32	58		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

34	59		SECTION 1. NEW LAW A new section of law to be codif ied
35	60		in the Oklahoma Stat utes as Section 5-148.1 of Title 70, unless
36	61		there is created a duplication in numbering, reads as follows:

38	62		A. The State Department of Education sh all establish and
39	63		maintain a three-year pilot program known as the School Resource
40	64		Officer Program.

49	97		C. For purposes of this section , "school resource officer"
50	98		means a law enforcement officer with sworn authority and training in
51	99		school-based law enforcemen t and crisis response wh o is assigned by
52	100		an employing law enforcement ag ency to work collaboratively with one
53	101		or more schools using community-oriented policing concepts.

55	102		SECTION 2. NEW LAW A new section of law to be codified
56	103		in the Oklahoma Statutes as Sec tion 5-148.2 of Title 70, unless
57	104		there is created a duplication in numbering, reads as follows:

59	105		A. There is hereby created in the State Treasury a revolving
60	106		fund for the State Department of Education to be designated the
61	107		"School Security Revolving Fund". The fund shall be a co ntinuing
62	108		fund, not subject to fiscal year limitations, and shall consist of
63	109		all monies received by the State Department of E ducation from:

65	110		1. Reimbursements, grants, or other monies received from other
66	111		state agencies and entities for school security;

68	112		2. Reimbursements, grants , or other monies received from the
69	113		United States government ob ligated to school security projects;
	114	+	3. Gifts, donations, and bequests; and
	115	+	4. Monies appropriated or apportioned by the Legislature.

75	142		B. All monies accruing to the cred it of the School Security
76	143		Revolving Fund are hereby appropriated and may be budgeted and
77	144		expended by the State Department of Education for the purposes of:

79	145		1. Establishing and maintaining a School Resource Officer
80	146		Program; and

82	147		2. Providing physical security enhancements for schools
83	148		including, but not limited to, school resource officers, cameras,
84	149		gates, lighting, locks, doors, windows, security geofencing, and
85	150		ballistic storm shelters.

87	151		Monies in the School Security Revolving Fund sh all supplement and
88	152		not supplant existing school security funding.

90	153		C. Expenditures from the School Security Revolving Fund shall
91	154		be made upon warrants issued by the State Treasurer against cl aims
92	155		filed as prescribed by law with the Director of the Office of
93	156		Management and Enterp rise Services for approval and payment.
94	157		Expenditures from the School Security Revolving Fund shall not
95	158		exceed Fifty Million Dollars ($50,000,000.00) in any fiscal year and
96	159		shall be divided equally among every public school district in the
97	160		state.

99	161		SECTION 3. This act shall become effective July 1, 2023.

101	162		SECTION 4. It being immediately necessary for the preservation
102	163		of the public peace, health, or safety, an emergency is hereby
103	164		declared to exist, by rea son whereof this act sh all take effect and
104	165		be in full force from and after its passage and approval .
