24	54		registration services to certain persons; removing
25	55		authority to develop certain system; and declaring an

33	61		BE IT ENACTED BY THE PEOPL E OF THE STATE OF OKLAHOMA:

35	62		SECTION 1. AMENDATORY 26 O.S. 2021, Section 4 -109.3, as
36	63		amended by Section 15, Chapter 282, O.S.L. 2022 (26 O.S. Supp. 2022,
37	64		Section 4-109.3), is amended to read as follows:

39	65		Section 4-109.3. A. When a qualified elector applies for
40	66		issuance or renewal of an Oklahoma driver license, or issuance of a
41	67		state identification card issued pu rsuant to Section 6-105 of Title
42	68		47 of the Oklahoma Statutes, he or she shall be provided voter

44	97		Act. All completed The person shall be asked whether he or she
45	98		wishes to register to vote or to change his or her address for
46	99		voting purposes. A person who declines to register shall confirm

49	100		such choice in writing or by electronic means. Completed electronic
50	101		voter registration applications shall be electronically transmitted
51	102		by the agency accepting the application to the State Election Board
52	103		or county election board . Completed paper voter registration
53	104		applications shall be transmitted by the agency accepting the
54	105		application at the close of business each week to the State Election
55	106		Board in preaddressed, postage prepaid envelopes provided by the
56	107		State Election Board. If a person registers or declines to register
57	108		to vote, the office at which the pers on submits the voter
58	109		registration application or the fact that the person declined to
59	110		register shall remain confidential and will be used only for vo ter
60	111		registration purposes.

62	112		B. No voter registration services shall be offered to any
63	113		person who, at the time of a n application for issuance or renewal of
64	114		an Oklahoma driver license or st ate identification car d, provides
65	115		documentation that shows that t he person is not a citizen of the
66	116		United States.

68	117		C. A change of address for an Oklahoma driver license or state
69	118		identification card submitted by a registered voter shall also serve
70	119		as a change of address for voter registratio n purposes if the new

72	148		vote. If the new address is outside the county where the v oter is
73	149		currently registered to vote, the voter shall be sent a notice and
74	150		application with instructions for registering to vote at the new
75	151		address. A change of address for an Oklahoma driver license or
76	152		state identification card shall not be used to updat e a voter
77	153		registration address if the registrant states in writing or by
78	154		electronic means that the change of address is not for vot er
79	155		registration purposes.

81	156		C. D. Licensed operators shall receive fifty cents ($0.50) per
82	157		valid paper voter registration appl ication or application for change
83	158		in voter registration taken by themselves and employees of the
84	159		licensed operator’s office taken at the licensed operator’s office,
85	160		payable by the State Election Board.

87	161		D. E. Service Oklahoma shall notify the Secretary of the State
88	162		Election Board of licensed operator appointments. Service Oklahoma
89	163		shall notify the Secretary of the State Election Board of licensed
90	164		operators qualified to issue driver licenses.

94	165		E. The Secretary of the State Election Board is authorized to
95	166		develop with Service Oklahoma a system to electronically transmit
96	167		voter registration applications from licensed operators to the State
97	168		Election Board or county election boards . Such system shall be
98	169		consistent with the requirements for electronic submission of voter
99	170		registration applications provided in Section 4 -109.4 of this title.
