5350 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5451 SECTION 1. AMENDATORY 70 O.S. 2021, Section 3311.17, is
5552 amended to read as follows:
5653 Section 3311.17 A. Any state-supported technology center
5754 school in this state operating under the State Board of Career and
5855 Technology Education or any higher educatio n institution in this
5956 state shall be authorized to, upon application and approval of the
6057 Council on Law Enforcement Education and Training (CLEET), offer
6158 courses of study for law enforcem ent certification, basic peace
6259 officer certification academies and ot her law-enforcement-related
6360 training. Commissioned and noncommissio ned individuals and those
6461 individuals appointed or not appointed by a law enforcement agency

92-may attend the courses or training offered by the t echnology center
9389 school or higher education institution. CLEET shall vote to approve
9490 or deny an application to offer courses or training offered p ursuant
9591 to this section. Notice of denial of application shall include a
9692 clear and concise statement for whi ch the denial is based. The
9793 application created by CLEET shall not ex ceed twenty pages in total
9894 form. Courses and training offered by authorized entities shall
9995 consist of actual classroom training at each ent ity location.
10096 Authorized entities may contrac t with CLEET, counties, or
10197 municipalities for non-classroom training.
10298 B. Any courses or training offered pursua nt to this section
10399 shall meet minimum standards established for peace officers as set
104100 forth in Section 3311 of this tit le and meet all applicabl e
105101 eligibility requirements for students to r eceive benefits pursuant
106102 to any of the federal G.I. bills. All part icipants in any courses
107103 or training offered pursuant to this section shall be required to
108104 submit all background investi gation requirements as se t forth in
109105 Section 3311 of this title.
110106 C. Any state-supported technology center school in this state
111107 operating under the State Board of Career and Technology Education
112108 or any higher education institution in th is state shall be
113109 authorized to set and admini ster their own rates for tuition and
114110 fees for courses or training offe red pursuant to this section.
111+D. Notwithstanding any other provision of law, any materials

142-D. Notwithstanding any other provision of law, any materials
143-and records provided by CLEET to any institution of higher education
144139 or state-supported technology center school conducting a basic law
145140 enforcement training shall r emain the property of CLEET and retain
146141 confidential status and shall not be r eleased except under the
147142 conditions contained in Section 24A.8 of Title 51 of the Ok lahoma
148143 Statutes. In addition, any materials and records provided by any
149144 institution of higher education or state-supported technology ce nter
150145 school conducting basic law en forcement training to CLEET shall be
151146 subject to these same limi tations on release. Such materials and
152147 records include, but are not limited to, all recor ds maintained
153148 pursuant to Section 3311 of this title and records rel ating to any
154149 employed or certified full-time officer, reserve officer, retired
155150 officer or other person; teacher lesson plans, tests and other
156151 teaching materials; and personal communication s concerning
157152 individual students except under the circumstances set forth in
158153 Section 24A.8 of Title 51 of the Oklahoma Statutes.
159154 SECTION 2. This act shall become effectiv e November 1, 2023.
