43	38		An Act relating to marriage; amending 43 O.S. 2021,
44	39		Section 7, as amended by Section 3 , Chapter 241,
45	40		O.S.L. 2022 (43 O.S. Supp. 2022, Section 7) , which
46	41		relates to marriage ceremonies; modifying who may
47	42		perform formal ceremonies; and providing an effective

53	46		BE IT ENACTED BY THE PEOPLE OF THE ST ATE OF OKLAHOMA:
54	47		SECTION 1. AMENDATORY 43 O.S. 2021, Section 7, as
55	48		amended by Section 3, Chapter 241, O.S.L. 2022 (43 O.S. Supp. 2022,
56	49		Section 7), is amended to read as follows:
57	50		Section 7. A. All marriages must be contracted by a formal
58	51		ceremony performed or solemnized in the presence of at least two
59	52		adult, competent persons as witn esses, by a judge or retired judge
60	53		of any court in this state, or an ord ained or authorized preac her or
61	54		minister of the Gospel, priest, deacon, elder, or other
62	55		ecclesiastical dignitary of any denomination who has been duly
63	56		ordained or authorized by the chu rch to which he or she belongs to
	57	+	preach the Gospel, or a rabbi and who is at least eigh teen (18)
	58	+	years of age.

93	85		B. 1. The judge shall place his or her order of appointment on
94	86		file with the office of the court clerk of the county in which he or
95	87		she resides.
96	88		2. The preacher, minister, priest, deacon, elder, rabbi, or
97	89		ecclesiastical dignitar y shall certify on the marriage certificate
98	90		that he or she holds credentials or authority from his or her church
99	91		or synagogue authorizing him or her to solemnize ma rriages.
100	92		C. No person herein authorized to perform or solemnize a
101	93		marriage ceremony shall do so unless he or she has good reason to
102	94		believe the persons pr esenting themselves before him or her for
103	95		marriage are the identical persons named in the license, and for
104	96		whose marriage the same was issued, and that there is no legal
105	97		objection or impediment to such marriag e.
106	98		D. Marriages between pe rsons belonging to t he society called
107	99		Friends, or Quakers, the spiritual assembly of the Baha 'is, or the
108	100		Church of Jesus Chris t of Latter Day Saints, which have no ordained
109	101		minister, may be solemnized by the persons and in the ma nner
110	102		prescribed by and prac ticed in any such so ciety, church, or
111	103		assembly.
112	104		SECTION 2. This act shall become effective November 1, 2023.
