77	77	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
78	78	SECTION 1. AMENDATORY 26 O.S. 2021, Section 14 -105, as
79	79	amended by Section 1, Chapter 292, O.S.L. 2022 (26 O.S. Supp. 2022,
80	80	Section 14-105), is amended to read as follows:
81	81	Section 14-105. A. 1. Any registered voter may apply for an
82	82	absentee ballot in person at the county election board, by United
83	83	States mail, by facsimile device as defined in Sec tion 1862 of Title
84	84	21 of the Oklahoma Statute s or by a means of electronic
85	85	communication designated by the Secretary of the State Election
86	86	Board. The Secretary of the State Election Board shall prescribe a
87	87	form to be used for the application, although any application
88	88	setting forth substantially the same facts shall be valid.

140	140	2. The form to be used for the application required pursuant to
141	141	this section shall contain a list of valid reasons for requesting
142	142	the absentee ballot. To receive an absentee ballot, the voter shall
143	143	select one reason for which the voter is unable to vote in person
144	144	early or on election day, described as follows:
145	145	a. absent from the jurisdiction,
146	146	b. illness or disability,
147	147	c. employment-related,
148	148	d. education-related,
149	149	e. military service,
150	150	f. religion,
151	151	g. serving as an election official,
152	152	h. seventy-five (75) years of age or older,
153	153	i. incarcerated or institutionalized,
154	154	j. serving on jury duty, or
155	155	k. participation in a confidentiality program.
156	156	B. 1. A registered voter applying for an absentee ballot by
157	157	means of electronic communication shall provide his or her name,
158	158	birth date, an identification number, and other informatio n as may
159	159	be prescribed by the Secretary of the S tate Election Board. The
160	160	name, birth date, and identification number provided on the
161	161	application must match the name, birth date, and identification
162	162	number in the voter registration record in order to apply for an
163	163	absentee ballot pursuant to this subsection .

215	215	2. If the voter does not recall which identificatio n number he
216	216	or she included in the voter registration record, the voter may
217	217	provide multiple identification numbers, at least one of which must
218	218	match the identification number in the voter registration record if
219	219	such record included an identification numbe r. If the name, birth
220	220	date, or any identification number provided does not match the voter
221	221	registration record, the voter shall be informed of the failure to
222	222	match the voter registration rec ord and shall be provided
223	223	information and instruction to contact the county election board.
224	224	3. If the voter registration record on file with the county
225	225	election board does not contain a birth date or identification
226	226	number, the voter shall not be eligible to apply for an absentee
227	227	ballot by means of electronic communicat ion but may apply for an
228	228	absentee ballot pursuant to subsection C of this section.
229	229	4. Identifying information such as birth date and
230	230	identification number shall not be modified online in an existing
231	231	voter registration except as provided in Section 4 -109.4 of this
232	232	title.
233	233	5. No later than January 1, 2023, a registered voter applying
234	234	for an absentee ballot pursuant to this subsection who meets the
235	235	criteria provided in Section 7-115.1 of this title shall be required
236	236	to confirm his or her address prior to submitting an application for
237	237	absentee ballot by means of electronic communication.

306	306	a number submitted on the regist ration application pursuant to
307	307	paragraph 3 of subsection A of Section 4-112 of this title.
308	308	SECTION 2. This act shall become effective November 1, 2023.
