39	39	A Joint Resolution directing the Secretary of State
40	40	to refer to the people for their approval or
41	41	rejection a proposed amendm ent to Section 2 of
42	42	Article V of the Constitution of the State of

44	44	from statewide to each congressional district of the
45	45	state for certain petitions; providing bal lot title;

51	51	BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES AND THE SENATE OF THE
52	52	1ST SESSION OF THE 59TH OKLAHOMA LEGISLATURE:
53	53	SECTION 1. The Secretary of State shall refer to the people for
54	54	their approval or rejection, as and in the manner provided by law,
55	55	the following proposed amendment to Section 2 of Article V of the
56	56	Constitution of the State of Oklahoma to read as follows:
57	57	Section 2. The first power reserved by the people is the
58	58	initiative, and eight per centum percent (8%) of the legal voters of
59	59	each congressional district of this state shall have the right to
60	60	propose any legislative measure, and fifteen per centum twenty
61	61	percent (20%) of the legal voters of each congressional district of
62	62	this state shall have the right to propose ame ndments to the

88	88	Constitution by petition, and every such petition shall include the
89	89	full text of the measure so proposed. The second power is the
90	90	referendum, and it may be ordered (except as to laws n ecessary for
91	91	the immediate preservation of the public pe ace, health, or safety),
92	92	either by petition signed by five per centum percent (5%) of the
93	93	legal voters or by the Legislature as other bills are enacted. The
94	94	ratio and per centum percent of legal voters herei nbefore stated
95	95	shall be based upon the total number of votes cast at the last
96	96	general election for the Office of Governor.
97	97	SECTION 2. The Ballot Title for the proposed Constitutional
98	98	amendment as set forth in SECTION 1 of this resolution shall be in
99	99	the following form:

102	102	THE GIST OF THE PROPOSITION IS AS FOLLOWS:
103	103	This measure amends the Oklahoma Constitution. It amends the
104	104	section pertaining to initiative and referendum pet itions. The
105	105	amendment changes the percentage of legal voters necessary to
106	106	propose certain petitions from statewide to each congressional
107	107	district of this state.

137	137	immediately after the passage of this resolution, prepare and file
138	138	one copy thereof, including the Ballot Title set forth in SECTION 2
139	139	hereof, with the Secretary of State and one copy with the Attorney
