30	57		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

32	58		SECTION 1. NEW LAW A new section of law not to be
33	59		codified in the Oklahoma Statutes reads as follows:

35	60		This act shall be known and may be cited as the "Oklahoma Center
36	61		for the Advancement of Science and Technology Program Modernization
37	62		Act".

39	63		SECTION 2. AMENDATORY 74 O.S. 2021, Section 5060.16, is
40	64		amended to read as follows:

42	92		Section 5060.16 The Oklahoma Center for the A dvancement of
43	93		Science and Technology, with the advice and consent of the
44	94		Committee, shall may:

46	95		1. Establish and operate a state program designed to secure and
47	96		impartially distribute funds credited to the Research Support
48	97		Revolving Fund to support professi onal service contracts f or health
49	98		research projects;

51	99		2. Ensure that funding to support health research projects is
52	100		awarded only on the basis of scientific merit;

54	101		3. Design the health research program to ensure the optimum
55	102		performance of the investigator and the maximum efficien cy of the
56	103		project;

58	104		4. Evaluate and approve health research projects to be funded
59	105		from the Research Support Revolving Fund;

61	106		5. Establish a proced ure for the referral of proposed health
62	107		research projects to the Committee for review;

64	108		6. Establish procedure s for review of proposed health research
65	109		projects by qualified individuals residing outside this state;

67	110		7. Suspend or terminate any professional service contract
68	111		supporting health research projects for failure by an investigator,
69	112		institution of higher lea rning, or nonprofit research institution to
70	113		comply with the procedures, requirements, or bylaws of the Center;
