5259 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5360 SECTION 1. NEW LAW A new section of law to be codified
5461 in the Oklahoma Statutes as Section 2501 of Title 70, unless there
5562 is created a duplication in numbering, reads as follows:
5663 A. Beginning July 1, 2023, there is hereby created the Oklahoma
5764 Critical Industries Scholarship Program. The program shall be a
58-four-year pilot program to encourage hig h school graduates to pursue
59-degree-seeking or certificate -seeking post-secondary education

92+four-year pilot program to encourage hig h school graduates to pursue
93+degree-seeking or certificate -seeking post-secondary education
8694 training in industries which are critical to the economic growth of
8795 the state.
8896 B. The Oklahoma Critical Industries Scholarship Program shall
8997 be administered by the Oklahoma State Regents for Higher Education.
9098 The scholarship amounts and student eligibility for the program
9199 shall be established by the Oklahoma State Regents for Higher
92100 Education and may vary by individual higher education institution or
93101 technology center school. At a minimum, eli gible students shall be:
94102 1. Enrolled full-time at a state public higher edu cation
95103 institution or state public technology center school;
96104 2. Pursuing a degree or certification in an accredited critical
97105 industry program; and
98106 3. Shall not be pursuing a graduate degree.
99107 C. Eligible critical industry programs offered by state public
100108 higher education ins titutions and state public technology center
101109 schools shall be identified by the Oklahoma State Regents for Higher
102110 Education, in coordination with the S tate Board of Career and
103-Technology Education, and shall include computer science,

105113 D. The program shall match state funds up to Fifteen Million
106114 Dollars ($15,000,000.00) on a pro rata basis with funds from state
107115 public higher education institutions , state public technology center

143+schools, and private funding sources to provide scholarships for
135144 eligible students. State matching funds shall be capped for each
136145 higher education institution and technology center school.
137146 E. If sufficient funds are not available to award scholarships
138147 to eligible participants during any fiscal year, the Chancellor may
139148 make reductions in the p ayments made to participants.
140149 F. At the time a scholarship is awarded on behalf of the
141150 Oklahoma Critical Industries Scholarship Program, the Oklahoma State
142151 Regents for Higher Education may set aside funds for the full
143152 commitment made to a participating student.
144153 G. The Oklahoma State Regents for Higher Educatio n may utilize
145154 Oklahoma Critical Industries Scholarship Program designated funds
146155 for administration of the program.
147156 H. The Oklahoma State Regents for Higher Education in
148157 cooperation with the State Board of Career and Technology Education
149158 shall prepare and submit an annual report on the Oklahoma C ritical
150159 Industries Scholarship Program on or before July 1 of each year to
151160 the Speaker of the Oklahoma House of Representatives, the President
152161 Pro Tempore of the Oklahoma State Senate, and the Governor.
153162 SECTION 2. This act shall become effective July 1, 2023.
154163 SECTION 3. It being immediately necessary for the preservation
155164 of the public peace, health or safety, an emergency is he reby
