3057 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

3258 SECTION 1. NEW LAW A new section of law not to be
3359 codified in the Oklahoma Statutes reads as follows:

3560 This act shall be known and may be cited as the "Oklahoma Center
3661 for the Advancement of Science and Technology Program Modernization

4292 Section 5060.16 The Oklahoma Center for the A dvancement of

4695 1. Establish and operate a state program designed to secure and
4796 impartially distribute funds credited to the Research Support
4897 Revolving Fund to support professi onal service contracts f or health
4998 research projects;

5199 2. Ensure that funding to support health research projects is
52100 awarded only on the basis of scientific merit;

54101 3. Design the health research program to ensure the optimum
55102 performance of the investigator and the maximum efficien cy of the
56103 project;

58104 4. Evaluate and approve health research projects to be funded
59105 from the Research Support Revolving Fund;

61106 5. Establish a proced ure for the referral of proposed health
62107 research projects to the Committee for review;

64108 6. Establish procedure s for review of proposed health research
65109 projects by qualified individuals residing outside this state;

67110 7. Suspend or terminate any professional service contract
68111 supporting health research projects for failure by an investigator,
69112 institution of higher lea rning, or nonprofit research institution to
70113 comply with the procedures, requirements, or bylaws of the Center;
