68 | 61 | | SECTION 1. AMENDATORY 70 O.S. 2021, Section 11 -103.6, as |

105 | 97 | | courses and instruction in order to ensure that students meet the |

107 | 99 | | subject matter standards adopted by the State Board of Education. |
---|
108 | 100 | | 3. All students shall gain li teracy at the elementary and |
---|
109 | 101 | | secondary levels. Students shall develop skills in reading, |
---|
110 | 102 | | writing, speaking, computing and critical think ing. For purposes of |
---|
111 | 103 | | this section, critical thinking means a manner of analytical |
---|
112 | 104 | | thinking which is logical and uses l inear factual analysis to reach |
---|
113 | 105 | | a conclusion. They shall learn about cultures and environments - |
---|
114 | 106 | | their own and those of others with whom they share the earth. All |
---|
115 | 107 | | students shall receive the instruction needed to lead healthy and |
---|
116 | 108 | | physically active lifesty les. Students, therefore, shal l study |
---|
117 | 109 | | social studies, literature, languages, the arts, health, mathematics |
---|
118 | 110 | | and science. Such curricula shall provide for the teaching of a |
---|
119 | 111 | | hands-on career exploration program in cooperation with technology |
---|
120 | 112 | | center schools. |
---|
152 | 143 | | completion of postsecondary e ducation without the need for remedial |
---|
153 | 144 | | coursework at the postsecondary level. |
---|
154 | 145 | | 5. The subject matter stand ards shall be designed with rigor as |

167 | 158 | | documents, including the Uni ted States Constitution, Declaration of |

168 | 159 | | Independence, Emancipation Proclamation, Federalist Papers and other |
---|
169 | 160 | | documents with significant history and he ritage of the United |
---|
170 | 161 | | States, and the content of the United States naturalization test, |
---|
171 | 162 | | with an emphasis on the specific content of the test and the ideas |
---|
202 | 192 | | 9. The subject matter stand ards for United States Government |
---|
203 | 193 | | shall include an emphasis on civics, the structure and relationship |
---|
204 | 194 | | between the national, state, county and local go vernments and |

205 | 195 | | simulations of the democratic process. For the purposes of this |

206 | 196 | | section, "civics" means the study of the rights and duties of |

209 | 199 | | 10. The subject matter standards for comput er science shall |

210 | 200 | | include an emphasis on computing systems, networks and the Internet, |

211 | 201 | | data and analysis, algorithms and programming, and impacts of |

213 | 203 | | 11. The subject matter standards for health and physical |
---|
214 | 204 | | education shall include but not be limi ted to the domains of |

358 | 345 | | Education shall develop and distribute to school districts a form |

359 | 346 | | suitable for this purpose, which shall include information on the |

360 | 347 | | benefits to students of completing the college preparatory/work |
---|
361 | 348 | | ready curriculum as prov ided for in subsection B of this section. |
---|
362 | 349 | | D. For those students subject to the requirements of subsection |
---|
363 | 350 | | C of this section, in order to graduate from a public high school |
---|
364 | 351 | | accredited by the State Board of Education with a standard diploma, |
---|
365 | 352 | | students shall complete the following core curriculum units or sets |
---|
366 | 353 | | of competencies at the secondary level: |

367 | 354 | | 1. Language Arts – Four units or sets of competencies, to |
---|

---|
624 | 606 | | the district school board. School districts shall strongly |
---|
625 | 607 | | encourage students to complete two units or sets of competencies of |
---|
660 | 641 | | sufficient courses to allow a student to meet the graduation |

661 | 642 | | requirements during the secondary grade years of the student. |
---|
662 | 643 | | F. 1. In addition to the curriculum requirements of either |
---|
663 | 644 | | subsection B or D of this section, beginning with ninth graders in |
---|
664 | 645 | | the 2021-22 school year, in order to graduate from a public high |
---|
665 | 646 | | school accredited by the State Board of Education, students shall |
---|
666 | 647 | | pass the United States naturalization test pursuant to the |
---|
667 | 648 | | provisions of this subse ction. |
---|
668 | 649 | | 2. School districts shall offer the United States |
---|
669 | 650 | | naturalization test to students at least once per school year, |
---|
670 | 651 | | beginning as early as eighth grade at the discretion of the school |
---|
671 | 652 | | district; provided, any student may retake the exam upon request, |
---|
672 | 653 | | and as often as desired, until earning a passing score. For |
---|
673 | 654 | | purposes of this subsection, a passing score shall be 60 out of 100 |
---|
674 | 655 | | questions. |
---|
675 | 656 | | 3. School districts shall exempt st udents with disabilities |
---|
676 | 657 | | whose individualized education program (IEP), consistent with state |
---|
711 | 691 | | 2. "Qualified agricultural education courses " means courses |
---|
712 | 692 | | that have been determined by the State Board of Education to offer |
---|
713 | 693 | | the sets of competencies for one or more science content areas and |
---|
714 | 694 | | which correspond to academic science courses. Qualified |
---|
715 | 695 | | agricultural education courses shall include, but are not limited |
---|
716 | 696 | | to, Horticulture, Plant and Soil Science, Natural Resources and |
---|
717 | 697 | | Environmental Science, and Animal Science. The courses shall be |
---|
718 | 698 | | taught by teachers certified in agricultural education and comply |
---|
719 | 699 | | with all rules of the Oklahoma Department of Car eer and Technology |
---|
720 | 700 | | Education; |
---|
721 | 701 | | 3. "Rigor" means a level of difficulty that is thor ough, |
---|
722 | 702 | | exhaustive and accurate and is appropriate for the grade level; |
---|
723 | 703 | | 4. "Sets of competencies " means instruction in those skills and |
---|
724 | 704 | | competencies that are specified in the subject matter standards |
---|
725 | 705 | | adopted by the State Board of Education and other skills and |
---|
726 | 706 | | competencies adopted by the Board, without regard to specified |
---|
727 | 707 | | instructional time; and |
---|

768 | 747 | | this section. Options may include, but shall not be limi ted to, |
---|
769 | 748 | | courses taken by concurrent enrollment, advanced placement, or |
---|
770 | 749 | | correspondence, or courses bearing different titles. |
---|
771 | 750 | | 3. The State Board of Education shall approve an advanced |
---|
772 | 751 | | placement computer science course to meet the requirements of course |
---|
773 | 752 | | competencies listed in paragraph 2 of subsection B of this section |
---|
774 | 753 | | if the course is taken in a student's senior year and the student is |
---|
775 | 754 | | concurrently enrolled in or has successfully completed Algebra II. |
---|
776 | 755 | | 4. Technology center school districts may offer programs |
---|
777 | 756 | | designed in cooperation with institutions of higher education which |
---|
778 | 757 | | have an emphasis on a focused field of career study upon approval of |
---|

820 | 798 | | requirements of this section. If the school district does not offer |

821 | 799 | | the necessary course selection du ring the student's secondary grade |
---|
822 | 800 | | years, it shall be responsible for the cost of resident tuition at |
---|
823 | 801 | | an institution in The Oklahoma State System of Higher Education, |
---|
824 | 802 | | fees, and books for the concurrent enrollment course, and providing |
---|
825 | 803 | | for transportation to and from the institution to the school site. |
---|
826 | 804 | | It is the intent of the Legislature that for students enrolled |
---|
827 | 805 | | in a concurrent enrollment course which is paid for by the school |
---|
828 | 806 | | district pursuant to this paragraph, the institution charge only the |
---|
829 | 807 | | supplementary and special service fees that are directly related to |
---|
| 808 | + | the concurrent enrollment course and enrollment procedures for that |
---|
| 809 | + | student. It is further the intent of the Legislat ure that fees for |
---|
| 810 | + | student activities and student service facilities, including the |
---|

978 | 953 | | specified levels of competencies in each area of the core |

980 | 955 | | M. Children who have individualized education programs pursuant |
---|
981 | 956 | | to the Individuals with Disabilities Education Act (IDEA), and who |
---|
982 | 957 | | satisfy the graduati on requirements through the individualized |
---|
1017 | 991 | | O. Any student who completes the curriculum requirements of the |
---|
1018 | 992 | | International Baccalaureate Diploma Program shall be awarded a |
---|
1019 | 993 | | standard diploma. |

1025 | 999 | | Q. For purposes of this section, the cou rses approved for |

1026 | 1000 | | college admission requirements shall be courses which are approved |
---|
1027 | 1001 | | by the Oklahoma State Regents for Higher Educ ation for admission to |

1028 | 1002 | | an institution within The Oklahoma State System of Higher Education. |

1029 | 1003 | | R. Students who have been denied a standard diploma by the |
---|
1030 | 1004 | | school district in whi ch the student is or was enrolled for failing |
---|
1031 | 1005 | | to meet the requirements of this sec tion may re-enroll in the school |
---|
1032 | 1006 | | district that denied the student a standard diploma following the |
---|
1033 | 1007 | | denial of a standard diplom a. The student shall be provided |

---|
1181 | 1152 | | SECTION 3. This act shall become effective July 1, 2023. |
---|
1182 | 1153 | | SECTION 4. It being immediately necessary for the preservation |
---|
1183 | 1154 | | of the public peace, health or safety, an emergency is hereby |
---|
