101-BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
102-SECTION 1. NEW LAW A new section of law to be codified
103-in the Oklahoma Statutes as Section 5-148.2 of Title 70, unless
104-there is created a duplication in numbering, reads as follows:
105-A. The State Departmen t of Education shall establish and
106-maintain the School Resource Officer Grant Program.
107-B. The purpose of the Sch ool Resource Officer Grant Program
108-shall be to improve school safety and enhance campus security by
10996 providing startup grants for school resourc e officer programs at
11097 public and private schools in rural or underserved areas.
11198 C. To qualify for an award from the program, a public school
11299 district shall agree to:
113100 1. Employ a school resource officer or enter into a contract or
114101 memorandum of understand ing with a local law enforcement a gency for
115102 the services of a school resource officer; and
116103 2. Provide fifty percent (50%) matching fun ds, which may be
117104 provided in partnership with a local law enforcement agency.
118105 D. Duties of a school resource officer emp loyed or contracted
119106 by school districts participating in the School Resource Officer
120107 Grant Program shall include but shall not be limit ed to assisting
121108 school administration in ensuring the physical safety of school
122109 buildings and the individuals in the scho ol buildings and shall not
123110 include student discipline issues that administration personnel are
124111 required to handle.
112+E. School resource officers employed or contracted by school
113+districts participating in the School Resource Officer Grant Program
114+shall successfully complete law enforcement active shooter emergency
115+response training given by the Council on Law Enforcement Education
116+and Training (CLEET) and approved by the Oklahoma Department of
117+Public Safety.
118+F. For purposes of this section, "school resource officer"

270-($20,000,000.00) or so much thereof as may be necessary to be
271-deposited in the Oklahoma School Security Revolving Fund created

300-pursuant to Section 51.2b of Title 7 4 of the Oklahoma Statutes.
301-B. Of the funds appropriated pursuant to subsection A of this
302-section:
303-1. Eighty-five percent (85%) shall be use d to provide Oklahoma
304-School Security Grant Program grants to public schools, technology
305-center schools, and private schools; and
306-2. Fifteen percent (15%) shall be used to provide Oklahoma
307-School Security Grant Program grants to institutions of higher
308-learning.
309-SECTION 5. AMENDATORY 74 O.S. 2021 , Section 51.2b, as
310-amended by Section 5, Chapter 302, O.S.L. 2022 (74 O.S. Supp. 2022,
311-Section 51.2b), is amended to read as f ollows:
312-Section 51.2b. A. This section shall be known and ma y be cited
313-as the “Oklahoma School Security Grant Program Act”.
314-B. The Oklahoma Department of Emergency Management shall
315-solicit proposals for and make gra nts for the enhancement of campus
316-security at institutions of higher learning, technology center
317-schools, public schools, and private schools.
318-C. The goals and objectives of the Oklahoma School S ecurity
319-Grant Program are to:
320-1. Increase the awareness of the public and educational
321-institutions of the risks, threats, and vulnerabilities of school
322-campuses as well as mitigation strategies;

349-2. Incentivize participation in school security training
350-programs designed to assess campus risks, threats, and
351-vulnerabilities;
352-3. Provide assistance to institutions of higher learning,
353-technology center schools, publ ic schools, and private schools
354-initiating or implement ing school security plans, programs, and
355-activities; and
356-4. Build upon the success of the pilot Educ ation Grant Program
357-established by the Oklahoma Office of Homeland Security.
358-D. The Department shall determine grant pro ject criteria and
359-establish a process for the consideration of prop osals. The
360-proposals shall be considered on a statew ide competitive basis among
361-peer institutions. To be eligible for an Oklahoma School Secu rity
362-Grant Program award, an institution of higher learning, technology
363-center school, publi c school, or private school s hall:
364-1. Have undergone a risk and vuln erability assessment conducted
365-by the Oklahoma School Security Institute; and
366-2. Agree to expend grant funds on items recommended by the risk
367-and vulnerability assessment and/or to provide behavioral threat
368-assessment and management training to employees.
369-E. On or before January 1, 2010, and each year thereafter, the
370-Department shall prepare an annual report on the Oklaho ma School
371-Security Grant Program and submit the report to the Governor, the
372-President Pro Tempore of the Senate , and the Speaker of the Ho use of
