6760 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6861 SECTION 1. AMENDATORY 70 O.S. 2021, Section 11 -103.6, as
6962 amended by Section 51, Chapter 228, O.S .L. 2022 (70 O.S. Supp. 2022,
7063 Section 11-103.6), is amended to read as follows:
64+Section 11-103.6 A. 1. The State Board of Education shall

98-Section 11-103.6 A. 1. The State Board of Education shall
99-adopt subject matter stand ards for instruction of students in the
100-public schools of this state that are necessary t o ensure there is
101-attainment of desired levels of competencies in a variety of areas
10294 to include language, mathematics, science, social studies,
10395 communication, and health and physical education.
10496 2. School districts shall deve lop and implement curriculum,
10597 courses and instruction in order to ensure that students meet the
10698 skills and competencies as set forth in t his section and in the
10799 subject matter standards adopted by the State Board of Education.
108100 3. All students shall gain li teracy at the elementary and
109101 secondary levels. Students shall develop skills in reading,
110102 writing, speaking, computing and critical think ing. For purposes of
111103 this section, critical thinking means a manner of analytical
112104 thinking which is logical and uses l inear factual analysis to reach
113105 a conclusion. They shall learn about cultures and environments -
114106 their own and those of others with whom they share the earth. All
115107 students shall receive the instruction needed to lead healthy and
116108 physically active lifesty les. Students, therefore, shal l study
117109 social studies, literature, languages, the arts, health, mathematics
118110 and science. Such curricula shall provide for the teaching of a
119111 hands-on career exploration program in cooperation with technology
120112 center schools.
113+4. The subject matter standard s shall be designed to teach the
114+competencies for which students shall be tested as provided in
115+Section 1210.508 of this title, and shall be designed to prepare all
116+students for active citizenship, employment and/or successfu l

148-4. The subject matter standard s shall be designed to teach the
149-competencies for which students shall be tested as provided in
150-Section 1210.508 of this title, and shall be designed to prepare all
151-students for active citizenship, employment and/or successfu l
152143 completion of postsecondary e ducation without the need for remedial
153144 coursework at the postsecondary level.
154145 5. The subject matter stand ards shall be designed with rigor as
155146 defined in paragraph 3 of subsection G of this section.
156147 6. The subject matter sta ndards for English Language Art s shall
157148 give Classic Literature and nonfiction literature equal
158149 consideration to other literature. In add ition, emphasis shall be
159150 given to the study of complete works of literature.
160151 7. At a minimum, the subject matter stand ards for mathematics
161152 shall require mastery of the standard algorithms in mathematics,
162153 which is the most logical, efficient way of solving a problem that
163154 consistently works, and for students to attain fluency in Euclidian
164155 geometry.
165156 8. The subject matter st andards for history, social stu dies and
166157 United States Government shall include study of important historical
167158 documents, including the Uni ted States Constitution, Declaration of
168159 Independence, Emancipation Proclamation, Federalist Papers and other
169160 documents with significant history and he ritage of the United
170161 States, and the content of the United States naturalization test,
171162 with an emphasis on the specific content of the test and the ideas
163+and concepts it references. Beginning with the 2022 -2023 school
164+year, the United States naturalizatio n test shall be administered in
165+accordance with subsection F of this section.

200-year, the United States naturalizatio n test shall be administered in
201-accordance with subsection F of this section.
202192 9. The subject matter stand ards for United States Government
203193 shall include an emphasis on civics, the structure and relationship
204194 between the national, state, county and local go vernments and
205195 simulations of the democratic process. For the purposes of this
206196 section, "civics" means the study of the rights and duties of
207197 Oklahoma and United States citizens and of how those governments
208198 work.
209199 10. The subject matter standards for comput er science shall
210200 include an emphasis on computing systems, networks and the Internet,
211201 data and analysis, algorithms and programming, and impacts of
212202 computing.
213203 11. The subject matter standards for health and physical
214204 education shall include but not be limi ted to the domains of
215205 physical, emotional, social and intellectual health. Health
216206 literacy shall include the ability to obtain, process and understand
217207 basic health informa tion and services needed to make appropriate
218208 health decisions. Health shall also in clude the importance of
219209 proper nutrition and exercise , mental health and wellness, substance
220210 abuse, coping skills for understanding and managing trauma,
221211 establishing and maintaining positive relationships and responsible
222212 decision making. Physical literacy shall include the ability to
213+move with competence an d confidence in a wide variety of physical
214+activities in multiple environments that benefit the healthy
215+development of the whole person.

253242 B. Subject to the provisions of subsection C of this section,
254243 in order to graduate from a public high school accredite d by the
255244 State Board of Education with a standard diploma, students shall
256245 complete the following college preparatory/wo rk ready curriculum
257246 units or sets of competencies at the secondary level:
258247 1. Four units or sets of competencies of English to include
259248 Grammar, Composition, Literature, or any English course approved for
260249 college admission requirements;
261250 2. Three units or s ets of competencies of mathematics, limited
262251 to Algebra I, Algebra II, Geometry, Trig onometry, Math Analysis,
263252 Calculus, Advanced Placement Statistics, or any mathematics course
264253 with content and/or rigor above Algebra I and approved for college
265254 admission requirements;
266255 3. Three units or sets of competencies of laboratory science
267256 approved for college admission requirements including one unit o r
268257 set of competencies of life science meeting the standards for
269258 Biology I; one unit or set of competencies of physical science,
270259 meeting the standards for Physical Science, Chemistry or Physics;
271260 and one unit or set of competencies from the domains of physic al
272261 science, life science or earth and space science such that the
273262 content and rigor is above Biology I or Physical Scie nce;

314302 graphics, excluding courses shall be excluded in addition to
315303 keyboarding or typing courses;
316304 6. One additional unit or set of competencies selected from
317305 paragraphs 1 through 5 of this subsection or career and technology
318306 education courses, concurrently enrolled courses, Advanced Placement
319307 courses or International Baccalaureate courses approved for colleg e
320308 admission requirements; and
321309 7. One unit or set of competencies of fine arts, such as music,
322310 art, or drama, or one unit or set of compe tencies of speech.
323311 C. In lieu of the requirements of subse ction B of this section
324312 which requires a college preparatory /work ready curriculum, a
313+student may enroll in the core curriculum as provided in subsection
314+D of this section upo n written approval of the parent or legal
315+guardian of the student. For students under the age of eighteen

352-student may enroll in the core curriculum as provided in su bsection
353-D of this section upo n written approval of the parent or legal
354-guardian of the student. For students under the age of eighteen
355342 (18) school districts shall require a parent or legal guardian of
356343 the student to meet with a designee of the school prior to
357344 enrollment in the core c urriculum. The State Department of
358345 Education shall develop and distribute to school districts a form
359346 suitable for this purpose, which shall include information on the
360347 benefits to students of completing the college preparatory/work
361348 ready curriculum as prov ided for in subsection B of this section.
362349 D. For those students subject to the requirements of subsection
363350 C of this section, in order to graduate from a public high school
364351 accredited by the State Board of Education with a standard diploma,
365352 students shall complete the following core curriculum units or sets
366353 of competencies at the secondary level:
367354 1. Language Arts – Four units or sets of competencies, to
368355 consist of one unit or set of competencies of grammar and
369356 composition, and three units or sets of compet encies which may
370357 include, but are not limited to, the follo wing courses:
371358 a. American Literature,
372359 b. English Literature,
373360 c. World Literature,
374361 d. Advanced English Courses, or
362+e. other English courses with content and/or rigor equal
363+to or above grammar and co mposition;
364+2. Mathematics – Three units or sets of compete ncies to consist
365+of one unit or set of competencies of Algebra I or Algebra I taught

407393 which may include, but are not limited to, th e following courses:
408394 a. Algebra II,
409395 b. Geometry or Geometry taught in a contextual
410396 methodology,
411397 c. Trigonometry,
412398 d. Math Analysis or Precalculus,
413399 e. Calculus,
414400 f. Statistics and/or Probability,
415401 g. Computer Science or acceptance and successful
416402 completion of one (1) year of a full -time, three-hour
417403 career and technology program leading to an industry
418404 credential/certificate or college credit. The State
419405 Board of Career and Technology Education shall
420406 promulgate rules to define the provisions of this
421407 section related to the accepted industry -valued
422408 credentials which are in dustry-endorsed or industry-
423409 aligned. The list of accepted industry -valued
424410 credentials shall be reviewed annually and updated at
425411 least every three (3) years by the Board,
412+h. (1) contextual mathematics courses which enhance
413+technology preparation, or
414+(2) a science, technology, engineering and math
415+(STEM) block course meeting the requirements for

473458 3. Science – Three units or sets of competencies to consist of

475460 a contextual methodology, and two units or sets of compet encies in

462+may include, but are not limited to, the following courses:

617599 E. 1. In addition to the curriculum requirements of either
618600 subsection B or D of this sec tion, in order to graduate from a
619601 public high school accredited by the State Board of Education
620602 students shall complete the requirements for a personal financial
621603 literacy passport as set forth in the Passport to Financial Literacy
622604 Act and any additional co urse requirements or recommended elective
623605 courses as may be established by the Sta te Board of Education and
624606 the district school board. School districts shall strongly
625607 encourage students to complete two units or sets of competencies of
608+world languages and two units or sets of competencies of physical
609+and health education.
610+2. No student shall receive credit for high school graduation
611+more than once for completion of the same unit or set of
612+competencies to satisfy the curriculum requirements of this section.
613+3. A school district shall not be required to offer every
614+course listed in subse ctions B and D of this section but shall offer

655-2. No student shall receive credit for high school graduation
656-more than once for completion of the same unit or set of
657-competencies to satisfy the curriculum requirements of this section.
658-3. A school district shall not be required to offer every
659-course listed in subse ctions B and D of this section but shall offer
660641 sufficient courses to allow a student to meet the graduation
661642 requirements during the secondary grade years of the student.
662643 F. 1. In addition to the curriculum requirements of either
663644 subsection B or D of this section, beginning with ninth graders in
664645 the 2021-22 school year, in order to graduate from a public high
665646 school accredited by the State Board of Education, students shall
666647 pass the United States naturalization test pursuant to the
667648 provisions of this subse ction.
668649 2. School districts shall offer the United States
669650 naturalization test to students at least once per school year,
670651 beginning as early as eighth grade at the discretion of the school
671652 district; provided, any student may retake the exam upon request,
672653 and as often as desired, until earning a passing score. For
673654 purposes of this subsection, a passing score shall be 60 out of 100
674655 questions.
675656 3. School districts shall exempt st udents with disabilities
676657 whose individualized education program (IEP), consistent with state
658+law, indicates that the student is to be assessed with alternate
659+achievement standards through the Oklahoma Alternate Assessment
660+Program (OAAP).
661+G. For purposes of this section:
662+1. "Contextual methodology" means academic content and skills
663+taught by utilizing real -world problems and projects in a way that
664+helps students understand the application of that knowledge;

704-law, indicates that the student is to be assessed with alternate
705-achievement standards through the Oklahoma Alternate Assessment
706-Program (OAAP).
707-G. For purposes of this section:
708-1. "Contextual methodology" means academic content and skills
709-taught by utilizing real -world problems and projects in a way that
710-helps students unders tand the application of that knowledge;
711691 2. "Qualified agricultural education courses " means courses
712692 that have been determined by the State Board of Education to offer
713693 the sets of competencies for one or more science content areas and
714694 which correspond to academic science courses. Qualified
715695 agricultural education courses shall include, but are not limited
716696 to, Horticulture, Plant and Soil Science, Natural Resources and
717697 Environmental Science, and Animal Science. The courses shall be
718698 taught by teachers certified in agricultural education and comply
719699 with all rules of the Oklahoma Department of Car eer and Technology
720700 Education;
721701 3. "Rigor" means a level of difficulty that is thor ough,
722702 exhaustive and accurate and is appropriate for the grade level;
723703 4. "Sets of competencies " means instruction in those skills and
724704 competencies that are specified in the subject matter standards
725705 adopted by the State Board of Education and other skills and
726706 competencies adopted by the Board, without regard to specified
727707 instructional time; and

767746 districts that are not specifically listed in subsections B and D of
768747 this section. Options may include, but shall not be limi ted to,
769748 courses taken by concurrent enrollment, advanced placement, or
770749 correspondence, or courses bearing different titles.
771750 3. The State Board of Education shall approve an advanced
772751 placement computer science course to meet the requirements of course
773752 competencies listed in paragraph 2 of subsection B of this section
774753 if the course is taken in a student's senior year and the student is
775754 concurrently enrolled in or has successfully completed Algebra II.
776755 4. Technology center school districts may offer programs
777756 designed in cooperation with institutions of higher education which
778757 have an emphasis on a focused field of career study upon approval of
758+the State Board of Education and the independent district board of
759+education. Students in the tenth grade may be allo wed to attend

816794 district shall not be responsible for any costs incurred for that

818796 selection during the student 's secondary grade years to allow the
819797 student to receive the courses needed to meet the graduation
820798 requirements of this section. If the school district does not offer
821799 the necessary course selection du ring the student's secondary grade
822800 years, it shall be responsible for the cost of resident tuition at
823801 an institution in The Oklahoma State System of Higher Education,
824802 fees, and books for the concurrent enrollment course, and providing
825803 for transportation to and from the institution to the school site.
826804 It is the intent of the Legislature that for students enrolled
827805 in a concurrent enrollment course which is paid for by the school
828806 district pursuant to this paragraph, the institution charge only the
829807 supplementary and special service fees that are directly related to
808+the concurrent enrollment course and enrollment procedures for that
809+student. It is further the intent of the Legislat ure that fees for
810+student activities and student service facilities, including the
811+student health care and cultural and recreational service fees, not
812+be charged to such students.

867844 7. The three units or s ets of competencies in mathematics
868845 required in subsection B or D of this section s hall be completed in
869846 the ninth through twelfth grades. If a student completes any
870847 required courses or sets of competencies in mathematics prior to
871848 ninth grade, the student m ay take any other mathematics courses or
872849 sets of competencies to fulfill the requi rement to complete three
873850 units or sets of competencies in grades nine through twelve after
874851 the student has satisfied the requirements of subsection B or D of
875852 this section.
876853 8. All units or sets of competencies required for graduation
877854 may be taken in any se quence recommended by the school district.
878855 I. As a condition of receiving accreditation from the State
879856 Board of Education, all students in grades nine through twelve shall
880857 enroll in a minimum of six periods, or the equivalent in block
858+scheduling or other scheduling structure that allows for instruction
859+in sets of competencies, of rigorous academic and/or rigorous
860+vocational courses each day, which may include arts, vocal and
861+instrumental music, speech classes, and physical education classes.

928904 3. Internet-based courses or vocational -technical courses
929905 utilizing integrated or embedded skills for which no subject matter
930906 standards have been adopted by the State Board of Education may be
931907 approved by the Board, in consultation with the Oklahoma Department
908+of Career and Technology Education if the courses are offered at a
909+technology center school district, if such courses incorporate
910+standards of nationally recognized professional organizations and
911+are taught by certified teacher s.
912+4. Courses offered by a supplemental education organization

973948 of competencies as required in tests pursuant to the provisions of
974949 Section 1210.508 of this title. Such option shall be in lieu of the
975950 amount of course credits earned.
976951 L. The State Board of Education shall prescribe, adopt and
977952 approve a promotion system based on the attainment by students of
978953 specified levels of competencies in each area of the core
979954 curriculum.
980955 M. Children who have individualized education programs pursuant
981956 to the Individuals with Disabilities Education Act (IDEA), and who
982957 satisfy the graduati on requirements through the individualized
958+education program for that student shall be awarded a standard
959+diploma.
960+N. Students who enter the ninth grade in or prior to the 2 007-
961+08 school year who are enrolled in an alternative education program
962+and meet the requirements of their plans leading to high school
963+graduation developed pursuant to Section 1210.568 of this title
964+shall be awarded a standard diploma.

1021995 mathematics or science cou rse offered pursuant to Section 1210.404
1022996 of this title shall be granted academic credit toward meeting the
1023997 graduation requirements pursuant to paragraph 2 or 3, as
1024998 appropriate, of subsection B or D of this section.
1025999 Q. For purposes of this section, the cou rses approved for
10261000 college admission requirements shall be courses which are approved
10271001 by the Oklahoma State Regents for Higher Educ ation for admission to
10281002 an institution within The Oklahoma State System of Higher Education.
10291003 R. Students who have been denied a standard diploma by the
10301004 school district in whi ch the student is or was enrolled for failing
10311005 to meet the requirements of this sec tion may re-enroll in the school
10321006 district that denied the student a standard diploma following the
10331007 denial of a standard diplom a. The student shall be provided
1008+remediation or intervention and the opportunity to complete the
1009+curriculum units or sets of comp etencies required by this section to
1010+obtain a standard diploma. Students who re -enroll in the school
1011+district to meet the gra duation requirements of this section shall
1012+be exempt from the hourly instructional requirements of Section 1 -
1013+111 of this title and the six-period enrollment requirements of this
1014+section.

10721045 SECTION 2. AMENDATORY 70 O.S. 2021, Section 11 -103.6m,
10731046 is amended to read as follows:
10741047 Section 11-103.6m A. The State Department of Education sha ll
10751048 develop by December 31, 2019, a rubric for computer science prog rams
10761049 in elementary, middle and high schools to serve as a guide to
10771050 schools for implementing quality computer science programs.
10781051 B. The rubric shall include but not be limited to the followi ng
10791052 recommendations:
10801053 1. No less than one computer science course ta ught by a teacher
10811054 with a computer science cer tification at each school site, which may
10821055 include core content courses where computer science concep ts are
10831056 integrated; and

11281100 3. Be offered in an in-person setting or as a virtual or
11291101 distance course option only when a traditional clas sroom setting is
11301102 not feasible.
11311103 E. By June 30, 2025, and by June 30 each year thereafter, the
11321104 State Department of Education shall publish on its website a report
11331105 regarding computer science courses or content offered at each school
1106+and district during the previous school year. The report shall
1107+include the, at a minimum:
