29110 BE IT ENACTED BY THE PEO PLE OF THE STATE OF OKLAHOMA:

31111 SECTION 1. NEW LAW A new sectio n of law to be codified
32112 in the Oklahoma Statutes as Section 173.1 of Title 47, unless there
33113 is created a duplication in numbering, reads as follows:

35114 A. There is hereby created, until July 1, 2024, the State Task
36115 Force on Motor Carrier Regulation and Enfor cement. The Task Force
37116 shall be composed of the following seven (7) members:

39-1. The Commissioner of Public Safety or designee;

117+1. The Commissioner of the Department of Public Safety or
118+designee;
41119 2. One member of the Oklahoma Corporation Commission or
42120 designee;
121+3. The Cabinet Secretary of Public Safety or designee;
122+4. The Cabinet Secretary of Transpor tation or designee;

48149 5. One member selected by the Governor, who shall serve as the
49150 chair of the Task Force;

51151 6. One member designated by the Speaker of the Oklahoma House
52-of Representatives, who shall be a current member of the Oklahoma

55154 7. One member designated by the President Pro Tempore of the
56-Oklahoma State Senate, who shall be a current membe r of the Oklahoma

59157 B. A majority of the members shall constitute a quorum for the
60158 purpose of conducting the business of the Task Force. The Task
61159 Force shall meet monthly and at such other times as may be called by
62160 the chair.

64161 C. Members of the Task Force shall receive no compensation for
65162 serving on the Task Force but shall receive travel reimbursement for
66163 necessary travel expenses in curred in the performance of their
67164 duties by their respective agencies in accordance w ith the State
68165 Travel Reimbursement Act.

70166 D. The State Task Force on Motor Carrier Regulation and
71167 Enforcement shall:

73168 1. Study, evaluate, and make recommendations regardin g the
74169 adequacy, scope, and effectiveness of regulatory, licensing, and
75170 permitting programs applicable to the motor ca rrier industry;

77171 2. Study, evaluate, and make recommendations regarding
78172 strategies to enhance the efficiency and effectiveness of state law

79199 enforcement's regulation of public safety and enforcement of laws
80200 applicable to the motor carrier industry;

82201 3. Study, evaluate, and make recommendations regarding the
83202 adequacy, scope, and effect of civil and criminal enforcement
84203 mechanisms of state laws governing the motor carrier industry;
85-
86204 4. Study, evaluate, and make recommendations re garding
87205 combining within a stat e agency any motor carrier regulatory
88206 programs or law enforcement functions; and

90207 5. Study, evaluate, and make recommendations regarding an y
91208 other matters determined by the Task Force to be relevant to the
92209 purpose of this act.

94210 E. The Corporation Commissio n, the Department of Public Safety,
95211 and the Department of Transportation shall make all information and
96212 records available to the Task Force as the Task Force may require.
97213 These agencies shall also make their employees availab le to the Task
98214 Force for the Task Force to interview and gather information.

100215 F. On or before December 1, 2023, the Task Force shall prepare
101216 a report of its findings and recommendations to be submitted to the
102217 Governor, the Speaker of the Oklahoma House of Representatives, the
103-President Pro Tempore of the Oklahoma State Senate, and the Chair of
104-the Public Safety and Transportatio n Committees in both the Oklahoma
105-House of Representatives and the Oklahoma State Senate, and the
106-minority leaders of both the Oklahoma House of Representatives and
107-the Oklahoma Senate.
