AMENDATORY 70 O.S. 2021, Section 626.6, is amended to read as follows: Section 626.6. No person shall be awarded a state tuition aid grant unless the person: 1. Is a resident of the State of Oklahoma this state. Such residency shall meet requirements as set out by the Oklahoma State Regents for Higher Education ; 2. Is not incarcerated in a state, f ederal or private correctional facility; 4. Has demonstrated high moral character, good citizenship , and dedication to American ideals; 5. 4. Has applied for state tuition aid and has been determined to be eligible for such tuition aid; and 6. 5. Has complied with all the rules adopted pursuant to the Oklahoma Higher Education Tuition Aid Act for the award, regula tion, and administration of state college tuition aid. SECTION 2. This act shall become effective July 1, 2023. SECTION 3. It being immediately necessary for the preservation of the public peace, health , or safety, an emergency is hereby declared to exist, by reason whereof thi s act shall take effect and be in full force from and after its passage and approval.
