4040 An Act relating to alternative court programs ;
4141 directing the Administrati ve Office of the Courts to
4242 create and implement a consolidation plan for
4343 alternative court programs; placing alternative court
4444 programs under the supervision and control of the
4545 Administrative Office of the Courts; stating
4646 requirements of consolidation; providing time
4747 limitation; requiring collaboration with certain
4848 state agencies, entities and program providers;
4949 requiring submission of annual report; providing for
5050 codification; and providing an effective date.

5656 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5757 SECTION 1. NEW LAW A new section of law to be codified
5858 in the Oklahoma Statutes as Section 3001 of Title 22, unless there
5959 is created a duplication in numbering, reads as follows:
6060 A. Upon the effective date of this act, the Administrative
6161 Office of the Courts shall create and implement a plan to
6262 consolidate all alternative court programs in the State of Oklahoma
6363 including, but not limited to, d rug courts as authorized pursuant to
6464 the Oklahoma Drug Court Act, mental health courts as authorized
6565 pursuant to the Anna McBride Act, and domestic violence courts as

9292 authorized pursuant to Section 61 of Title 22 of the Oklahoma
9393 Statutes. The alternative court programs shall be placed under the
9494 supervision and control of the Administrative Office of the Courts .
9595 B. The alternative court structure within the Administrative
9696 Office of the Courts shall be organized in a manner that, among
9797 other things, provides for centralized services and combines the
9898 administrative functions of the various alternative court programs
9999 in order to increase efficiencies and eliminate the duplication and
100100 overlapping of said functions.
101101 C. The Administrative Office of the Courts shall have three (3)
102102 years from the effective date of this act to implement and establish
103103 the new organizational structure within the Administrative Office of
104104 the Courts.
105105 D. The Administrative Office of the Courts shall collaborate
106106 with the District Attorneys Council, the various alternative court
107107 programs, program providers, and any other state agencies deemed
108108 necessary to implement the provisions of this act.
109109 E. The Administrative Director of the Courts shall prepare
110110 annually and distribute to the chair of the Criminal Justice and
111111 Corrections Committee of the Oklahoma House of Represen tative and
112112 the chair of the Judiciary committee of the Oklahoma State Senate a
113113 report detailing the status of the consolidation, and the
114114 administrative costs, if any, required to administer and fully
115115 implement the provisions of this act.
