3562 SECTION 1. AMENDATORY 26 O.S. 2021, Section 4 -109.3, as
3663 amended by Section 15, Chapter 282, O.S.L. 2022 (26 O.S. Supp. 2022,
3764 Section 4-109.3), is amended to read as follows:

3965 Section 4-109.3. A. When a qualified elector applies for
4066 issuance or renewal of an Oklahoma driver license, or issuance of a
4167 state identification card issued pu rsuant to Section 6-105 of Title
4268 47 of the Oklahoma Statutes, he or she shall be provided voter

4497 Act. All completed The person shall be asked whether he or she
4598 wishes to register to vote or to change his or her address for
4699 voting purposes. A person who declines to register shall confirm

49100 such choice in writing or by electronic means. Completed electronic
50101 voter registration applications shall be electronically transmitted
51102 by the agency accepting the application to the State Election Board
52103 or county election board . Completed paper voter registration
53104 applications shall be transmitted by the agency accepting the
54105 application at the close of business each week to the State Election
55106 Board in preaddressed, postage prepaid envelopes provided by the
56107 State Election Board. If a person registers or declines to register
57108 to vote, the office at which the pers on submits the voter
58109 registration application or the fact that the person declined to
59110 register shall remain confidential and will be used only for vo ter
60111 registration purposes.

62112 B. No voter registration services shall be offered to any
63113 person who, at the time of a n application for issuance or renewal of
64114 an Oklahoma driver license or st ate identification car d, provides
65115 documentation that shows that t he person is not a citizen of the
66116 United States.

68117 C. A change of address for an Oklahoma driver license or state
69118 identification card submitted by a registered voter shall also serve
70119 as a change of address for voter registratio n purposes if the new

72148 vote. If the new address is outside the county where the v oter is
73149 currently registered to vote, the voter shall be sent a notice and
74150 application with instructions for registering to vote at the new
75151 address. A change of address for an Oklahoma driver license or
76152 state identification card shall not be used to updat e a voter
77153 registration address if the registrant states in writing or by
78154 electronic means that the change of address is not for vot er
79155 registration purposes.

81156 C. D. Licensed operators shall receive fifty cents ($0.50) per
82157 valid paper voter registration appl ication or application for change
83158 in voter registration taken by themselves and employees of the
84159 licensed operator’s office taken at the licensed operator’s office,
85160 payable by the State Election Board.

87161 D. E. Service Oklahoma shall notify the Secretary of the State
88162 Election Board of licensed operator appointments. Service Oklahoma
89163 shall notify the Secretary of the State Election Board of licensed
90164 operators qualified to issue driver licenses.

94165 E. The Secretary of the State Election Board is authorized to
95166 develop with Service Oklahoma a system to electronically transmit
96167 voter registration applications from licensed operators to the State
97168 Election Board or county election boards . Such system shall be
98169 consistent with the requirements for electronic submission of voter
99170 registration applications provided in Section 4 -109.4 of this title.

101198 F. The Secretary of the State Election Board shall promulgate
102199 rules and procedures to implement the requirements of this section.

104200 SECTION 2. It being immediatel y necessary for the preservation
105201 of the public peace, health or safety, an emergency is hereby
106202 declared to exist, by reason whereof this act shall take effect and
107203 be in full force from and after its passage an d approval.
