial |
---|
158 | 161 | | coursework at the postsecondary level. |

159 | 162 | | 5. The subject matter standards shall be designed with rigor as |
---|
160 | 163 | | defined in paragraph 3 of subsection G of this section. |
---|
161 | 164 | | 6. The subject matter standards for English Language Arts shall |
---|
162 | 165 | | give Classic Literature and nonfic tion literature equal |
---|
163 | 166 | | consideration to other literature. In addition, emphasis shall be |
---|
164 | 167 | | given to the study of complete works of literature. |
---|
165 | 168 | | 7. At a minimum, the subject ma tter standards for mathematics |
---|
166 | 169 | | shall require mastery of the standard algorithms in mathematics, |
---|
167 | 170 | | which is the most logical, efficient way of solving a problem that |
---|
168 | 171 | | consistently works, and for students to attain fluency in Euclidian |
---|
169 | 172 | | geometry. |
---|
170 | 173 | | 8. The subject matter standards for history, social studies and |
---|
171 | 174 | | United States Government shall in clude study of important historical |
---|
172 | 175 | | documents, including the United States Constitution, Declaration of |
---|
173 | 176 | | Independence, Emancipation Proclamation, Fe deralist Papers and other |
---|
201 | 205 | | States, and the conte nt of the United States naturalization test, |
---|
202 | 206 | | with an emphasis on the specific content of the test and the ideas |
---|
203 | 207 | | and concepts it references. Beginn ing with the 2022-2023 school |

205 | 209 | | accordance with subsection F of this section. |
---|
206 | 210 | | 9. The subject matter standards for United States Government |
---|
207 | 211 | | shall include an emphasis on civics, the structur e and relationship |
---|
208 | 212 | | between the national, state, county and local governments and |
---|
209 | 213 | | simulations of the democrati c process. For the purposes of this |
---|
210 | 214 | | section, "civics" means the study of the rights and duties of |
---|
211 | 215 | | Oklahoma and United States citizens and of how t hose governments |
---|
212 | 216 | | work. |
---|
213 | 217 | | 10. The subject matter standards for health and physical |
---|
214 | 218 | | education shall include but not be limited to the domains of |
---|
215 | 219 | | physical, emotional, social and intellectual health. Health |
---|
216 | 220 | | literacy shall include the ability to obtain, process and understand |
---|
217 | 221 | | basic health information and services needed to make appropriate |
---|
218 | 222 | | health decisions. Health sh all also include the importance of |

219 | 223 | | proper nutrition and exercise, mental health and wellness, substance |
---|
220 | 224 | | abuse, coping skills for understanding and managing trauma, |

221 | 225 | | establishing and maintaining positive relationships and responsible |

356 | 363 | | D of this section upon written approval of the parent or legal |
---|
357 | 364 | | guardian of the student. For students under the age of eighteen |
---|
358 | 365 | | (18) school districts shall require a parent or legal guardian of |
---|
359 | 366 | | the student to meet with a designee of the school prior to |
---|
360 | 367 | | enrollment in the core curriculum. The State Department of |
---|
361 | 368 | | Education shall develop and distribute to school districts a form |
---|
362 | 369 | | suitable for this purpose, which shall include information on the |

363 | 370 | | benefits to students of complet ing the college preparatory/work |

364 | 371 | | ready curriculum as provided for in subsection B of this section. |

805 | 821 | | have an emphasis on a focused field of career study upon approval of |
---|
806 | 822 | | the State Board of Education and the independent district b oard of |
---|
807 | 823 | | education. Students in the tenth grade may be allowed to attend |
---|
808 | 824 | | these programs for up to one-half (1/2) of a school day and credit |
---|
809 | 825 | | for the units or sets of competencies required in paragraphs 2, 3 |
---|
810 | 826 | | and, 6, and 7 of subsection B or D of this section shall be given if |
---|
811 | 827 | | the courses are taught by a teacher certified in the secondary |
---|
812 | 828 | | subject area; provided, credit fo r units or sets of competencies |
---|
813 | 829 | | pursuant to subsection B of this section shall be approved for |
---|
814 | 830 | | college admission requirements. |
---|
815 | 831 | | 5. If a student enrolls in a concurrent course, the school |
---|
816 | 832 | | district shall not be responsible for any costs incurred for that |
---|
817 | 833 | | course, unless the school district does not offer enough course |
---|
818 | 834 | | selection during the student 's secondary grade years to allow the |

853 | 870 | | in a concurrent enrollment course which is paid for by the school |
---|
854 | 871 | | district pursuant to this paragraph, the instit ution charge only the |
---|
855 | 872 | | supplementary and special service fees that are directly related to |
---|
856 | 873 | | the concurrent enrollment course and enrollment pro cedures for that |
---|
857 | 874 | | student. It is further the intent of the Legislature that fees fo r |
---|
858 | 875 | | student activities and student service facilities, including the |
---|
859 | 876 | | student health care and cultural and recreational service fees, not |
---|
860 | 877 | | be charged to such students. |
---|
861 | 878 | | 6. Credit for the units or sets of competencies required in |
---|
862 | 879 | | subsection B or D of this secti on shall be given when such unit s or |
---|
863 | 880 | | sets of competencies are taken prior to ninth grade if the teachers |
---|
864 | 881 | | are certified or authorized to teach the subjects for high school |
---|
865 | 882 | | credit and the required rigor is maintained. |

1007 | 1027 | | M. Children who have individualized education programs pursuant |

1008 | 1028 | | to the Individuals with Disabilities Educatio n Act (IDEA), and who |

1009 | 1029 | | satisfy the graduati on requirements through the individualized |

1010 | 1030 | | education program for that student shall be awarded a standard |
---|
