102+BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
101103 SECTION 1. AMENDATORY 70 O.S. 2021, Section 11 -103.6, as
102104 amended by Section 51, Chapter 228, O.S.L. 2022 (70 O.S. Supp. 2022,
103105 Section 11-103.6), is amended to read as follows:
104106 Section 11-103.6 A. 1. The State Board of Education shall
105107 adopt subject matter standards for instruction o f students in the
106108 public schools of this state that are necessary to ensure there is
107109 attainment of desired le vels of competencies in a variety of areas
108110 to include language, mathematics, science, social studies,
109111 communication, and health and physical educat ion.
110112 2. School districts shall develop and implement curriculum,
111113 courses and instruction in order to ensure that students meet the
112114 skills and competencies as set forth in this section and in the
113115 subject matter standards adopted by the State Board of Educa tion.
114116 3. All students sha ll gain literacy at the elementary and
115117 secondary levels. Students shall develop sk ills in reading,
116118 writing, speaking, computing and critical thinking. For purposes of
117119 this section, critical thinking means a manner of analytical
118120 thinking which is logical and uses linear factual analysis to reach
119121 a conclusion. They shall learn about cul tures and environments -
120122 their own and those of others with whom they share the earth. All
121123 students shall receive the instruction needed to lead h ealthy and
122124 physically active lifestyles. Students, therefore, shall study
123125 social studies, literature, langua ges, the arts, health, mathematics
124-and science. Such curricula shall provide for the teaching of a

153+and science. Such curricula shall provide for the teaching of a
151154 hands-on career exploration program in cooperat ion with technology
152155 center schools.
153156 4. The subject matter standards shall be designed to teach the
154157 competencies for which students shall be tested as provided in
155158 Section 1210.508 of this title, and shall be designed to prepare all
156159 students for active citi zenship, employment and/or successful
157160 completion of postsecondary education without the need for remedial
158161 coursework at the postsecondary level.
159162 5. The subject matter standards shall be designed with rigor as
160163 defined in paragraph 3 of subsection G of this section.
161164 6. The subject matter standards for English Language Arts shall
162165 give Classic Literature and nonfic tion literature equal
163166 consideration to other literature. In addition, emphasis shall be
164167 given to the study of complete works of literature.
165168 7. At a minimum, the subject ma tter standards for mathematics
166169 shall require mastery of the standard algorithms in mathematics,
167170 which is the most logical, efficient way of solving a problem that
168171 consistently works, and for students to attain fluency in Euclidian
169172 geometry.
170173 8. The subject matter standards for history, social studies and
171174 United States Government shall in clude study of important historical
172175 documents, including the United States Constitution, Declaration of
173176 Independence, Emancipation Proclamation, Fe deralist Papers and other
174-documents with significant history and heritage of the United

203207 and concepts it references. Beginn ing with the 2022-2023 school
204208 year, the United States naturalization test shall be administered in
205209 accordance with subsection F of this section.
206210 9. The subject matter standards for United States Government
207211 shall include an emphasis on civics, the structur e and relationship
208212 between the national, state, county and local governments and
209213 simulations of the democrati c process. For the purposes of this
210214 section, "civics" means the study of the rights and duties of
211215 Oklahoma and United States citizens and of how t hose governments
212216 work.
213217 10. The subject matter standards for health and physical
214218 education shall include but not be limited to the domains of
215219 physical, emotional, social and intellectual health. Health
216220 literacy shall include the ability to obtain, process and understand
217221 basic health information and services needed to make appropriate
218222 health decisions. Health sh all also include the importance of
219223 proper nutrition and exercise, mental health and wellness, substance
220224 abuse, coping skills for understanding and managing trauma,
221225 establishing and maintaining positive relationships and responsible
222226 decision making. Physic al literacy shall include the ability to
223227 move with competence and confidence in a wide variety of physical

252257 B. Subject to the provisions of subsection C of this s ection,
253258 in order to graduate from a public high school accredited by the
254259 State Board of Education with a standard diploma, students shall
255260 complete the following college prep aratory/work ready curriculum
256261 units or sets of competencies at the secondary level:
257262 1. Four units or sets of competencies of English to include
258263 Grammar, Composition, Literature, or any English course approved for
259264 college admission requirements;
260265 2. Three units or sets of competencies of mathematics, limited
261266 to Algebra I, Algebra II, Geo metry, Trigonometry, Math Analysis,
262267 Calculus, Advanced Placement Statistics, or any mathematics course
263268 with content and/or rigor above Algebra I an d approved for college
264269 admission requirements;
265270 3. Three units or sets of competencies of laboratory science
266271 approved for college admission requirements including one unit or
267272 set of competencies of life science meeting the standards for
268273 Biology I; one unit or set of competencies of physical science,
269274 meeting the standards for Physical Science, Chemistry or Physics ;
270275 and one unit or set of competencies from the domains of physical
271276 science, life science or earth and space science such that the

315321 courses or International Baccalaureate courses approved for college
316322 admission requirements; and
317323 7. One-half (1/2) unit or set of competenc ies of personal
318324 financial literacy, as provided in the Passport to Financial
319325 Literacy Act, whether taught as an elective course or when taught
320326 during instruction as provided in and subject to the standards of
321327 subsection A of Section 11-103.6h of this title in coursework
322328 offered by the school district or partnering technology center

349356 school by a teacher certified in a relevant secondary subject area
350357 and taken in the tenth, elev enth, or twelfth grade; and
351358 8. One unit or set of competencies of fine arts, such as music,
352359 art, or drama, or one unit or set of competencies of speech .
353360 C. In lieu of the requirements of subsection B of this section
354361 which requires a college preparatory/w ork ready curriculum, a
355362 student may enroll in the core c urriculum as provided in subsection
356363 D of this section upon written approval of the parent or legal
357364 guardian of the student. For students under the age of eighteen
358365 (18) school districts shall require a parent or legal guardian of
359366 the student to meet with a designee of the school prior to
360367 enrollment in the core curriculum. The State Department of
361368 Education shall develop and distribute to school districts a form
362369 suitable for this purpose, which shall include information on the
363370 benefits to students of complet ing the college preparatory/work
364371 ready curriculum as provided for in subsection B of this section.
365372 D. For those students subject to the requirements of subsection
366373 C of this section, in order to graduate from a public high school
367374 accredited by the State Bo ard of Education with a standard diploma,
368375 students shall complete the following core curriculum units or sets
369376 of competencies at the secondary level:
370377 1. Language Arts – Four units or sets of competencies, to
371378 consist of one unit or set of competencies of g rammar and

449458 section related to the accepted industry -valued
450459 credentials which are industry -endorsed or industry -
451460 aligned. The list of accepted ind ustry-valued
452461 credentials shall be reviewed annually and updated at
453462 least every three (3) years by the Board,
454463 h. (1) contextual mathematics courses which enhance
455464 technology preparation, or
456465 (2) a science, technology, engineering and math
457466 (STEM) block course meeting the requirements for
458467 course competencies listed in paragraph 2 of
459468 subsection B of this section, whether taught at
460469 a:
461470 (a) comprehensive high school, or
462471 (b) technology center school when taken in the
463472 tenth, eleventh or twelfth grade, taught by
464473 a certified teacher, and approved by the
465474 State Board of Education and the independent
466475 district board of education,
467476 i. mathematics courses taught at a technology center
468477 school by a teacher certified in the secondary subject
469478 area when taken in the tenth, eleve nth or twelfth

647660 E. 1. In addition to the curr iculum requirements of either
648661 subsection B or D of this section, in order to gradua te from a
649662 public high school acc redited by the State Board of Education
650663 students shall complete the requirements for a personal financial
651664 literacy passport as set forth in t he Passport to Financial Literacy
652665 Act and any additional course requirements or rec ommended elective
653666 courses as may be established by the State Board of Education and
654667 the district school board. School districts shall strongly
655668 encourage students to complet e two units or sets of competencies of
656669 world languages and two units or sets of com petencies of physical
657670 and health education.
658671 2. No student shall receive credit for high school graduation
659672 more than once for completion of the same unit or set of
660673 competencies to satisfy the curriculum requirements of this section.
661674 3. A school district s hall not be required to offer ev ery
662675 course listed in subsections B and D of this section but shall offer
663676 sufficient courses to allow a student to meet the graduation
664677 requirements during the secondary grade years of the student.
665678 F. 1. In addition to the c urriculum requirements of either
666679 subsection B or D of this section, beginning with ninth graders in
667680 the 2021-22 school year, in order to graduate from a public high
668681 school accredited by the State Board of Education, students shall
669682 pass the United States na turalization test pursuant to th e
670683 provisions of this subsection.

697711 2. School districts shall offer the United States
698712 naturalization test to students at least once per school year,
699713 beginning as early as eighth grade at the discretion of the school
700714 district; provided, any student may retake the exam upon request,
701715 and as often as desired, until earning a passing score. For
702716 purposes of this subsection, a passing score shall be 60 out of 100
703717 questions.
704718 3. School districts shall exempt students with disabilities
705719 whose individualized education program (IEP), consistent with state
706720 law, indicates that the student is to be assessed with alternate
707721 achievement standards through the Oklah oma Alternate Assessment
708722 Program (OAAP).
709723 G. For purposes of this section:
710724 1. "Contextual methodology" means academic content and skills
711725 taught by utilizing real -world problems and projects in a way that
712726 helps students understand the application of that k nowledge;
713727 2. "Qualified agricultural education courses " means courses
714728 that have been determined by the State Board of Education to offer
715729 the sets of competencies for one or more science content areas and
716730 which correspond to academic science courses. Qual ified
717731 agricultural education courses shall include, but are not limited
718732 to, Horticulture, Plant and Soil Science, N atural Resources and
719733 Environmental Science, and Animal Science. The courses shall be
720734 taught by teachers certified in agricultural education and comply

748763 Education;
749764 3. "Rigor" means a level of difficulty that is thorough,
750765 exhaustive and accurate and is appropriate for the grade level;
751766 4. "Sets of competencies " means instruction in those skills and
752767 competencies that are specified in the subject matter standards
753768 adopted by the State Board of E ducation and other skills and
754769 competencies adopted by the Board, without regard to specified
755770 instructional time; and
756771 5. "Unit" means a Carnegie Unit as defined by the North Central
757772 Association's Commission on Schools.
758773 H. 1. The State Board of Education shall adopt a plan to
759774 ensure that rigor is maintained in the content, teaching
760775 methodology, level of expectations for student achievement, an d
761776 application of learning in all the courses taught to meet the
762777 graduation requirements as specified in this sectio n.
763778 2. The State Board of Education shall allow as much flexibility
764779 at the district level as is possible without diminishing the rigor
765780 or undermining the intent of providing these courses. To accomplish

798814 3. The State Board of Education shall approve an advanced
799815 placement computer science course to meet the requirements of course
800816 competencies listed in parag raph 2 of subsection B of this s ection
801817 if the course is taken in a student 's senior year and the student is
802818 concurrently enrolled in or has successfully completed Algebra II .
803819 4. Technology center school districts may offer programs
804820 designed in cooperation with institutions of higher edu cation which
805821 have an emphasis on a focused field of career study upon approval of
806822 the State Board of Education and the independent district b oard of
807823 education. Students in the tenth grade may be allowed to attend
808824 these programs for up to one-half (1/2) of a school day and credit
809825 for the units or sets of competencies required in paragraphs 2, 3
810826 and, 6, and 7 of subsection B or D of this section shall be given if
811827 the courses are taught by a teacher certified in the secondary
812828 subject area; provided, credit fo r units or sets of competencies
813829 pursuant to subsection B of this section shall be approved for
814830 college admission requirements.
815831 5. If a student enrolls in a concurrent course, the school
816832 district shall not be responsible for any costs incurred for that
817833 course, unless the school district does not offer enough course
818834 selection during the student 's secondary grade years to allow the
819835 student to receive the courses needed to meet the graduation

848865 years, it shall be responsible for the cost of resident tuition at
849866 an institution in The Oklahoma State System of Higher Education,
850867 fees, and books for the concurrent enrollment course, a nd providing
851868 for transportation to and from the institution to the school site.
852869 It is the intent of the Legislature that for students enrolle d
853870 in a concurrent enrollment course which is paid for by the school
854871 district pursuant to this paragraph, the instit ution charge only the
855872 supplementary and special service fees that are directly related to
856873 the concurrent enrollment course and enrollment pro cedures for that
857874 student. It is further the intent of the Legislature that fees fo r
858875 student activities and student service facilities, including the
859876 student health care and cultural and recreational service fees, not
860877 be charged to such students.
861878 6. Credit for the units or sets of competencies required in
862879 subsection B or D of this secti on shall be given when such unit s or
863880 sets of competencies are taken prior to ninth grade if the teachers
864881 are certified or authorized to teach the subjects for high school
865882 credit and the required rigor is maintained.
866883 7. The three units or sets of competenc ies in mathematics
867884 required in subsection B or D of this section shall be completed in
868885 the ninth through twelfth grades. If a student completes any
869886 required courses or sets of competencies in mathematics prior to

902920 financial literacy required in subsection B or D of this section
903921 shall be completed in the tenth , eleventh, or twelfth grade to
904922 fulfill the requirements for graduation.
905923 9. All units or sets of competencies requ ired for graduation
906924 may be taken in any se quence recommended by the school district.
907925 I. As a condition of receiving accreditation from the State
908926 Board of Education, all students in grades nine through twelve shall
909927 enroll in a minimum of six periods, or th e equivalent in block
910928 scheduling or other scheduling structure that allows for instruction
911929 in sets of competencies, of rigorous academic and/or rigorous
912930 vocational courses each day, which may include arts, vocal and
913931 instrumental music, speech classes, and physical education classes.
914932 J. 1. Academic and vocational-technical courses designed to
915933 offer sets of competencies integrated or embedded within the courses
916934 that provide for the teaching and learning of the appropriate skills
917935 and knowledge in the subject matter standards, as adopted by the
918936 State Board of Education, may, upon approval of the Board, in
919937 consultation with the Oklahoma Department of Career and Techn ology

959978 approved by the Board, in consultation with the Oklahoma Department
960979 of Career and Technology Education if the courses are offered at a
961980 technology center school district, if such courses incorporate
962981 standards of nationally recognized profes sional organizations and
963982 are taught by certified teachers.
964983 4. Courses offered by a supplemental education organization
965984 that is accredited by a national accrediting body and that are
966985 taught by a certified teacher and provide for the teaching and
967986 learning of the appropriate skills and knowledge in the subject
968987 matter standards may, upon approval of the State Board of Education

10021022 amount of course credits earned.
10031023 L. The State Board of Education shall prescribe, adopt and
10041024 approve a promotion system based on the attainment by students of
10051025 specified levels of competencies in each area of the core
10061026 curriculum.
10071027 M. Children who have individualized education programs pursuant
10081028 to the Individuals with Disabilities Educatio n Act (IDEA), and who
10091029 satisfy the graduati on requirements through the individualized
10101030 education program for that student shall be awarded a standard
10111031 diploma.
10121032 N. Students who enter the ninth grade in or prior to the 2007-
10131033 08 school year who are enrolled in a n alternative education program
10141034 and meet the requirements of their plans leading to high school
10151035 graduation developed pursuant to Section 1210.568 of this title
10161036 shall be awarded a standard diploma.
10171037 O. Any student who completes the curriculum requirements o f the
10181038 International Baccalaureate Diploma Program shall be awarded a
10191039 standard diploma.

10511072 Q. For purposes of this section, the courses approved for
10521073 college admission requirements shall be courses which are approved
10531074 by the Oklahoma State Regents for Higher Educ ation for admission to
10541075 an institution within The Oklahoma State System of Higher Education.
10551076 R. Students who have been denied a standard diploma by the
10561077 school district in which the student is or was enrolled for fa iling
10571078 to meet the requirements of this sec tion may re-enroll in the school
10581079 district that denied the student a standard diploma following the
10591080 denial of a standard diploma. The student shall be provided
10601081 remediation or intervention and the opportunity to com plete the
10611082 curriculum units or sets of comp etencies required by this section to
10621083 obtain a standard diploma. Students who re -enroll in the school
10631084 district to meet the graduation requirements of this section shall
10641085 be exempt from the hourly instructional requi rements of Section 1 -
10651086 111 of this title and the six-period enrollment requirements of this
10661087 section.
10671088 S. The State Department of Education shall collect and repor t

11651188 C. School districts shall provide instruction in personal

12121236 addition to any courses offered by the school district or a
12131237 partnering technology center school which integrate or embed the
12141238 required personal financial literacy instruction .
12151239 E. D. Students with the most significant cognitive disabil ities
12161240 (MSCD) who have an Individualized Education Program (IEP) that

12561281 section. The standard s shall be incorporated into the state
12571282 academic content standards adopted by the Board pursuant to Section
12581283 11-103.6 of this title.
12591284 G. F. The State Department of Education shall:
12601285 1. Develop guidelines and material designed to enable schools
12611286 to infuse personal financial literacy within any course of study
12621287 currently offered by the scho ol district or offer personal financial
12631288 literacy as a separate course and shall develop guidelines a nd
12641289 material designed to enable schools flexibility to integrate
12651290 personal financial literacy within coursework as determined by the
12661291 school district. The guidelines shall outline the areas of

13081334 existing course or co urses of study or for to assist schools in
13091335 developing a separate personal financ ial literacy course. Any
13101336 online curricula provided or identified by the Department shall
13111337 include an assessment component for each area of instruction listed
13121338 in subsection A of this section and resources for schools seeking to
13131339 offer a separate personal financial literacy course. The Department
13141340 shall provide support to schools seeking to determine the mo st
13151341 appropriate coursework when embedded instruction is necessary ;

13561383 with a third-party, one or more Oklahoma-based not-for-profit
13571384 organization organizations that has have proven expertise in the
13581385 development of standards and curricula as well as delivery of
13591386 teacher professional development in personal financial literacy .
13601387 The Department may further use a third-party organization to deliver
13611388 professional development for teachers in the area of work with these
13621389 organizations for the purposes of developing personal financial
13631390 literacy standards, curricula, and guidelines; providing materials
13641391 and resources; and development of professional teacher learning
13651392 programs.

14021430 school district determines that the transferred student has
14031431 successfully completed instruction in any or all of the areas of
14041432 personal financial literacy instruction at a previous school in
14051433 which the student was enrolled or if the student demonstrates
14061434 satisfactory knowledge of any or all of the areas of personal
14071435 financial literacy instruction through an a ssessment, the school
14081436 district may exempt the student from completing instruct ion in that
14091437 area of personal financial literary instruction literacy. School
14101438 districts may use the assessment contained in the online curricula
14111439 provided or identified by the Sta te Department of Education pursuant
14121440 to subsection G of this section to determi ne the personal financial
14131441 literacy knowledge level of the student. School dist ricts may also
14141442 use the online curricula to present an area of instruction to
14151443 transferred students w ho have not completed or who did not

14511480 for a personal financial literacy passport course pursuant to the
14521481 provisions of Section 11-103.6 of this title. School districts
14531482 shall still encourage completion of instructi on in personal
14541483 financial literacy.
14551484 J. H. The State Textbook Committee created in Section 16-101 of
14561485 this title may, when selecting textbooks for mathematics , economics,
14571486 or similar courses, select those textbooks wh ich contain substantive
14581487 provisions on personal finance.
14591488 K. I. In order to deliver high-quality consistent personal
14601489 financial literacy instruction, school School districts shall to the
14611490 extent possible may assign the responsibility for teaching personal
14621491 financial literacy to the same teacher or teachers with secondary
14631492 education certifications closely related to agricultural education,
14641493 business and information technology, economics, fam ily and consumer
14651494 sciences, history and social studies, marketing, or mathematics.

14921522 Upon request of a school district, the State Department of Education
14931523 may review a teacher 's certification to de termine qualifications
14941524 under this subsection. School districts may assign the
14951525 responsibility for teaching personal financial literacy to one
14961526 teacher or group of teachers with approp riate qualifications on a
14971527 continuing basis.
14981528 L. J. Beginning with the 2020 -2021 school year, all teachers
14991529 who are assigned the responsibility for teaching personal financial
15001530 literacy shall complete ongoing p rofessional development training in
15011531 the areas of personal financial literacy instruction in accordance
15021532 with guidelines established b y the State Department of Education.
15031533 SECTION 3. AMENDATORY 70 O.S. 2021, Section 11 -103.6h-1,
15041534 is amended to read as follows:
15051535 Section 11-103.6h-1 There is hereby created in the State
15061536 Treasury a revolving fund for the State Departm ent of Education to
15071537 be designated the "Personal Financial Literacy Education Revolving
15081538 Fund". The fund shall be a continuing fund, not subject to fiscal
15091539 year limitations, and shall consist of all monies directed to be
15101540 deposited in the fund pursuant to Sec tion 30 3-211 of this act Title
15111541 14A of the Oklahoma Statutes and any other monies received by the
15121542 Department for such purpose from any other public or private source.
15131543 All monies accruing to the credit of the fund are hereby
15141544 appropriated and may be budgete d and expended by the Dep artment for
15151545 the purposes set forth in Section 11 -103.6h of Title 70 of the
