52	52	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAH OMA:
53	53	SECTION 1. NEW LAW A new sectio n of law to be codified
54	54	in the Oklahoma Statutes as Section 5001 of Title 62, unless there
55	55	is created a duplication in numbering, reads as fo llows:
56	56	Unless the federal law, whether federal statute, federal
57	57	administrative rule, federal interpretive guidance or similar
58	58	provision prohibits or restricts the transfer or allocation, any
59	59	funds transferred, allocated or otherwise made available to the
60	60	State of Oklahoma pursuant to federal law, whether enact ed by
61	61	Congress or pursuant to federal administrative rules, shall be
62	62	transferred to the F ederal Funds Holding Account created pursuant to

89	89	Section 2 of this act and shall be subject to appropriation by the
90	90	Legislature.
91	91	SECTION 2. NEW LAW A new section of law to be codified
92	92	in the Oklahoma Statutes as Section 5002 of Title 62, unless there
93	93	is created a duplication in numbering, reads as follows:
94	94	There is hereby created within the G eneral Revenue Fund of the
95	95	State Treasury the "Federal Funds Holding Account ". Unless federal
96	96	law prohibits or res tricts it, all funds authorized or required to
97	97	be paid to the State of Oklahoma by the federal government, its
98	98	agencies, instrumentalities or other federal governmental entity
99	99	shall be deposited o r transferred to the credit of the Federal Funds
100	100	Holding Account and shall be subject to appropriation by the
101	101	Legislature.
102	102	SECTION 3. This act shall become effective July 1, 202 3.
103	103	SECTION 4. It being immediately necessary for the preservation
104	104	of the public peace, health or safety, an emergency is hereby
105	105	declared to exist, by reason whereof this act shall take effect and
106	106	be in full force from and after its passage and ap proval.
