AS INTRODUCED 
 
An Act relating to schools; defining term; directing 
State Department of Educat ion to develop best 
practices and recommendations for instruction in 
digital citizenship, internet safety, and media 
literacy; establishing deadline for best practices 
and recommendations; requiring Department to c onsult 
with certain experts; providing minimum criteria for 
best practices; including certain recommendations; 
requiring annual review by school district of certain 
policies and procedures ; establishing criteria for 
annual review; authorizing promulgation of rules; 
providing for codificatio n; and providing an 
effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 11-301 of Title 70, unless there 
is created a duplication in numbering, reads as follows: 
A. As used in this section, "digital citizenship" means the 
norms of appropriate, responsible, and healthy behavior related to 
current technology use, including digital and media literacy, 
ethics, etiquette, and security.  Digital citizenship also includes 
the ability to access, analyze, evaluate, develop, produce, and

interpret media, as well as internet safety and cyberbullying 
prevention and response. 
B. By December 1, 2023, the State Department of Ed ucation, in 
consultation with experts in digital citizenship, internet safety, 
and media literacy, shall develop best practices and recommendations 
for instruction in digital citizenship, internet safety, and media 
literacy. 
C.  Best practices developed b y the Department shall include, at 
a minimum: 
1.  Information that provides guidance a bout thoughtful, safe, 
and strategic uses of online and other media resources ; and 
2.  Instruction on how to apply critical thinking skills when 
consuming and producing inf ormation online. 
D.  Recommendations from the Department may include: 
1.  Revisions to the subject matter standards for educational 
technology; 
2.  School district processes necessary to develop customized 
district policies and procedures on electronic resources and 
internet safety; and 
3.  Best practices, resources, and models for instruction in 
digital citizenship, internet safety, and media literacy. 
E.  Beginning in the 2024 -2025 school year, a school district 
shall annually review its policy and procedures on electronic

resources and internet safety.  A s part of the review, the school 
district shall: 
1.  Involve a representation of students, parents or guardians, 
teachers, librarians, other school employees, administrators, and 
community representatives with experience or expertise in digital 
citizenship, media literacy, and internet safety issues; 
2.  Consider existing school district resources; and 
3.  Consider best practices, resources, and models for instruction 
in digital citizenship, inter net safety, and media literacy, including 
methods to involve parents or guardians. 
F.  The Department may promulgate rules to implement the provisions 
of this section. 
SECTION 2.  This act shall become effective November 1, 2023.
